How one would put two different powders in the same .223 case is beyond me.

The text on the image did not say, “Double charge”. It says, “Duplex powder charge”. They are not the same things. A duplex charge means a charge that consists of two different powders. The .454 Casull was originally loaded with duplex and triplex charges, two or three different powders.

You can add the SKS to that list , Bo Guss . Double-charge ? Had to be a completely WRONG powder . I’ve taught a friend to load for his AR , and 23-25gr is a 92-98% case-fill load of Benchmark . Wonder what they put in that case ?

The double charge of powder should never be possible if one is using the proper burn rate powder and getting the desired near 100% case capacity.
