What does &quot;that results in an enhanced capability&quot; mean, especially with respect to threading a muzzle.  

Since you can get mounts that don&#039;t need threaded but fit via friction or even set screws, I would say there is no &quot;enhanced capability&quot; by threading a barrel, only just a different capability yet redundant capability.]]></description>

I construe (a) to mean that you could get sideways with the government if you change the barrel on a Savage rifle since the barrel nut wrench is doubtless a &quot;special tool.&quot;
And you can probably get in a bind if you load practice ammo for your junior program.  Most of us are somewhat systematic in the way we do that.

The point is that there is peril in every one of the items in this Ruling.]]></description>
