CLICK HERE for latest, updated version of the 2022 CMP Smallbore Rifle Competition Rules.

The updated 2022 CMP Smallbore Rifle Competition Rules are now posted at: https://thecmp.org/wp-content/uploads/2022/04/2022SmallboreRifleRulebook.pdf. The major change in this update is the recognition of the 3×20 course of fire as the standard 3-position event.

In January 2022, the CMP noted that the ISSF was changing its 3×40 three-position event to a 3×20 course of fire and that three-position and air gun finals were also being changed. There has been uncertainty as to what the final version of these rules will be. Since CMP competitors need to know what the CMP rules are going to be this year, the CMP has decided to finalize its 2022 CMP Smallbore Rifle Competition Rules based on what is now known, namely that the 60-shot 3×20 course of fire is likely to stay, while ISSF rules for finals have just seen yet another change.

The updated CMP Smallbore Rifle Rules adopt the 60-shot 3×20 course of fire as the standard three-position event but leave previous finals rules in place until there is more clarity regarding whether the new 2024 Olympic finals rules can or should be adopted for CMP smallbore competitions.

The major change in this Smallbore Rules update is the recognition of the 3×20 course of fire as the standard 3-position event. All smallbore position EIC matches where competitors can earn credit points for the new Distinguished Smallbore Position Badge must be 3×20, not 3×40, events.

Smallbore position tie-breaking has also changed. Three-position ties will be broken according to the highest standing score, then the highest kneeling score. Inner tens will not be used unless two competitors are tied in all three positions. Smallbore prone competitors are NOTE affected by these latest rule changes except that new rules for conducting 40-shot prone events on electronic targets have been added.

Given the uncertainty regarding ISSF finals rules, this edition of the CMP Smallbore Rifle Rules will still include the 45-shot progressive elimination final that the ISSF previously used (Rule SB10.4) and a 24-shot prone final that was previously used by the ISSF.

Emmons’ two-time Olympic teammate Michael McPhail of the USAMU will also shoot Men’s 50m Prone Rifle. In addition he will compete in Three-Position events. Notably, McPhail will also shoot centerfire at 300 meters. At the 2014 World Championship, McPhail won bronze in Men’s 300m Prone Rifle, which he will once again compete in Changwon.

For Sarah Beard, Changwon marks her third World Championship appearance. She’ll have lots of chances at medals as she’ll be shooting 3P rifle, Air Rifle Mixed Team event, Prone, 300m Three-Position and 300m Prone Rifle. Beard won silver in 2010 in Junior Women’s Prone Rifle in Munich, Germany.

This year’s National Championship will also be the first Nationals where the new ISSF shooting format will be in place, with men and women taking the same number of record shots in competition.

National titles and slots on the National/National Junior/National Paralympic Teams will be up for grabs as athletes compete in individual Olympic and Paralympic events in Rifle and Pistol disciplines, as well as Men’s and Women’s 50m Prone Rifle, Men’s 25m Center Fire and Standard Pistol and Men’s 50m Free Pistol. This match will also serve as the selection match for the 2018 International Shooting Sport Federation (ISSF) World Championships to be held August 31 – September 15 in Changwon, South Korea. Shooters who’ve already earned slots on the World Championship Team will be looking to Nationals as as a tune-up prior for the Worlds.

Among the notable Rifle athletes who will be competing in Fort Benning are three-time Olympic medalist Matt Emmons, 2016 Olympic gold medalist Ginny Thrasher, and two-time Olympian Michael McPhail of the USAMU. Emmons and Thrasher posted the top finishes for American Rifle athletes this year on the ISSF circuit. Emmons just missed the podium at the April 2018 World Cup in Changwon, finishing fourth in Men’s Three-Position Rifle. Thrasher finished fifth in Women’s Air Rifle at the World Cup in Fort Benning just three weeks ago.

