TSA Tips for Traveling with Firearms — What You Need to Know

If you will be flying with firearms this winter, you should read this article. You need to familiarize yourself with current Federal Regulations on gun transport before you get anywhere near an airport. Thankfully, the Transportation Security Administration (TSA) has a web page that states the important requirements for airline passengers traveling with firearms and/or ammunition.

You’ll want to visit the TSA Firearms and Ammunition webpage, and read it start to finish. In addition, before your trip, you should check the regulations of the airline(s) with which you will fly. Some airlines have special requirements, such as weight restrictions.

Here are the TSA’s key guidelines for travel with firearms:

TSA FIREARM Guidelines

1. When traveling, comply with the laws concerning possession of firearms as they vary by local, state and international governments.

2. If you are traveling internationally with a firearm in checked baggage, please check the U.S. Customs and Border Protection website for information and requirements prior to travel.

3. Declare each firearm each time you present it for transport as checked baggage. Ask your airline about limitations or fees that may apply.

4. Firearms must be unloaded and locked in a hard-sided container and transported as checked baggage only. As defined by 49 CFR 1540.5, a loaded firearm has a live round of ammunition, or any component thereof, in the chamber or cylinder or in a magazine inserted in the firearm. Only the passenger should retain the key or combination to the lock unless TSA personnel request the key to open the firearm container to ensure compliance with TSA regulations. You may use any brand or type of lock to secure your firearm case, including TSA-recognized locks.

5. Bringing an unloaded firearm with accessible ammunition to the security checkpoint carries the same civil penalty/fine as bringing a loaded firearm to the checkpoint. You may find information on civil penalties at the Civil Enforcement page.

6. Firearm parts, including magazines, clips, bolts and firing pins, are prohibited in carry-on baggage, but may be transported in checked baggage.

7. Replica firearms, including firearm replicas that are toys, may be transported in checked baggage only.

8. Rifle scopes are permitted in carry-on and checked baggage.

TSA Ammunition Guidelines

1. Ammunition is prohibited in carry-on baggage, but may be transported in checked baggage.

2. Firearm magazines and ammunition clips, whether loaded or empty, must be securely boxed or included within a hard-sided case containing an unloaded firearm. Read the requirements governing the transport of ammunition in checked baggage as defined by 49 CFR 175.10 (a)(8).

3. Small arms ammunition (up to .75 caliber and shotgun shells of any gauge) must be packaged in a fiber (such as cardboard), wood, plastic, or metal box specifically designed to carry ammunition and declared to your airline.

4. Ammunition may be transported in the same hard-sided, locked case as a firearm if it has been packed as described above. You cannot use firearm magazines or clips for packing ammunition unless they completely enclose the ammunition. Firearm magazines and ammunition clips, whether loaded or empty, must be boxed or included within a hard-sided, locked case.

5. Please check with your airline for quantity limits for ammunition.

Weigh your gun case and ammunition
Most airlines will allow up to 11 pounds of ammunition. And, like any luggage, you will be charged more for any baggage weighing more than 50 pounds. This sounds like a lot, but when traveling to the Crimson Trace Midnight 3 Gun competition last year, my case with shotgun, rifle, pistol and ammunition tipped the scale past the 50 pound mark.

This is another area that’s misunderstood and full of internet myth. Your ammo just needs to be stored in some type of safe container and not loose. Technically, you can keep ammunition in magazines, but I wouldn’t recommend it. It meets the letter of the law storage requirement, but too many airline and TSA agents will give you grief. Use a plastic ammo box or original cardboard packaging and you’ll be fine carrying that in the same lockable case as your gun.

Watch Ammo Being Made in Revealing Video

Sellier & Bellot is one of Europe’s older ammunition manufacturers, producing a wide variety of rifle and pistol ammo. The video below shows ammunition being made from start to finish, starting with raw materials. This is a fascinating video that is well worth watching. It shows some amazing machines in operation.

EDITOR: Guys, this really is an exceptional video that shows every aspect of production. I have watched dozens of videos about ammo making. This is definitely one of the BEST. Take the time to watch.

Based in Vlasim, Czech Republic, Sellier & Bellot was founded in August 5, 1825 by Louis Sellier, a German businessman of French lineage. His family were royalists who fled France during the French Revolution. Louis Sellier began manufacturing percussion caps for infantry firearms in a factory in Prague, Bohemia on the request of Francis I, the Emperor of Austria. Sellier was later joined by his countryman Jean Bellot.

