See K&M’s “flash hole uniformer” which both removes any obstruction in the flash hole and any burr created inside the case around the flash hole – https://kmshooting.com/product-category/general-prep-tools/flash-hole-uniformers/

Editor: Some of these small pin vises can be used from the INSIDE of the case. Just slip it in the case mouth and spin the bit gently.