Ten USA Shooting athletes compete this week at the International Shooting Sport Federation (ISSF) World Cup Final in New Delhi, India. Some 160 shooters from 15 countries will compete in this year’s invitation-only World Cup Final which runs October 22-30, 2017. Most of the Team USA squad in India are shotgunners. This year our Skeet/Trap shooters, including six-time Olympic Medalist Kim Rhode (above left), have garnered 26 top-10 finishes plus 12 individual medals and eight team medals.

The new Olympic events of Air Rifle Mixed Team, Air Pistol Mixed Team, and Trap Mixed Team kick off this ISSF World Cup Final in India. The USA has two pairs in the Trap Mixed Team event: Kayle Browning/Jake Wallace and World Championship bronze medalists Ashley Carroll/Derek Haldeman.

Browning and Wallace won a team silver at the World Cup in Acapulco, Mexico. Ashley Carroll (Solvang, California) and Derek Haldeman (USAMU, Sunbury, Ohio) won team bronze at the World Championship in Moscow, Russia. Interestingly, Ashley and Derek have a life together away from the trap range — they have been dating for two years now.

“The way the team event goes, it’s still a pretty individual game,” said Haldeman, who will make his World Cup Final debut in New Delhi. Haldeman, a Double Trap specialist, converted to Trap this season upon Double Trap’s elimination from the Olympic program. “It’s hard to help each other out during the actual competition. Ashley came down to Fort Benning to work on stuff. We worked on how we can work together, what we can say and what we can’t say, and that’s kind of how we were getting ready for World Cup Final. We’ll shoot together, have fun with it and see what happens!”

Ashley will compete again later in the week as the lone U.S. competitor in Women’s Trap. Carroll had a breakout year in 2017, winning her third National Championship win in a row, along with a gold-medal win and world-record finish at World Cup Acapulco.

Thrasher is Sole American Rifle Shooter at ISSF World Cup Final
2016 Olympic gold medalist Ginny Thrasher (Springfield, Virginia) is the sole USA Rifle competitor at the 2017 ISSF World Cup Final. Thrasher, who earned her berth by virtue of winning Olympic Gold in Rio, took Bronze at the 2016 World Cup Final in Bologna, Italy.

ISSF World Cup Final
Competition commenced Sunday and concludes on October 30. The ISSF World Cup Final runs each year at the conclusion of the World Cup season. Athletes earn points through finishes throughout the season, with the eight best athletes in each event earning invitations to this match. Wild card invitations are also granted to title defenders, and in years of the Olympic Games and World Championships, to the three medalists in each event.

Finals will be streamed live on the ISSF website, on the Federation’s Livestream channel, on its official Facebook page and on the Olympic Channel.

ISSF World Cup Finals Schedule (All times USA Eastern Time)

Tuesday, October 24th: Trap Mixed Team at 4:30 am
Wednesday, October 25th: Skeet Women at 5:30 am
Thursday, October 26th: 10m Air Rifle Women at 2:30 am; Skeet Men at 5:30 am
Saturday, October 28th: Trap Women at 5:00 am
Sunday, October 29th: 25m Rapid Fire Pistol Men at 12:45 am

You are looking at $20,100 of Competition Rifles here. (Click Image for full-screen version.)

Don’t inquire about the price of a Bleiker competition rifle. As the expression goes, “If you have to ask, you can’t afford it”. At the Pardini USA booth at SHOT Show we saw a pair of bodacious black beauties — two “full-race” Bleikers, one a smallbore match rifle (.22 LR) and the other a 300m position rifle chambered in 6mmBR Norma. The combined price for the two rifles was a jaw-dropping $20,100.00. Yep, over $20K for the two. The 6mmBR rig was $10,200 while the smallbore rifle was $9,900.00.

Bleikers command such high prices because they win. At recent ISSF 300m and Smallbore Championships, Bleikers have been used by many of the medal winners. A gun is worth $10K if it can really put you on the podium or, better yet, deliver a world championship.

