New Jersey Legislators Introduce 76 Anti-Gun Bills

New Jersey Association Rifle Pistol ClubsNew Jersey legislators have introduced no less than 76 new bills to regulate firearms, control the sale of ammunition, and tightly restrict gun ownership. We’ve summarized some of the most important new NJ gun-control bills below, and you can read the full list here. Legislators in the New Jersey Assembly pushed through 20 of 43 pieces of legislation last month. And New Jersey’s State Senators have been hard at work too, introducing dozens of other bills restricting gun rights. According to the New Jersey Association of Rifle and Pistol Clubs (ANJRPC), “the legislative feeding frenzy of anti-gun bill introductions by Democrats has steadily continued [with] no end in sight. Apparently, they won’t be satisfied until there’s nothing left of the Second Amendment in the Garden State.”

Important New Anti-Gun Legislation in New Jersey (Partial List)

  • Establishes regulatory/reporting program for ammunition sales and transfers. A3645 Acs.
  • Defines most centerfire 50-caliber firearms as “destructive devices”. A3659aa.
  • Bans mail order, telephone, and internet sales of ammunition. A366 and S2465.
  • Requires, to purchase a gun, mental health screening by licensed professional. A3667.
  • Requires psychological evaluation and in-home inspection in order to buy a gun. A3676.
  • Requires handgun ammunition to be encoded with serial number. A3704.
  • Imposes additional 5% tax on sale of firearms and ammunition. A3727.
  • Requires firearms to be unloaded and securely locked or stored within home. A3752.
  • Requires background checks for ammunition sales and transfers. A3800.
  • Disqualifies persons with three DUIs in 5 years from purchasing firearm. A3973.
  • Prohibits persons with “disorderly persons” convictions from purchasing firearm. A3974.
  • Requires firearms endorsement on driver’s license or state ID card. A4001.
  • Reduces maximum capacity of ammunition magazines to 10 rounds. S2475.
  • Requires ammunition sales/transfers be done as face-to-face transactions. S3476.
  • Requires submission of mental health records to NICS. S2492.
  • Extends reach and coverage of State’s assault weapons ban. S2605.
  • Creates penalty for failing to report unintentional discharge of firearm in home. S2642.

COMMENT: The above list is a wake-up call, and not just for residents of New Jersey. All readers should take a long, hard look at the above list. This is what happens when anti-gun politicians “pull out all the stops”. These proposed laws are not just about so-called “assault weapons”. Note the tight restrictions (and new taxes) on ammunition purchases. Note the mandating of “gun owner endorsements” on drivers’ licenses. Note the chilling requirements of “mental health screenings” and “in-home inspections”. Law-abiding gun owners across the country need to understand that these kind of regulations are now “on the table” and we can expect “copy-cat” legislation in other states….

Berger Launches Updated Web-Based Ballistics Calculator

Berger Bullets has released its “new and improved” Ballistics Calculator on the Berger Bullets website. Much work, and several weeks of testing, went into Berger’s new web-based ballistics calculator. But Berger is pleased to announce that the handy Balllistics Calculator is now up and running! How to Use Berger’s Ballistic Calculator
On the top of Berger’s home-page you’ll find a link that says “Ballistics”, with a drop-down menu for Berger’s Twist Rate Calculator and Ballistics Calculator. When using the Ballistics Calculator, the first element you’ll see is the bullet library. This convenient tool automatically fills in the bullet properties fields with the correct information when you select a bullet from the list.

Below, you will see the bullet properties fields are filled in with the 30 Cal 175gr VLD Berger Target Bullet information. You would then manually change the Gun Properties, Environment, Target, and the rest of the fields to correspond with the conditions you will be shooting under. After you have filled in all the variables properly, click “Calculate Range Card” to generate a ballistic solution showing your load’s trajectory, with come-up values at various distances.

Once the Calculator Results are given, you can print them out and take them with you to the range or on your hunt. Here is an example of the calculated results:

Potterfields Donate $3 Million to Scholastic Shooting Trust

MidwayUSA Scholastic Shooting TrustThe MidwayUSA Foundation, Inc. and Scholastic Shooting Trust, a public charity established by Larry and Brenda Potterfield, received a $3,000,000 donation from the Potterfields to support junior shooting programs. These funds will be allocated to 204 separate endowments. Funds will support 192 shooting teams each receiving $10,000, seven state 4-H shooting programs, as well as five, new college curriculum shooting programs (receiving $100,000 each).

The Scholastic Shooting Trust (SST) Fund is owned and controlled by the MidwayUSA Foundation, Inc., a 501(c)(3) not-for-profit, public charity established by Larry and Brenda Potterfield in 2007. The SST Fund is an endowment intended to provide financial support for scholastic shooting programs. The SST Fund gives alumni and other interested parties of universities, colleges and high schools the ability to financially support a school’s competitive shooting program. This new rifle features a six-lug bolt that locks directly into the barrel, along with a new, sophisticated safety system that positively blocks the firing pin. Barrel Attachment Technology
Sauer boasts that the barrel is heat-pressed into the receiver, with the bolt locking up directly into the barrel. That may sound good, but in reality, this engineering solution makes it extremely difficult to fit a new after-market barrel to the gun. We talked with two highly-respected custom gunsmiths. Both agreed that it would be “very difficult to find a smith who would tackle the task of re-barreling this gun (starting with a barrel blank).” One smith observed that “machining the lug recesses directly into the barrel is not a procedure that 95% of gunsmiths are capable of doing.” So, when your Sauer 101 barrel wears out (or if you want to change calibers), presumably you have to send the gun back to the factory.

