When purchasing a new bare action it will be logged by the receiving FFL as “other”, meaning neither rifle nor pistol. You can initially choose to make it a pistol legally. You cannot initially make it a rifle and legally switch it to a pistol later. Once a rifle it will generally always be a rifle. Once a pistol it could be changed to a rifle but not the other way around. Exception: You can take a rifle and make it a “pistol” but you would register it as a short barreled rifle and pay the $200 tax.