Take a look at this slick feature on the 300m gun. The adjustable cheek-pad automatically tilts up (for clearance) when you retract the bolt. That’s clever Swiss Engineering.

SFC Michael McPhail

Hopes are high for McPhail, one of the favorites to win a shooting Gold Medal in Rio. McPhail, ranked number one in the world in men’s 50-meter rifle prone, won the ISSF World Cup Finals in Munich this September. McPhail also won back-to-back gold medals at the ISSF World Cup events at Fort Benning, GA and Munich, Germany, held in May and early June of 2015. This is McPhail’s second Olympic appearance, so he understands what’s at stake: “The Olympics are unlike any other match you’ll ever shoot, the magnitude of it….”

SFC Michael McPhail, shown above, is currently ranked #1 in the world in the smallbore 50m prone rifle discipline. He’s one of the favorites to win Gold today in Rio.

David Higgins

Air Force Academy graduate David Higgins has been a competitive shooter since his early teens. “I was 13 when I first began shooting Rifle competitively, and I immediately knew that I wanted to pursue Rifle as my primary sport,” said Higgins.

Higgins recently graduated from the Air Force Academy and enjoys rock climbing, sailing and surfing in his free time. He now moves on to the next phase of his military career, having cross-commissioned into the Marine Corps upon graduation to become an infantry officer.

You’ll see virtually all the major Olympic/International shooting disciplines. And the footage of position rifle shooters reveals the intense concentration required in that discipline. We really enjoyed this short clip. The MTV-style editing and soundtrack holds your attention, and the cameramen did a great job of capturing the exact moments when shooters took the winning shot. Enjoy.

This week’s big story from the ISSF World Cup in Fort Benning involves a lanky Army Reserve Marksman from Montana, Nick Mowrer. The shooting world was shocked when this “pistol guy” (a 50m Free Pistol shooter for the 2012 USA Olympic Team) took a bronze medal in a World Cup rifle competition. Yes, we said “rifle”. And get this — in the process of earning that World Cup bronze medal, Nick racked up enough points to become a triple distinguished marksman (three disciplines).

In the highest level of ISSF competition, it is very unusual for a pistol shooter to even compete in a rifle match. It is unheard-of that a pistol shooter would actually earn a medal. That is like an Olympic 100m spinter also medaling in the Marathon. It just doesn’t happen.

USAR Team shooter Nick Mowrer pulled off this remarkable accomplishment at the 2014 ISSF World Cup at Fort Benning. It’s not known whether a pistol specialist has ever earned a World Cup medal in rifle competition. In fact none of the experts from USA Shooting can recall another shooter who has even competed in both rifle and pistol categories at the same World Cup event. It appears Mowrer made history with his smallbore rifle Bronze medal. Competitive pistol shooters aren’t supposed to be good rifle shooters as well. Mowrer’s bronze-medal-winning performance has changed that view.

Cross-Training Works Well Mowrer Says
Will we see more pistoleros “cross the aisle” and shoot rifle? Only time will tell. But Mowrer believes that “cross-training” with both rifle and pistol has improved his overall marksmanship skills: “I have used prone smallbore (rifle) as cross training for pistol for years now and I am very excited to have the unique opportunity to represent the USA not only in pistol but rifle as well. I shoot multiple events, not only prone, but the reason is just the same; I use other shooting disciplines to be able to compete in more matches and gain more experience that I am able to then use in my pistol shooting! It also keeps shooting fun and exciting.” Read related USAR story.

Mowrer’s medal at Fort Benning has caused a stir among top-level World Cup shooters. The reigning Olympic gold medalist in Women’s 3-P rifle, Jamie Gray, recently posted:

“Today is an amazing day…our Olympic Pistol Shooter Nick Mowrer broke into the medals in Men’s Prone [rifle event]! Couldn’t be more excited for him and obviously his amazing shooting abilities! Nick… [took] a Prone Rifle Bronze, nothing more to say than AWESOME!”
