This fall in Vermont, Coast Guard Petty Officer First Class (PO1) Charlie Petrotto proved he is one of the nation’s top pistol shooters. At the Civilian Marksmanship Program (CMP) New England Travel Games, held at the Camp Ethan Allen in Vermont in September, 34-year-old PO1 Petrotto won every single pistol competition during the event. As the “Top Gun” in every pistol match, Petrotto took home SEVEN plaques for his pistol marksmanship — a remarkable trophy haul.

At the 2018 New England Games, Charlie Petrotto swept all the pistol events. Competitors during the pistol events saw the skies open up to periodic rain showers, but, according to Petrotto, the biggest challenge wasn’t the precipitation so much as the darkness brought on from the clouds overhead.
That created a challenge he explained, “Obviously you need to be hard on your front sights and smooth on the trigger, and it was hard to do the first part, so it was hard to get on your sights and stay on your sights – the target was so bright, and your sights were so dark. It was easy to just jump to the target. I shot a couple of 7’s that way, not paying attention to my sights.” Though adequately tested, he captured each win during the weekend.
Petrotto is passionate about marksmanship. He’s a Coast Guard Petty Officer First Class (Gunners Mate) currently stationed at the Coast Guard Academy. There he studies marksmanship and works with cadets and Officer Candidate School (OCS) candidates.
Being stationed at the Coast Guard Academy has definitely helped Petrotto’s skill set: “It’s really a fortunate opportunity,” he said. “I get to come in early to work, we have a range where I shoot air pistol, I shoot free pistol, .45, .22 – all the things – before we have a cup of coffee and get to work. With that, we really get to do a lot of shooting,” he said with a grin.
Petrotto has achieved both Pistol and Rifle Distinguished badges. And he has reached the President’s Hundred in pistol at the Camp Perry National Matches four years running. Petrotto’s love for marksmanship competition began when he was in A-school in the Coast Guard. Looking through a manual he saw a picture of the Distinguished Badges. He photocopied the pages, put them in his locker and told himself, “I have to get that.” And he did — he is now double-distinguished in both pistol and rifle.
The Second Amendment Foundation and National Rifle Association have filed a lawsuit in federal court challenging gun control Initiative 1639 in Washington State, on several grounds. The lawsuit was filed in U.S. District Court for the Western District of Washington. In addition to SAF and NRA, plaintiffs include gun dealers and young adults in the affected age group.
The lawsuit challenges the measure on the grounds that it violates the commerce clause by banning sales of rifles to non-residents, and that it unconstitutionally impairs the rights guaranteed by the First, Second and Fourteenth Amendments, and Article I Section 24 of the Washington State constitution by preventing the sale to otherwise qualified adults under age 21 of certain rifles.
“We are also considering additional legal challenges,” SAF Executive Vice President Alan Gottlieb confirmed. “We are disappointed that too many Evergreen State voters were fooled into supporting this 30-page gun control scheme, despite overwhelming law enforcement opposition. This initiative is an affront to the constitutional rights enshrined in the Second Amendment and the Washington state constitution[.]”
“We’re determined to fight this egregious measure because constitutionally-protected rights should never be subject to a popularity vote,” he stated. “The wealthy elitists behind I-1639 want to turn a right into a regulated privilege. This measure was only designed to have a chilling effect on the exercise of a constitutional right by honest citizens while having no impact at all on criminals, and we cannot let it go unchallenged.”
I-1639, over 30 pages in length, is far-reaching. This measure basically defines virtually ALL self-loading long guns as “assault rifles”. This would even include popular .22 LR rimfire rifles such as the Ruger 10/22, Marlin 60, and Remington 597. In addition, I-1639 imposes draconian gun storage requirements, imposes new taxes on gun ownership, creates a state-controlled gun registry, and mandates annual “verification” of gun owners. “The NRA is committed to restoring the Second Amendment rights of every law-abiding Washingtonian,” said Chris W. Cox, executive director of NRA’s Institute for Legislative Action. “I-1639 violates the constitutional rights of law-abiding citizens and puts people at risk. This lawsuit is the first step in the fight to ensure that Washingtonians are free to exercise their fundamental right to self-defense.”
“The NRA will fight to overturn this unconstitutional initiative. We will not sit idly by while elitist anti-gun activists attempt to deny everyday Americans their fundamental right to self-defense,” concluded Cox.

