Here's an additional data point. My 6BR (a varmint contour Douglas barrel from Sharp Shooter Supply which I screwed on to a Savage 12 action) now has 3200 rounds on it and my records show:
Avg of ALL 5 shot groups, 100-300 yds, good days & bad, good loads and bad = .48 moa
Just the good loads run about 2/3 of this. Just the good loads under good conditions (wind & mirage) run about 1/2 of this. Freak groups, which I show everybody but cannot repeat on demand are about 1/3 of this.

For comparison, a 223 on the same action (also SSS barrel) does about the same.
A 6PPC (Shilen barrel) on the same action will beat either by a small margin.

My conclusion - it's not too hard to achieve 1/2 moa, but to get to 1/4 requires more care, and to stay at 1/4 requires a lot of shooter skill, at least where I shoot (lots of mirage, almost never really calm).
