Sunday GunDay: $98 Ruger 10/22 Upgraded into Tack-Driver

Take a good look at this black-stocked, rimfire benchrest rifle. This just might be the most sophisticated (and accurate) Ruger 10/22 on the planet. This 10/22 was originally acquired as a used “donor gun” for just $98.00. Then its owner Les (aka “Scasa” in our Forum) completely upgraded the rifle from stem to stern. He added a rear lug to the receiver, threaded the receiver, installed a new barrel, and upgraded the trigger. Then he crafted the handsome benchrest stock from wood. He even designed and crafted the barrel tuner AND built the sophisticated shooting rest himself.

Overall, Les imagines he has over 1000 hours of design, fabrication, and fitting in this project. But the hard work paid off — this one-of-a-kind Ruger 10/22 shoots tiny groups. Is this the most accurate 10/22 on the planet? Possibly. But without question, it is the most sophisticated, do-it-yourself Ruger 10/22 project gun ever created.

$98 Ruger 10/22 Transformed into Tack-Driving Bench Gun

I long thought I’d someday put an upgraded Ruger 10/22 together but the big hold-up was the receiver. I really wanted a threaded barrel/receiver and a rear lug for two-point mounting. They do make a rear lug that attaches to the rear of some aftermarket receivers but it’s just a little tab that attaches to the back, not what I would call really solid. So one day while hanging out at the local gun store I saw a Ruger 10/22 on the used gun rack for just $98.00. I latched onto it and I had my donor gun. This was an early gun that had the two guide rails for the bolt, walnut stock, and metal (not plastic) furniture.

I then began a complete transformation of the rifle. Little did I know that, by the end of the project, I would put in about 1000 hours of labor. There were several things I wanted to make quite different than Ruger’s original design. First was to add the rear lug. Then get rid of the trigger pins. I also threaded the barrel hole in the receiver to get rid of the wedge. I also wanted to fix the bolt release. Of course that all required a new stock too.

The Ruger 10/22 receiver was threaded to accept a more traditional barrel installation. Below is a conventional 10/22 drop-in barrel. Note that normal barrel is NOT threaded at receiver end, but slides in and then is held in place with a “wedge” locking block.

I made a rear lug that attaches to the back of the Ruger receiver with four, 6-32 screws and glued with JB Weld and filed to match the receiver contour.

Shown above is the completed gun before stock painting. The stock is made from nine pieces of Poplar 1x2s, with lots of sanding and black satin paint. Above is a photo of the stock before painting. As you can see, the laminations were stacked vertically. The rifle sits on a one-piece shooting rest I also built.

Editor: Les designed and crafted this sophisticated shooting rest himself. That’s right — this is a DIY rest! Les told us: “I built the rest from scrap aluminum. The design came from looking at rimfire rests online. Probably the Pappas Rest was the greatest influence. That Pappas rest cost about $1100.00 at the time for a polished one. I have less than a hundred dollars in mine now, but I’ve got a couple WEEKS of work in it. I’ve made two of them, one for my rifles and one for my benchrest pistol. It’s a lot of work to sand and polish, but in the end you have a solid shooting platform. Keep it waxed to preserve the shine.”

More Upgrades — Trigger Pins, Bolt Release and More…
The trigger pins were replaced with 10-32 socket head screws which required threaded bushings to be put in the left side of the receiver and access holes in the right side of the stock. Now the trigger group and bolt can be removed without taking the action out of the stock. This also pulls the receiver sides together reducing bolt clearance. The trigger is shimmed with a piece of shim stock so it can’t be too tight.

There are several “How-Tos” which cover conversion of the manual bolt release to an auto bolt release, but it still requires a little fiddling with the darn thing. So instead of having it pivot on a slot, I welded up the slot and now it’s just a hole. I also welded on some more length and put a little knurled knob on it. With those modifications, it now works perfect.

The trigger housing is factory Ruger acquired at a gun show 25 years ago with Volquartsen hammer and sear. The barrel is a Green Mountain blank turned, threaded, and with a Bentz chamber. I made the barrel tuner. The rifle is fitted with a BSA 36-power scope I bought for $125.00 from the AccurateShooter Forum classifieds. There may be another $250.00 or so in parts and accessories I bought.

