The tape is applied to the construction paper and then the white paint is sprayed onto the surface of the tape. When a bullet strikes the target, it will punch a hole clean through the target, but the paint will flake off around the bullet hole, leaving a high contrast black ring around the holes in the white target. It works well with many different color combinations. Personally I use Hi-Vis green card stock with black paint, and it is visible from pretty far away.
