I don’t think this is a surprise that a different barrel gives a different speed.

I have a 28″, Douglas, chrome-moly, 6.5mm barrel, chambered for the 6.5x55AI. I can just barely achieve the standard, unimproved, Swede velocities before getting pressure signs. It also goes to show us we really don’t know as much about barrels as we like to think we do. Otherwise, the barrel makers would be turning out “Hummers” (Tony Boyer jargon for ultra accurate barrels) like hotcakes.