Editor’s Commentary — This project started with an old, used $98.00 Ruger 10/22 rifle. Now the transformation is complete. It took Les countless hours, and lots of effort, but he is deservedly proud of the end result. The excellence of the upgraded 10/22 is matched by the sophisticated, unitized aluminum shooting rest Les built. Very impressive design and execution.

So How Does it Shoot? Very Nicely Indeed!

Les reports: “Above is a target with some 3-shot groups while playing with the tuner. Those groups were shot at 25 yards. I figure at that distance I’m testing what the gun will do, not how well I can read the wind, not well and its been really windy. If I can get one clean hole 5 shots I’m pretty happy.”

How to Pack and Ship Barrels, Scopes, and Gun Parts Safely

shipping gun parts UPS FEDEXGun guys are always shipping stuff around the country — whether it’s a barrel to be chambered, or a scope that needs to go back for warranty repair. Or maybe you’ve sold some bullets or reloading dies you no longer need. To ensure your precious packages get to their destination in one piece, it’s important to take precautions when boxing up your items. And by all means insure packages for full value — even if your packaging is perfect, there is always the possibility that your shipment might be lost altogether. Sadly, that can happen, no matter which carrier you choose: FedEx, UPS, or the U.S. Postal Service (USPS). Here are some tips for shipping gun stuff — we explain how to pack items properly and how to minimize the risk of loss.

Tips for Shippers
Dennis Haffner from McGowen Precision Barrels offers some advice on how to avoid damage when shipping gun parts or other valuable or heavy items. Dennis explains:

shipping gun parts UPS FEDEX“First, I started double-packing the contents and in many cases double-boxing. I spend a fortune on heavy-reinforced shipping tape. If the contents are loosely packed, the package is going to get crushed. On real important items or delicate items, wrap the content in plastic and spray the inside void areas with non-expanding foam. They make shipping foam just for this. This method really works. Since I started paying more attention to packaging, I have just about wiped out my issues with all three companies (FedEx, UPS, USPS). Yes, I hate doing it, but in the long run for us, it’s cheaper.

Bullet shipments are the worst — a shipment of 500+ bullets can destroy a cardboard box. I have ordered bullets from individuals who put them in baggies and filled the remainder of the box with foam peanuts. That is not going to work. Any piece of metal, including a die, will puncture a cardboard box, or destroy a padded envelope.

Just look at the tracking information and imagine your package bouncing around in the back of the shipping truck, probably under many other packages. My advice is to NEVER use padded envelopes. Barrel nuts or recoil lugs will most likely never make it.

shipping gun parts UPS FEDEXHow do shipments get damaged? Consider this — one of the shipping companies this year flipped (overturned) one of our new CNC machines (which rendered it useless). Maybe your small packages were in the same delivery truck as my CNC machine. I wonder how many little boxes were crushed underneath it.

As for USPS flat rate boxes — you would not believe what people try to stuff in these boxes. USPS finally put a weight limit on the boxes — they had to. I sometimes take my delicate items packed in an envelope or small box. I spray foam in a larger flat rate box and insert the smaller package, then fill the remainder of the void with foam. It works, and part usually arrives undamaged.”

Shipping Rifle Barrels (PVC Tube and Tennis Ball Method)
A new match-grade barrel can cost $400 or more, and it might take six months (or more) to replace it, given the current wait time with top barrel-makers. So, you don’t want your nice new tube to get damaged in transit. Forum Member Chuck L. (aka “M-61″) offers these tips for shipping rifle barrels:

shipping gun parts UPS FEDEX“Packing a barrel can be a problem. Here’s a shipping method that won’t stop lost shipments but so far has stopped damage. Get a PVC pipe (of size appropriate to your barrel) with fitted caps for each end. Attach a cap to one end. Tape the barrel threads and tape over the muzzle. Then drop one standard tennis ball into the pipe. Place barrel in pipe. Next add whatever peanuts or foam you can jam in to support the barrel on the sides. Then place a second tennis ball into the opposite end of the PVC pipe. (So now you have a tennis ball on either end of your barrel.) With everything secure inside, attach the upper cap and tape it down securely. With this packing procedure, when the carrier launches the pipe like a javelin, at least the barrel will not come through like a spear and be gone. Label the pipe with very large address labels so no one suspects it’s just garbage laying around. This procedure may seem ridiculous but it has worked for me. Oh and definitely get insurance. If your item is insured, the shippers will look harder to find it.”