If the battery on your safe’s electronic lock is more than a year old, or if it is not giving you the right voltage, replace it today!
This time of year, many of our readers are putting their guns away in a safe for the winter. It’s easy to just tuck the guns away and forget about them. But there’s something you should do before you shut the safe door. If you have a safe with an electronic keypad, you should replace the battery every year as a precautionary measure. Trust us, you don’t want to come back in a few months and find that the keypad memory is kaput, and you’re locked out. That can lead to frustration and an expensive locksmith visit.
Here’s a true story. I have one safe with a Sargent & Greenleaf (S&G) keypad. A couple years back, in early December, I went to get into the safe. I punched in the correct combination, but all I got was a rapid “beep, beep, beep, beep” after I finished the last combination entry. I tried again to ensure I entered the combination correctly (I did). But again, the locking system responded with multiple rapid beeps indicating something was wrong. And the safe would not open. Now I was worried….
I popped out the battery holder (which slides in from the bottom of the keypad housing on the door). I removed the battery and tested it with a volt-meter. The 12-month-old Duracell 9-volt battery only registered 6.1 volts.
Low voltage was the problem. I went down to the store and got a couple new 9V batteries. I tested the new batteries and both measured 9.4 volts output. I slipped one of the new 9V batteries into the keypad housing, punched in the combination and everything worked OK again. Eureka.
Most electronic locks for safes WILL “remember” the combination for a period of time even when the battery is low (and the keypad’s “brain” should retain the combination when you remove the battery for replacement). However, a dead battery, or extended periods of low voltage can give you problems. Don’t rely on wishful thinking…

100 Years Later…
On the 11th hour, of the 11th day, of the 11th month of 1918, bugle calls signaled the ‘cease fire’ ending the First World War. (The official Armistice was signed earlier that morning.) To those who endured it, WWI was the “Great War”, “the War to End All Wars.” Tragically, an even greater conflict consumed the world just two decades later.
Today, 100 years after the end of WWI, Americans mark the anniversary of the WWI Armistice as “Veterans Day”. In Canada it is known as Remembrance Day. On this solemn occasion we honor all those who have served in the military in times of war and peace.
While more WWII veterans pass away each year, there are still over 20.4 million veterans in the United States. Take time today to honor those soldiers, sailors, and airmen who have served their nation with pride. Today we remember that… “All gave some, and some gave all.” History of Veterans Day.
Former Secretary of Veterans Affairs Dr. James Peake asked Americans to recognize the nation’s 20.4 million living veterans and the generations before them who fought to protect freedom and democracy: “While our foremost thoughts are with those in distant war zones today, Veterans Day is an opportunity for Americans to pay their respects to all who answered the nation’s call to military service.”
On Veterans Day we especially need to remember the seriously wounded combat veterans. These men and women summon great courage every day to overcome the lasting injuries they suffered in battle. Some of these soldiers have lost limbs, yet volunteered to return to combat duty. That is dedication beyond measure — true patriotism.
National Veterans Day Ceremony
The Veterans Day National Ceremony is held each year on November 11th at Arlington National Cemetery. The ceremony commences precisely at 11:00 a.m. with a wreath laying at the Tomb of the Unknowns and continues inside the Memorial Amphitheater with a parade of colors by veterans’ organizations. The ceremony is intended to honor and thank all who served in the U.S. Armed Forces. Major regional ceremonies and events are also held throughout the country.

