This coming week, July 7-9, 2025, the National 3PAR (Three-Position Air Rifle) Precision Championships take place at Camp Perry, Ohio. This 3-day event for junior shooters is the culmination of a series of shooting competitions organized by the Civilian Marksmanship Program (CMP). The annual CMP 3PAR competition begins with postal matches, followed by regional championships (in multiple states), and culminates in a national championship held at Camp Perry, Ohio. Prizes and Scholarship Awards for Top Competitors
This 3PAR Championship is an event for young shooters — qualifying juniors and high school seniors who have just graduated are eligible. There will be monetary awards for both individual and team winners. In addition, the top three competitors who just graduated from high school will each receive a $1000 CMP Scholarship award. In addition, USA Shooting will present a National Futures Team slot to the top male and female shooters in the precision class.

Precision Air Rifle is modeled after Olympic-style shooting and allows the use of very high-tech (and pricey) target rifles and equipment. By contrast, Sporter Air Rifle employ simple, much less expensive rifles. In both types of shooting, competitors fire at targets at a distance of 10 meters in three different positions, prone, standing and kneeling. The Sporter match took place June 21-25, 2025. The Precision match, with the high-tech, ultra-accurate rifles (like the Feinwerkbau shown below), kicks off tomorrow, July 7, 2025.

Location and Facilities: The championships will take place at the Gary Anderson CMP Competition Center, located at Camp Perry Training Site, 1000 N. Lawrence Road Bldg. #5042, Port Clinton, OH 43452.

Course of Fire: The course of fire will be one 3×20 three-position air rifle event on each competition day, with all events fired at 10 meters. Teams will be comprised of four members selected before the competition begins. A final will be fired for the top 8 individuals.

About the National 3PAR Championships — Key INFO

Phase 1 Postal Matches: Competitors shoot on their home ranges and submit scores to CMP.
Phase 2 Regional Championships: Top postal match shooters advance to regional competitions.
National Championship Finals: The final event, held at Camp Perry, features both precision air rifle competitions (July 7-9, 2025) and sporter competition (June 19-21, 2025).
3PAR Competition Classes: There are separate competitions for sporter (designed for new competitors) and precision (modeled after Olympic-style shooting) classes.

The Vihtavuori and Applied Ballistics-sponsored duo of Chad Heckler and Francis Colon topped the Precision Marksman field at the 2025 Rocky Mountain Airgun Challenge. Held June 18-22, 2025, this 5-day event at the Garth Killpack Shooting Range drew a big crowd, with competitors from over 19 countries. 9th Circuit Rules CA One-Gun-Per-Month Law Is Unconstitutional

California “1-in-30″ Firearm Ban Struck Down in Ninth Circuit Decision
The Ninth Circuit Court of Appeals has ruled that a California law restricting gun purchases to just one every 30 days is absolutely unconstitutional. With a unanimous 3-0 decision, a Ninth Circuit panel held that California’s “one-gun-per-month” gun ban law clearly violates the Second Amendment of the U.S. Constitution. The full Ninth Circuit ruling in Nguyen v. Bonta can be viewed at firearmspolicy.org/nguyen.

“California has a ‘one-gun-a-month’ law that prohibits most people from buying more than one firearm in a 30-day period. The district court held that this law violates the Second Amendment. We affirm. California’s law is facially unconstitutional because possession of multiple firearms and the ability to acquire firearms through purchase without meaningful constraints are protected by the Second Amendment and California’s law is not supported by our nation’s tradition of firearms regulation”, wrote Ninth Circuit Judge Forrest. At the end of the 24-page decision, Judge Forest added: “The Second Amendment expressly protects the right to possess multiple arms. It also protects against meaningful constraints on the right to acquire arms because otherwise the right to ‘keep and bear’ would be hollow.”

Plaintiffs in the case included two FFL gun dealers, the Firearms Policy Coalition (FPC), the Second Amendment Foundation (SAF), San Diego County Gun Owners PAC, and six private citizens including Michelle Nguyen, for whom the case is named.

The Nguyen v. Bonta lawsuit challenged the California statute that only allows for the purchase of one handgun or semi-automatic centerfire rifle, from a licensed dealer within a 30-day period. Plaintiffs secured a summary judgment win at the District Court, which California then appealed to the Ninth Circuit. The Ninth Circuit affirmed the District Court decision, striking down the gun rationing law as impermissible under the Second Amendment.

“As this decision shows, the right to keep and bear arms cannot be limited by an arbitrary cap on the number of guns that can be acquired at one time”, explained FPC President Brandon Combs. “We have a right to buy more than one gun at a time just as we have a right to buy more than one bible at a time. FPC is proud to have secured the rights of peaceable people and will continue to fight forward until we eliminate immoral laws like this everywhere.”

