I think it is more a matter of luck even at the highest level:Grunig & Elmiger published a 40 round group with the best ammo available and the 10.9 were 5 if I recall correctly.So at present rifle ammo combo cannot shoot consistently 10.9.I did manage a 10.8 and I am a lowest ranking shooter.

If I recall correctly. Jamie Beyerle shot a 10.8 OFFHAND on her final shot of the 3P shootoff….her last shot in the Olympics 2012 where she won Gold. Way to go Jamie!!!!!
