Actually, the tie-breaking process described, known as the “Creedmore” system evaluates the scores from the last bullseye fired, backwards to the first. Thus a competitor who has dropped an “X” or a point early on the target in the tiebreaker would have better scores on the later bulls, and thus would win against a competitor who dropped a point or “X” on one of the later bulls.
