An ultrasonically cleaned or brand new dry case neck make for some quite high seating force.

My own best results have come with molied bullets, lube inside of the case neck, use of an expander inside the die, and a small amount of sizing. In other words very low seating force.

High and/or inconsistent seating force also show us more variation in seating depth.
