LRCampos - the photo of the label on the linked web page says it's flammable, so I doubt the product can be shipped by air.

I don't know of too many water- or citrus-based products that are flammable so there must be something in this stuff that warrants the hazard warning.

I'm not questioning the use of "Carb-out", it's probably a worthwhile product, but ( there's always that), I'm having excellent results removing tough carbon by coating a snug fitting bronze brush w/ JB (blue label), without wrapping the brush w/ a cleaning patch. JB applied directly to the bristles, front half of the brush, 10 to 15 push stokes, chamber to muzzle, wash out w/ Hoppes #9, and as verified w/ my "Hawkeye", carbon is gone! Brush easily cleaned by running hot water over it.

I use a Krieger Barrel and Krieger endorses the use of abrasives and says that they clean all types of fouling (copper, powder, lead, plastic) and they do not damage the bore and they have the "added advantage" of polishing the throat both in "break in" and later on when the throat begins to roughen again, from rounds fired. 20 minutes (40 minutes,"I did this twice") seems like an inordinate amount of soaking time. Stroking three to five tight fitting patches of JB usually takes me no more than five to six minutes. The disadvantage with a chemical is that although it may remove the carbon it doesn't provided the benefits of polishing.

I wonder if this a water based type product or something else. Other than the product pitch, they really don't give a lot of information on what it is and how it works.