Sauer 101 Pros:
1. The safety system looks very robust and sophisticated. The Sauer 101 features an integral firing pin block that allows firing only after the bolt has been fully locked into battery. That’s smart engineering.
2. Crisp, two-pound trigger pull is very nice for a factory rifle. Sauer claims trigger has “zero creep”.
3. Sauer 101 Accepts Remington 700 long action scope base mounts.
4. Stock is ambidextrous — good for both righties and lefties.

Sauer 101 Cons:
1. The pressed-in “Heat-Lock” barrel attachment system is not “gunsmith friendly”. And, because the lug recesses are inside the barrel, it will be difficult to fit after-market barrels. The machining required is much different than simply drilling a chamber as is done with “pre-fit” threaded barrels.
2. The sling swivel stud is positioned on the front of the Schnabel fore-end. To fit a Harris bipod, the owner will have to add a stud further back, or make an adapter for the forward-facing swivel stud.
3. No factory muzzle brake option.
4. No factory rail option for mounting scope rings.
5. No provision for adjusting length of pull (fixed at 14.4 inches).

Lena Miculek, the daughter of Jerry and Kay Miculek, was born and raised on Shootout Lane. U.S. Senate Votes to Block U.S. from Ratifying U.N. Arms Treaty

United States Senate Arms Treaty CapitolThe U.S. Senate voted 53-46 to stop the United States government from “signing on” to a controversial United Nations Treaty on arms sales. Though negotiations on a U.N. Arms Trade Treaty that would regulate international arms sales are slated to end on March 28, an amendment to the Senate’s budget resolution introduced by Sen. James Inhofe (R-Okla.) is intended to prevent the United States from entering into the treaty.

Inhofe stated: “We’re negotiating a treaty that cedes our authority to have trade agreements with our allies in terms of trading arms. This is probably the last time this year that you’ll be able to vote for your Second Amendment rights.”

Despite President Obama saying he would not vote for anything that would violate the Second Amendment, criticism over his decision to even consider the Treaty prompted the Senate vote on the Inhofe Amendment, which passed by a 53-46 margin.

ISSF Introduces Target Sprint — A New Shooting/Running Sport

The ISSF has announced a new name and new competition for the ISSF Run & Shoot event. ISSF TARGET SPRINT will now be the official title for this action-filled ISSF “Sport for All” event. And the ISSF is organizing an international Target Sprint Grand Prix in Munich (GER) in May to promote the new sport. ISSF Target Sprint combines athletes’ precision shooting and running abilities. The new event mixes air rifle shooting and middle-distance running. It requires participants to be fast, accurate shooters and to possess outstanding physical fitness. LINK: ISSF-Sports.org.

You Provide the Running Shoes — ISSF Provides the Air Rifles
“A pair of running shoes is all you need. Everything is designed to keep costs down for the athletes. The ISSF will provide targets and single-shot air rifles,” explained ISSF Secretary General Franz Schreiber. “The game is as easy as it looks”, says Schreiber, “Competitors will run on a track or running path and then stop at the air gun range to shoot at falling targets on their assigned firing points. There are no complicated scoring systems — the first athlete to cross the finish line is the winner.”

ISSF President Olegario Vazquez Raña adds: “We are developing ISSF TARGET SPRINT under the rubric of Sport for All, a program now being strongly promoted by the IOC. We were looking for a new event that combines marksmanship and fitness, can be staged outdoors, and is accessible to everybody.”

How Does ISSF TARGET SPRINT Work?
ISSF Target Sprint participants begin each event with a mass start and a fixed distance run. At the end of the first run, normally 600 meters, they stop at a 10-meter air rifle range where they must pick up their rifles and shoot at and hit five knockdown targets from standing position. More than five shots are often required to hit all five targets, but that adds to the shooting time. There are no penalties, but the sooner you finish shooting, the sooner you can start running your next lap. At the end of the second run, participants must shoot another five targets before beginning the third and final running stage. The final rankings are clear and easy to understand. The athlete who completes the three running stages and two shooting stages and who is the first at the finish line is the winner.

The new event will have its official 2013 inauguration during the 2013 ISSF Rifle and Pistol World Cup Munich, set for 23-30 May at the Hochbrück Olympic Shooting Range. The ISSF TARGET SPRINT competition will be held on the 26th of May.

Participation is open and more than 40 athletes have already registered to compete. World Cup participants who are interested in trying TARGET SPRINT are invited to bring their running shoes and clothing to Munich and give it a try.