Sellier & Bellot has also produced an interesting CGI video that shows what happens inside a rifle chamber and barrel when a cartridge fires can’t be seen by the naked eye (unless you are a Super-Hero with X-Ray vision). But now, with the help of 3D-style computer animation, you can see every stage in the process of a rifle round being fired.

In this X-Ray-style 3D animation illustrates the primer igniting, the propellant burning, and the bullet moving through the barrel. The video then shows how the bullet spins as it flies along its trajectory. Finally, this animation shows the bullet impacting ballistic gelatin. Watch the bullet mushroom and deform as it creates a “wound channel” in the gelatin.

Hornady Video Shows How Ammunition is Made

Hornady ManufacturingIf you wonder how ammo is made, starting with raw metal, check out this video from Hornady. It shows how bullet jackets are formed from copper, followed by insertion of a lead core. The jacket is then closed up over the core with the bullet taking its final shape in a die (a cannelure is applied on some bullet types). Next the video shows how cartridge brass is formed, starting with small cups of brass. The last part of the video shows how cases are primed and filled with powder, and how bullets are seated into the cases, using an automated process on a giant assembly-line. In 2018, Hornady opened a new, state-of-the-art factory. The 150,000-sq-ft Hornady West Facility, featured in the video below, handles ammunition production and product distribution — Hornady produces millions of rounds annually. Hornady cartridge brass and bullets will continue to be produced at Hornady’s 100,000+ square foot factory in Grand Island, Nebraska. The Grand Island factory is open for tours Monday through Thursday. Hornady Manufacturing was founded by Joyce Hornady in 1949, so 2019 marked the company’s 70th anniversary.

9mm Ammo Sources — Get It While You Can

The 9mm Luger, aka 9x19mm, is the most popular ammunition type for semi-automatic handguns. As such, with panic buying caused by the Coronavirus pandemic, 9mm ammo is becoming harder to find — or the ammo vendors have jacked up their prices. We found most of the bulk 9mm FMJ out of stock. However, you can still find defensive hollowpoint ammo.

Thankfully, many large vendors such as Brownells, Natchez, and MidwayUSA still have 9mm pistol ammo in stock at reasonable prices. If you can’t find what you need from these vendors, you can source many other ammo retailers via AmmoSeek.com. In addition, Sportsman’s Warehouse has limited 9mm ammo for in-store pick-up in some stores (search online for particular store availablity).

Here are three leading sources for 9mm Luger (9x19mm pistol) ammo. Natchez still has bulk, lower cost lead-core FMJ ammo. Elsewhere cheap 9mm FMJ is mostly sold out, but you can still get 20- or 25-round boxes of defensive ammunition. Forum member Alex W. (aka “zfastmalibu”) came up with a clever adaptation of an item you may already have on your kitchen counter. By drilling a few strategically-placed holes in a wood knife-holding block, Alex created a handy, 20-round ammo holder for the bench. We’re not sure the wife will appreciate the new holes in her kitchen accessory, but we think this is a smart invention. Alex asked fellow Forum members: “What do you think, is there a market for it?” We think there is. Of course, with a ruler and an electric drill you could probably make your own version easily enough.

Ammo Sales Spike… and Gun News in Pandemic Times

Here are some gun-industry news highlights for the week. With the Coronovirus pandemic dominating the news, there have been some important developments. First, we are seeing a huge spike in ammo sales, along with significant growth in gun purchases. Second, groups are fighting State Executive Orders mandating closures of gun stores. Third, a number of gun accessory companies are gearing up to provide health-related products such as N95 masks and disinfectants.

The National Association of Sporting Goods Wholesalers (NASGW) SCOPE data platform reported a 168% spike in ammunition shipments for the week ending March 14. For all of 2020 so far, ammo shipments are up 21%.

During the week ending March 14, distributors shipped close to $10,000,000 worth of ammunition, representing a 168% bump above the 3-year average for the same week. In some states, SCOPE DLX shows up to a 600% growth in ammunition shipments. Overall, ammunition shipments are up 21% year-to-date (YTD).

Gun Sales Rising Significantly
Concerns over the COVID-19 pandemic continue to drive firearms sales as well. According to Chris Means, NASGW Director and President of Tactical Gear Distributors, ammunition was the first category to spike but firearms have been following, with high demand for carry guns are ARs. Firearms shipments were up 13.74% compared to the 3-year average for March 8-14.