After years of testing, the Civilian Marksmanship Program (CMP) will make full use of eTargets at the 2025 National Rifle Matches at Camp Perry, which run July 20 through August 9, 2025. The advanced Kongsberg eTargets will be used at all Highpower rifle matches, National Trophy Rifle competitions, and Rifle Games events. In addition the eTargets will be used for the Rimfire Sporter Match on July 20 and the National Mid/Long Range Matches in August. The use of eTargets eliminates the need for pit duty, drastically cutting down the duration of each match. “Shooting on eTargets is just a better experience for all competitors” notes Brian Williams, CMP Highpower manager. Senate Finance Committee Approves Elimination of $200 NFA Tax

Good news for gun owners — we are a step closer to the elimination of the $200 National Firearms Act taxes on suppressors and short-barreled guns. After passage of the Big Beautiful Bill in the House of Representatives, the U.S. Senate Finance Committee officially advanced language to fully repeal the excise taxes imposed under the National Firearms Act (NFA).

Thanks to aggressive advocacy from Gun Owners of America (GOA) and mounting grassroots pressure, the Senate’s version of the “One Big Beautiful Bill” now includes full repeal of the $200 NFA tax on:

Suppressors
Short-barreled rifles (SBRs)
Short-barreled shotguns (SBSs)
“Any Other Weapons” (AOWs)

This expands the House-passed repeal of the suppressor tax. The bill next heads to the “Byrd Bath” review, where non-budgetary provisions may be stripped, but because the NFA operates primarily as a tax mechanism — given that the Supreme Court held that the NFA is primarily a tax in Sonzinky v. U.S. (1937) — GOA feels strongly that the provision ought to survive.

Erich Pratt, GOA Senior V.P., stated: “The House opened the door — now the Senate is charging through it. The American people have been forced to pay hundreds of dollars and submit to federal gun registration just to own firearms that are protected by the Second Amendment[.] This is a monumental step toward dismantling the ATF’s unconstitutional enforcement regime, and the Senate must finish the job.”

Aidan Johnston, GOA Director of Federal Affairs, added: “The Senate Finance Committee’s move to fully repeal the unconstitutional and archaic National Firearms Act tax on short-barreled firearms and suppressors is the direct result of relentless pressure from GOA’s grassroots and our lobbying efforts on Capitol Hill. The government has no right to tax and register accessories like suppressors or firearms with short barrels.”

2025 CMP Eastern Games Draws Nearly 450 Participants

The CMP Eastern Games ran April 25 through May 4, 2025 at the Camp Butner Training Facility in North Carolina. The 2025 Eastern Games had nearly 450 competitors from 33 states who competed in a variety of events including rimfire sporter, highpower rifle, long range rifle, and pistol. This popular event, part of CMP’s Travel Games series, combines competitions and educational clinics open to adults and juniors of all experience levels. There will be modern and vintage military rifle competitions, like the Springfield, Carbine, and John C. Garand Matches, as well as the .22 Rimfire Sporter Rifle Match and Vintage Sniper team event. Mid-Range 3×600 and 1,000-yard Long Range matches, added to Eastern Games in recent years, will also make a return in 2025, as well as CMP Cup Rifle Matches – comprised of 4-Man Team, 80 Shot and EIC Rifle competitions. All rifle matches will be fired on advanced CMP electronic targets, removing pit duty. That allows matches to be concluded more quickly.

The newest addition to the CMP Eastern Games is the Long Range program for Palma rifles, service rifles, and F-Class rifles. KTS (Kongsberg Target System) electronic targets were used for this match as well as all other rifle matches. Shown above is a Long Range competitor shooting with scoped Eliseo Tubegun. Note the viewing screen for electronic target. In addition to the Long Range Rifle matches, there will be a mid-range 3×600 match, EIC Rifle match, 80-shot HP match, Carbine Match, Vintage Sniper Match, 4-Man Team match, and other rifle competitions.

Garand, Springfield and Modern Military (GSMM) Matches

Like other Travel Games events, those competing in the John C. Garand Match with As-Issued M1 Rifles will have the chance to earn a GCA (Garand Collectors Association) Master Marksman medal.

There were multiple matches for modern service rifles. Current rules allow ARs to be fitted with optics. In CMP and NRA service rifle competitions using AR-15 platform rifles, scopes are allowed with a maximum magnification of 4.5X and a maximum objective lens of 34mm, and the rifle, including the optic, must weigh no more than 11.5 pounds.

The CMP had a good turn-out of Rimfire Sporter class competitors. Rimfire Sporter competition uses relatively inexpensive .22 LR production rifles and is a good way to enjoy a CMP match without a huge investment in rifle and scope. John Hawes set a new 596-39X record in Rimfire Sporter Tactical Class. Victor Betzold won Rimfire Sporter T-Class with 588-33.