Editor’s Note: FedEx also makes a triangular-profile cardboard shipping box. This 38″ x 6″ x 6″ x 6″ FedEx Tube (designed for blueprints and posters) is free for the asking. For most barrels, there should be enough clearance to hold your PVC tube (with barrel packed inside tube). However, don’t ship the barrel inside the cardboard box by itself. Cap and pad the ends and bubble wrap it heavily, or better yet, use the PVC tube method described above, with the PVC tube inside the box.

Stuck Case Remover Kit — Important Tool for Hand-Loaders

Sooner or later, every hand-loader will get a cartridge case stuck in a die. Perhaps you forgot to lube a case, or maybe you even ran the wrong cartridge into the die. Thankfully, there are affordable solutions to the problem. Lyman offers a very handy Stuck Case Remover Kit. This compact Kit ($29.99 on Amazon) (#ad) contains ALL the tools you’ll need to remove most stuck rifle cases and pistol cases. (No separate tap holder is required.) Basically you drill and tap the stuck case, insert a cap screw, then use the wrench to remove the case from the die through a camming action. The Lyman kit, part #7680350, includes a unique, dual-purpose threaded cap that screws over the end of the die. This cap acts as both a drill guide and a guide for the pulling screw. An extra-long hex wrench is included which provides plenty of leverage when removing stuck cases and also doubles as a handle for the tap wrench.

The new Lyman Kit isn’t the first stuck case remover device on the market. RCBS also offers a Stuck Case Remover Kit that costs just $21.99 on Amazon.com (#ad). The RCBS unit works fine, but you will need a separate tool handle to hold the tap. This video shows how to remove stuck cases with the RCBS tool. The operation is similar with the new Lyman tool.

In this video, Ryan Cleckner explains the measurement term “minute of angle” (MOA) and how to use MOA adjustments on your scope to compensate for bullet drop at varying distances. MOA is an angular measurement, used often in long range shooting, that is 1/60th of one degree of a circle. One MOA represents 1.047″ at 100 yards and 10.47″ at 1000 yards. Want to learn more? Scope Mounting: Common Scope-Mounting Mistakes To Avoid

Mounting a scope isn’t a super-complex or highly technical job, but there are ways you can mess it up. This Brownells video explains common pitfalls to avoid when you’re mounting a rifle scope.

1. Make sure the rings don’t touch any part of the turret housing, objective bell, or eyepiece. Any one or combination of those will throw off your shot groups big time. Make sure those rings are clamping ONLY the scope’s main tube.

2. Ensure that the scope rings are properly clamped to the scope base. If you can grasp the scope with one hand and the rifle with the other and there’s play between them, your groups are going to be all over the place! Scope rings come with torque specs for a reason.

3. Make sure there’s clearance between the objective bell and the rifle. No part of the scope should touch the rifle itself. The only nexus between the scope and the rifle should be the scope rings — and they’re not actually part of the rifle. This also applies to a removable lens cover. When it’s on the scope, it should not touch any part of the gun.

4. Don’t mount the scope too low on an AR-15. On most rifles, you do want the centerline of the optic as close to the bore as you can get it. But the AR-15’s stock is on almost the same plane as the top of the receiver, so you need some height on the scope. Otherwise, it’ll be too low for you to look through it.

5. Overtightening the scope rings is VERY BAD. You can actually crush the scope tube and damage the optic beyond repair. Stick to those torque specs! If the rings come with a little wrench, that wrench is all you need to tighten them.