Legal Challenge to New Jersey Closure of Firearms Dealers
The Second Amendment Foundation has filed a lawsuit challenging New Jersey Governor Phil Murphy’s order shutting down firearms dealers in the Garden State. In Kashinsky v. Murphy, the SAF is joined by the New Jersey Second Amendment Society in alleging violation of “civil rights under color of law” by shutting down firearms dealerships, preventing citizens and businesses from exercising their rights under the Second and Fourteenth Amendments. Federal Judge Judge Shipp has set Friday, April 3 as the deadline for the state’s opposition brief to the SAF’s suit. This important Second Amendment case could have ramifications across the nation.

New York Shutters Kimber Manufacturing Plant in Yonkers NY
In related news, the Kimber Plant in New York state has been closed in response to executive orders. Due to the New York state decision to shutter non-essential businesses as part of the COVID-19 response plan, Kimber Mfg. Inc. has stopped production at its New York facilities. Production continues at Kimber’s new, state-of-the-art Troy, Alabama manufacturing facility.

Radians Donates 14,000 N95 Masks to TN Hospitals
Radians, manufacturer of quality safety eyewear and hearing protection for shooters and hunters, donated over 14,000 N95 masks to medical facilities in Memphis, TN. Wisely, in 2018 Radians added the N95 respirator to its line of Personal Protective Equipment (PPE). Radians CEO, Mike Tutor, said the N95 mask donation “represents Radians’ corporate responsibility to help during challenging times. With a worldwide shortage of respirator masks, we knew this donation would quickly assist first responders and health care workers [during] the COVID-19 crisis. The respirators will also be of service at COVID-19 test sites.”

Walmart Halts Sales of .223 Rem and Handgun Ammunition

Walmart is yielding to anti-gun forces one step at a time. First the national retail chain stopped selling handguns in 1993. Next in 2015, Walmart stopped selling “black rifles” — AR-15 platform firearms. Then in 2018 Walmart raised the age for gun purchases from 18 to 21. And the latest restrictions involve ammunition. Walmart announced it would not longer sell ANY pistol ammunition. And Walmart now won’t sell .223 Rem (5.56×45) ammunition commonly used in ARs and “modern sporting rifles”. What comes next? If a criminal uses a shotgun in a multiple-death incident, will Walmart stop selling shotguns?

Walmart Expands Its Anti-Gun Agenda

Walmart has been steadily rolling back its support of the Second Amendment since 1993 when it stopped the sale of all handguns in every state except Alaska. Then, in 2015 it ended the sale of AR-15 style MSR rifles, and any toy or airgun resembling any “military-style rifle used in mass shootings”. Last year, Walmart raised the minimum age for gun purchases from 18 to 21, two weeks after the Parkland, Florida school shooting. And Walmart rolled out another set of restrictions after the recent shooting at a Walmart Super Center in El Paso, Texas.

In a memo to employees, Walmart CEO, Doug McMillon, stated: “After selling through our current inventory commitments, we will discontinue sales of short-barrel rifle ammunition such as the .223 caliber and 5.56 caliber that, while commonly used in some hunting rifles, can also be used in large capacity clips on military-style weapons.”

Walmart has also stated that it will no longer sell handgun ammo. McMillon previously said Walmart was responsible for 2% of firearm sales in the U.S. and 20% of ammunition sales. Walmart expects its share of ammunition sales to drop to between 6% and 9% as a result of the newly-announced changes. The company will continue to sell shotguns and rifles [But for how long? — Editor].

“In a complex situation lacking a simple solution, we are trying to take constructive steps to reduce the risk that events like these will happen again,” McMillon said in a memo. “The status quo is unacceptable.” In this 2015 video, McMillon explained the decision to stop selling AR-platform rifles.

Changes to Walmart Gun Carry Policies
Another rider on the new Walmart policy affects customers who open-carry in their stores. If shoppers openly carry guns into Walmart stores going forward, store managers may ask the shopper to leave and safely secure their gun in their vehicle before returning to the store. “The policies will vary by location, however, and shoppers who are openly carrying guns may not always be asked to leave the store,” a Walmart spokesman said.

“We encourage our nation’s leaders to move forward and strengthen background checks and to remove weapons from those who have been determined to pose an imminent danger,” McMillon said. “We do not sell military-style rifles, and we believe the re-authorization of the Assault Weapons Ban should be debated to determine its effectiveness.”