While we don’t recommend the Hand Press for major full-length sizing chores, it does a good job seating bullets. This makes it a handy “field expedient” tool when doing load development at the range. For example you can experiment with seating depth by loading a batch of cartridges at home with the bullets deliberately seated long. Then, at the range, you can re-seat the bullets progressively shorter (in a series of rounds), until you find the optimal Cartridge OAL. Note: the maximum overall length cartridge the Lee Hand Press can accept is 3.650 inches.
The Hand Press is also great for decapping operations. Here’s a review from a verified buyer: “I mostly use it for decapping while watching TV, with a universal decapper die. Load a case, CLACK! Drop case, load another, CLACK! I can fly through them in comfort, reclined on the couch[.] Of course it is also useful for other operations. Bad news for Washington State gun owners. The draconian gun-control initiative, I-1639, passed in this week’s election, with roughly 60% voter approval. Big changes are in store for the Evergreen State, starting January 1, 2019. According to Guns America, “I-1639 bans the sale of semiautomatic rifles to adults under the age of 21, creates a registry of gun owners, establishes a 10-day waiting period for certain purchases, holds gun owners liable for failing to secure firearms, and allows the state to charge a $25 fee on the sale of [broadly defined] ‘assault rifles'”.
The age restriction on gun purchases goes into effect January 1, 2019. The other provisions commence six months later, on July 1, 2019. Outdoor stores and gun-shops are getting ready for the new law, expecting confusion and some panic buying. “Now we’ve got a law that’s going to cause problems for us and it’s going to cause problems for consumers and the impact on crime is going to be zero. So there’s going to be a rush for people buying guns and beat the law to the punch but I think ultimately though it will have a negative effect for a while on gun sales” said Wade Gaughran of Wade’s Eastside Guns in King County, during an interview with KOMONews.
NRA and Second Amendment Foundation Will Challenge I-1639 in Court
Despite the election result, there is some hope. Gun rights groups plan to challenge I-1639 in court: “The Second Amendment Foundation (SAF) and the National Rifle Association (NRA) will be jointly filing a court challenge to I-1639 and the chilling effect that it has on the constitutional right to keep and bear arms,” said SAF founder Alan Gottlieb.

Alan Gottlieb explains that many negative aspects of I-1639 were not understood by voters. This initiative threatens privacy rights, and interferes with citizens’ ability to defend their homes. “Not only does the initiative discriminate against gun owners, it classifies common recreational firearms as ‘semiautomatic assault rifles’ and requires gun buyers to surrender their medical privacy in order to exercise a constitutionally-protected right.” I-1639 was pushed by the Seattle-based Alliance for Gun Responsibility, an extreme anti-gun advocacy group funded by billionaire dollars.
I-1639 was in fact so badly-drafted and extreme that even law enforcement organizations opposed this far-reaching anti-gun measure. In the weeks leading up to the election, the Washington State Sheriffs Association (WSSA), Washington Council of Police & Sheriffs (WACOPS), and Washington State Law Enforcement Firearms Instructors Association (WSLEFIA) all opposed I-1639.

Tuesday, August 13 is the first day of the Mid Range Individual Championship. They last until August 16.
Saturday, August 17 will be the Palma Team Match day.
Sunday, August 18 begins the Long Range Championship which continues through August 21.
Wednesday, August 21 is the registration day for the NRA Extreme Long Range Championship. The match will be fired over the next two days, finishing on August 23.
Lodging at Camp Atterbury and Nearby
There is on-base lodging — rooms and cabins will be available to all competitors 18 and over. Camp Atterbury lodging includes suites and standard rooms as well as the MWR Campground and the MWR Cabins. Lodging is controlled by the Camp Atterbury Lodging Office, not by the NRA. Entry fees DO NOT include lodging costs. There are also a number of hotels nearby, including Charwood Suites. Nearby campground Johnson County Park also offers special rates for High Power competitors.
With the CMP hosting important matches next year at Camp Perry, many rifle competitors will be “commuting” between the two venues this summers, driving 4.5 hours from Indiana to Ohio.
Today is election day. Make sure you get out and vote. Let your voice be heard. These are challenging times for firearms owners. There are many groups and politicians in this country who want to ban all handguns, ban all semi-automatic rifles, and yes, even repeal the Second Amendment. If you believe in the Constitution, believe in the Second Amendment, it is vital that you get to the polls and cast your vote.
There are many other important issues at stake in this election — control of Congress, infrastructure spending, foreign policy, immigration policy, Federal Lands policies, and that’s just on the national level. State and local elections are important too. So be an involved citizen and exercise your right to vote.
