here goes,i believe that static comes from the two different material being used(hence Battery)
the platform is stainless steel the pan is coated steel and then the powder.

This tip was very helpful as I too use an RCBS electroic scale which had recently been driving me crazy. I washed the pan and top of scale with Dawn liquid.