IBS Kicks Off 2013 with Bridgeville 600-Yard Matches

The Bridgeville Rifle and Pistol Club (Bridgeville, DE) held 600-yard IBS matches on March 16 and 17 — a separate match on each day. These two matches were the final competitions counting towards Bridgeville’s 600-yard Shooter of the Year honors. Turn-out was strong, with 21 Light Gun (LG), 17 Heavy Gun (HG), and 1 Factory Class competitors. On Day 1, weather (for Bridgeville) was good, with temperatures as high as 54° F, winds less than gale force, periods of overcast and bright sun. On the 17th the shooters braved more challenging conditions. Temps ranged from the low 30s to as high as 40 degrees, with more wind than the previous day and snow flurries in the afternoon.

Topping the podium on March 16th for the Two-Gun Aggregate were Dewey Hancock (1st), Roy Hunter (2nd), and Craig Rowe (3rd). Top performers by Class were Dewey Hancock (2.3855 HG Group), Carey Lamb (196-2X, HG Score), Craig Rowe (2.2703 LG Group), Michael Wallace (189-2X, LG Score), and Robert Jones (4.9845, Factory Group; 172-2X Factory Score).

On March 17th, Craig Rowe, Roy Hunter, and Dewey Hancock finished first, second, and third respectively in the Two-Gun Agg. Class Winners were Jerry Ware (2.7213, HG Group), Roy Hunter (189-3X, HG Score), Dewey Hancock (2.1359, LG Group), and Craig Rowe (188-1X, LG Score). Robert Jones again won for group (6.9494) and score (159-0x) in the Factory Class.

Bridgeville 600 yard benchrest matchCompetition is very keen at Bridgeville. Richard Timmons, Match Director, said, “It can be challenging….it can cause you to talk to yourself!” Rookies and those interested in taking up the sport are gladly welcomed and mentored. When asked his advice for new shooters in the sport, Richard said, “Factory Class is the best place to start for beginning shooters. There are some good factory guns out there that will shoot 600 yards.”

The Bridgeville matches showcased a bright, young talent. 12-year-old Kevin Donalds Jr., the youngest competitor at the two-day event, is already a shooter to be reckoned with — Kevin placed 2nd in Light Gun Group (2.5343) at the March 17th Match. Woe unto many of us later because Kevin plans on staying in the sport a long time!

Shooting at Bridgeville is Fun and Challenging
Bridgeville 600 yard benchrest matchDewey Hancock is a rookie in his second year in the sport and is making a mark as you can see from match results and Shooter of the Year standings at Bridgeville R&P Club. He advises, “Good bench handling, good equipment, a good gunsmith, and good loading practice — these things will make you shoot with the good guys. You want to stay consistent in this game and that will eventually get you some wins.” When asked who his biggest competitor is, he smiled and said, “The wind!”, but then slipped in Roy Hunter’s name for 600 yards and Dean Breeden for the short range game. Dewey also stated what many of us in the sport know – “It is fun and the whole family can do it.”

Craig Rowe, in the sport for seven years shooting 600 yards and Score, said: “Bridgeville is a great place to shoot – great people – great food – and lots of great competition.” Craig cautions: “Don’t think you’re going to come here, walk in and steal the show, because there are a lot of good shooters.”

The Bridgeville Rifle & Pistol Club, Ltd. was established over 50 years ago. The primary activity was NRA High Power Rifle competition at 200, 300 and 600 yards. There are 12 firing points on the High Power range. The Club recently opened its 1000-yard range, which also has firing points at 800 and 900 yards and is used for NRA Long Range Competition (Conventional, Fullbore, Palma, and F-Class) and IBS matches. The Club also has a multi-purpose range with a covered, concrete firing line with 15 benches and impact areas at 100, 200 and 300 yards. A pistol range has covered, concrete firing points and backstops at 25 and 50 yards. Another pistol range is open with five shooting lanes. This range is used for IDPA-style shooting, SASS (Cowboy Action) and Action Pistol. One 600-yard HG Score record has been set by Hal Drake at Bridgeville. Fed DOJ Invests $20 Million in Firearms Backgound Check Systems

The Justice Department’s Office of Justice Programs (OJP) is planning to spend more than $20 million to strengthen the firearm background check system by improving states’ abilities to share information with the National Instant Criminal Background Check System (NICS). Attorney General Eric Holder stated: “The Department of Justice intends to take immediate and effective action to work with states to fill gaps in information currently available to the NICS system.”

OJP’s Bureau of Justice Assistance (BJA) and Bureau of Justice Statistics (BJS) are providing three grants to support state efforts to improve flow of the information needed by NICS. The grants would be used to improve access to and reporting of: 1) mental health information; 2) felony convictions; 3) misdemeanor domestic violence convictions; and 4) domestic violence restraining orders. The project also hopes to get immediate access to active felony and misdemeanor warrants. The grants will support enhancements to electronic submissions of fingerprints to state and federal systems as well as linking of arrest and disposition. Funding will be provided under National Criminal History Improvement Program (NCHIP), NICS Act Record Improvement Program (NARIP), and a new initiative called, Improving the Completeness of Firearm Background Checks through Enhanced State Data Sharing.
