It’s an RPA Quadlock (although the System Gemini chassis stock system can be ordered to take other actions too). This is the F-Class version of the System Gemini stock, also made in prone, smallbore and 3-position ISSF versions.

I don’t know the barrel used, but it’s probably a German Lothar-Walther as HPS-Target Rifle is the UK importer and John normally uses this make on his rifles.

I hope these points help. HPS-TR has agents in several countries so they are available outside of the UK. It + RP{A Quadlock is probably the most popular combination in top-class UK F-Class Open, and it is very widely seen in British ‘Target Rifle’ (ie Fullbore Rifle in the USA).
