If they really wanted to they can scan/copy the front and back of the old forms almost as easily. Hell, most big box stores and may shops are computer based now anyways.

Notice that the name and address are now on the same page. ATF has soft ware that they can take a picture now of one page of your books put it in the soft ware and now thats a registry. They have created a registry without having to write anything or take your books.