People need to remember that the sight height established by the rings will affect their zero, as the centerline of the scope is above the centerline of the barrel.

How .308 Win Velocity Changes with Barrel Cut from 28″ to 16.5″

With barrels, one wonders “Can a little more length provide a meaningful velocity gain?” To answer that question, Rifleshooter.com performed an interesting test, cutting a .308 Win barrel from 28″ all the way down to 16.5″. The cuts were made in one-inch intervals with a rotary saw. At each cut length, velocity was measured with a Magnetospeed chronograph. To make the test even more interesting, four different types of .308 Win factory ammunition were chronographed at each barrel length.

This is a very useful test is you’re thinking about building a .308 Win hunting rifle, or perhaps thinking of going shorter for your F-TR rifle to save weight.

Test Barrel Lost 22.7 FPS Per Inch (.308 Win Chambering)
How much velocity do you think was lost, on average, for each 1″ reduction in barrel length? The answer may surprise you. With a barrel reduction from 28″ to 16.5″, the average speed loss of the four types of .308 ammo was 261 fps total. That works out to an average loss of 22.7 fps per inch. This chart shows velocity changes for all four ammo varieties:

Summary of Findings:
The average velocity loss per inch, for all four ammo types combined, was 22.7 FPS. By ammo type, the average FPS loss per inch was: 24.6 (Win 147 FMJ), 22.8 (IMI 150 FMJ), 20.9 (Fed GMM 168gr), and 22.5 (Win 180PP).

Interestingly, these numbers jive pretty well with estimates found in reloading manuals. The testers observed: “The Berger Reloading manual says for the 308 Winchester, ‘muzzle velocity will increase (or decrease) by approximately 20 fps per inch from a standard 24″ barrel’.”

How the Test Was Done

The testers described their procedure as follows: “Ballistic data was gathered using a Magnetospeed barrel mounted ballistic chronograph. At each barrel length, the rifle was fired from a front rest with rear bags, with five rounds of each type of ammunition. Average velocity and standard deviation were logged for each round. Since we would be gathering data on 52 different barrel length and ammunition combinations and would not be crowning the barrel after each cut, we decided to eliminate gathering data on group sizes. Once data was gathered for each cartridge at a given barrel length, the rifle was cleared and the bolt was removed. The barrel was cut off using a cold saw. The test protocol was repeated for the next length. Temperature was 47° F.”

Much Different Results with 6mmBR and a Longer Barrel
The results from Rifleshooter.com’s .308 barrel cut-down test are quite different than the results we recorded some years ago with a barrel chambered for the 6mmBR cartridge. When we cut our 6mmBR barrel down from 33″ to 28″, we only lost about 8 FPS per inch. Obviously this is a different cartridge type, but also our 6mmBR barrel start length was 5″ longer than Rifleshooter.com’s .308 Win start length (and we ended where Rifleshooter’s .308 started — at 28″). Velocity loss can be more extreme with shorter barrel lengths (and bigger cartridges). Powder burn rates can also make a difference.

CMP Offers Scholarships for Young Men and Women Shooters

CMP ScholarshipThe Civilian Marksmanship Program (CMP) invites young men and women shooters to apply for CMP scholarships for the 2025-2026 school year. The Civilian Marksmanship Program (CMP) offers $1,000, $3,000 and $5,000 one-year scholarship assistance to qualified junior marksmen in order to encourage and reward their outstanding efforts. In 2025, over $325,000 will be awarded.

In addition, in 2025 the CMP will present FOUR $5,000 scholarships that will be renewable for 4 years (Total value of each scholarship awarded: $20,000). The “Carolyn Hines Memorial Scholarship” will be awarded to the top graduating senior who best exemplifies Dr. Hines’ ideals. Three additional 4-year scholarships will be awarded to top seniors to commemorate the retirement of longtime CMP Board members Judith Legerski, Jon Bengston, and Harry Sieben. The overall applicants will be determined by members of the CMP Scholarship Committee.

The remaining CMP Scholarships are one-year awards that may be used to fund any accredited secondary education, technical/trade school, or vocational program.