Pistol Competition at the CMP Eastern Games

The Eastern Games included multiple pistol competitions including Centerfire, .45 and .22 Pistol 900 Aggregates and a Service Revolver EIC Match. In the pistol competitions, Daniel Kupar won the any sights category in the Pistol 2700 Aggregate with a score of 2563-95X. SFC Ryan Adams won metallic sights with 2513-59X. Martha Hall took first place for .22 only with her score of 2433-51X.

Father’s Day Feature: Three Talented Father & Son Shooting Duos

On this Father’s Day 2025, we celebrate three pairs of fathers and sons who enjoyed competitive shooting together. This story can remind us how shooting together can help build life-long bonds between fathers and sons.

A while back, Jim Borden made a post on his Facebook Page that made us think about how shooting can build important connections between father and son. Jim recalled how he would go to Piedmont, North Carolina with his father every year for a shooting match: “17 years ago this weekend was the last time dad was able to make the trek to North Carolina for the annual Groundhog contest and the match at Piedmont. Loved the time we spent together. Dad shot competitive benchrest with me from 1980 until June 2001. He passed in August 2001.”

This prompted others shooters to respond with cherished memories of their own fathers:

“I’d give a year’s pay to have my Dad back for an hour, let alone a day. Spend all the time you can with them while they’re here”. — Kerry S.

“I think how lucky some folks are to look back in life and have fond memories of doing things with their parents that both enjoyed. I have missed my dad for 44 years and think of him every time I hunt, fish, trap or work on a household project. We did it all together.” — Bill McC.

Another poster explained how he now attends matches with his own young son:

So here’s a message to all dads — take some time to introduce your sons (and daughters) to the joys of shooting. Spend quality time with your youngsters while you can. Time passes quickly, boys grow up into men. Ensure you enjoy a life outdoors together whenever you can.

About Jim Borden and Borden Accuracy
Jim began shooting high power silhouette and benchrest matches in the mid 1970s while working for a Fortune 500 company as an engineer. In the early 1980s he began building rifles for himself and then for others. Jim has a background as a gunsmith, machinist, registered mechanical engineer, engineering instructor, project manager, hunter, and benchrest competitor. In benchrest competitions he has set ten world records and won 11 National Championships thereby earning induction into the Benchrest Hall of Fame. Jim also served six terms as President of the International Benchrest Shooters (IBS).

Jim operates Borden Rifles/Borden Accuracy with his wife Joan, sons Jim Junior and John, daughter Andrea Mecca and son-in-law John (Mike) Mecca. Jim is also an outstanding photographer.

Another Father/Son Duo — Sam Hall and Hunter Hall

Sam Hall is a multi-time IBS 600-yard Shooter of the Year, who holds many IBS mid-range records. It’s tough to beat Sam when he’s on his game. But it looks like Sam has a worthy challenger — his own son Hunter Hall, now 15. At age 12, Hunter won the North Carolina State 1000-yard Light Gun Group Title.

At a very young age, Hunter Hall showed an interest in his father’s shooting hobby. It turns out Hunter has the God-given talent for hitting the target. Yes there would be another champion in the Hall family. Here is Hunter, at age 12, winning the NC 1000-Yard Group title. Not bad for a kid not even in High School yet!

Even at just 6 years of age, Hunter showed a keen interest in shooting. Back in 2012 Sam reported: “This weekend we practiced freehand shooting with his BB gun at cans. After that I was needing to zero my Light Gun and get started with a few loads at 100 yards. To my amazement my 6-year-old wanted to accompany me. I could not believe it when he wanted to shoot my competition rifle. I had just put a new barrel and scope on it and needed to zero it. After two shots to get it zeroed he hit a .25 inch dot at 100 yards. I let him do everything — loading it, ejecting rounds, and even working my Farley joystick rest.”

Over the last 30 years, a family saga has been playing out in rural Wisconsin: a father fosters within his son the joy of competitive target shooting. It started in a basement shooting range of a small-town elementary school, shooting single-shot rimfire target rifles while cementing the fundamentals of sight alignment, breathing, trigger control, and safety. With a background of competitive smallbore shooting in school and the U.S. Navy, Ken Klemm coached his son, Ian, in a father/son indoor winter shooting league. Ian was determined to shoot as well or better than his Dad and would pursue that goal for the next 30 years. Even after his engineering career took him to the Washington DC area for defense-related work, Ian continued to compete with his Dad by mailing “postal match” targets back and forth for many years.

Ian has now risen to the pinnacle of his F-TR discipline. Ian Klemm has now won three National F-TR Championships in four years. Ian captured back-to-back titles in 2017 and 2018, winning at Lodi, WI in 2017, and Raton, NM in 2018. Ian also finished second at the 2019 Nationals. Ian put on another great performance to win the F-TR National title in 2020 under very challenging conditions.

Here is Ian with proud parents Karen and Ken Klemm after Ian won his Second Straight F-TR National Championship in 2018. Father Ken also competed at the 2018 F-Class Nationals, shooting great in both individual and team events.