All applications and supporting documentation must be submitted by April 4, 2025. All applicants will be notified by May 16, 2025, of their status. Checks will be mailed no later than August 1, 2025, to the recipient of the scholarship.

Since 2005, CMP has awarded over $1.3 million in scholarship grants. Winning scholarship recipients, in their senior year of high school, came from JROTC schools, 4-H groups, and other shooting clubs.

The Scholarship Program will also award CMP Local Scholarships in the Anniston, Alabama, Talladega, Alabama, Port Clinton, Ohio and Oak Harbor, Ohio, areas. Seniors are encouraged to apply and no marksmanship experience is required to apply for the CMP local scholarships.

Generously, the Garand Collectors Association has presented four additional $5,000 John C. Garand Scholarships, while the family of Michael Thomas Randall has contributed three $5,000 scholarships. The Talladega Superspeedway has also provided $5,000 toward the CMP Scholarship Program.

CMP Scholarships are based on merit. Candidates are high school seniors involved with a team or club participating in rifle or pistol marksmanship competitions. Applicants must provide rifle or pistol competition history, list of awards, and future goals in the shooting sports. NOTE: The CMP no longer requires a minimum GPA, though academic performance is still a key selection criteria. CMP Scholarship

Applications are Being Accepted Now for 2025-2026 School Year
The CMP is now taking scholarship applications for the 2025-2026 freshman college year. Scholarships are one-year awards that may be used to fund any accredited, post-secondary education or vocational program. (Note: Students planning to enroll in a military academy are not eligible).

Candidate Qualification Requirements:
To be eligible for CMP scholarships, junior shooters must:

Be a U.S. citizen.
Be of good moral character.
Be a graduating high school senior.
Demonstrate acceptance to a university, college, or trade school leading to a diploma or trade certification.
Show marksmanship competition experience (e.g. air gun, smallbore, pistol, rifle, shotgun, archery, etc.).

Applicants must provide a list of past/present rifle or pistol competition history, awards, and future expectations for the sport. Proof of participation, including match bulletins, photos or CMP Competition Tracker printouts (for example), MUST be presented in order to be considered for the scholarship.

In addition to the application form, candidates must include a certified copy of the applicant’s high school transcript; a letter from the applicant including the reasons for applying and how the scholarship will help in pursuit of the applicant’s goals; and documentation (proof) of marksmanship activity.

If You Could Have Just One Long Gun — What Would It Be?

The folks at Sierra Bullets asked a few staff bulletsmiths a classic question about guns: “If you could own only one firearm which one would you choose?” There were many interesting answers including a “cheater” response — the drilling — which is really two guns in one. The most-often mentioned chambering was the venerable .30-06. Respondents cited its versatility, hunting prowess, and ready availability of ammo. The popular .308 Winchester, as expected, got mentions as did its cousins the .243 Win and 7mm-08. There were quite a few votes for classic lever guns, as well as 12-gauge shotguns. Two bulletsmiths cited the .22 LR, and we can certainly see the logic in that answer. The little rimfire cartridge is versatile, quiet, and inexpensive. SEE All Answers.

Media Relations Manager Carroll Pilant answered: “I would NEVER own only one gun. If I HAD to pick one, it would be a drilling in 12 gauge over .30-06.”

Ballistic Technician Rich Machholz answered: “The early tang safety Ruger M77s pretty much have all you could want in a bolt gun, but I do like the Winchester lever guns and the combination guns, particularly the drillings. Since I have the first two, I’m going for a Doug Turnbull 1886 or a side by side 20 gauge over .223 drilling.”

Ballistic Technician Philip Mahin answered: “More than likely it would have to be a bolt action .30-06. The reliability is legendary on a wide range of game animals and factory ammunition has still been available at my local stores even in these tough times.”

Ballistic Technician Duane Siercks answered: “If I had to boil it all down to one gun, it would probably be a .30-06. I have a Remington 700C (custom shop gun) that has worked very well for anything and everything I have ever wanted to do with it.”
