Sooner or later, every hand-loader will get a cartridge case stuck in a die. Perhaps you forgot to lube a case, or maybe you even ran the wrong cartridge into the die. Thankfully, there are affordable solutions to the problem. Lyman offers a very handy Stuck Case Remover Kit. This compact Kit ($29.99 on Amazon) (#ad) contains ALL the tools you’ll need to remove most stuck rifle cases and pistol cases. (No separate tap holder is required.) Basically you drill and tap the stuck case, insert a cap screw, then use the wrench to remove the case from the die through a camming action. The Lyman kit, part #7680350, includes a unique, dual-purpose threaded cap that screws over the end of the die. This cap acts as both a drill guide and a guide for the pulling screw. An extra-long hex wrench is included which provides plenty of leverage when removing stuck cases and also doubles as a handle for the tap wrench.

Scope Mounting: Common Scope-Mounting Mistakes To Avoid
Mounting a scope isn’t a super-complex or highly technical job, but there are ways you can mess it up. This Brownells video explains common pitfalls to avoid when you’re mounting a rifle scope.
1. Make sure the rings don’t touch any part of the turret housing, objective bell, or eyepiece. Any one or combination of those will throw off your shot groups big time. Make sure those rings are clamping ONLY the scope’s main tube.
2. Ensure that the scope rings are properly clamped to the scope base. If you can grasp the scope with one hand and the rifle with the other and there’s play between them, your groups are going to be all over the place! Scope rings come with torque specs for a reason.
3. Make sure there’s clearance between the objective bell and the rifle. No part of the scope should touch the rifle itself. The only nexus between the scope and the rifle should be the scope rings — and they’re not actually part of the rifle. This also applies to a removable lens cover. When it’s on the scope, it should not touch any part of the gun.
4. Don’t mount the scope too low on an AR-15. On most rifles, you do want the centerline of the optic as close to the bore as you can get it. But the AR-15’s stock is on almost the same plane as the top of the receiver, so you need some height on the scope. Otherwise, it’ll be too low for you to look through it.
5. Overtightening the scope rings is VERY BAD. You can actually crush the scope tube and damage the optic beyond repair. Stick to those torque specs! If the rings come with a little wrench, that wrench is all you need to tighten them.

With barrels, one wonders “Can a little more length provide a meaningful velocity gain?” To answer that question, Rifleshooter.com performed an interesting test, cutting a .308 Win barrel from 28″ all the way down to 16.5″. The cuts were made in one-inch intervals with a rotary saw. At each cut length, velocity was measured with a Magnetospeed chronograph. To make the test even more interesting, four different types of .308 Win factory ammunition were chronographed at each barrel length.
This is a very useful test is you’re thinking about building a .308 Win hunting rifle, or perhaps thinking of going shorter for your F-TR rifle to save weight.
Test Barrel Lost 22.7 FPS Per Inch (.308 Win Chambering)
How much velocity do you think was lost, on average, for each 1″ reduction in barrel length? The answer may surprise you. With a barrel reduction from 28″ to 16.5″, the average speed loss of the four types of .308 ammo was 261 fps total. That works out to an average loss of 22.7 fps per inch. This chart shows velocity changes for all four ammo varieties:
Summary of Findings:
The average velocity loss per inch, for all four ammo types combined, was 22.7 FPS. By ammo type, the average FPS loss per inch was: 24.6 (Win 147 FMJ), 22.8 (IMI 150 FMJ), 20.9 (Fed GMM 168gr), and 22.5 (Win 180PP).
Interestingly, these numbers jive pretty well with estimates found in reloading manuals. The testers observed: “The Berger Reloading manual says for the 308 Winchester, ‘muzzle velocity will increase (or decrease) by approximately 20 fps per inch from a standard 24″ barrel’.”
How the Test Was Done
The testers described their procedure as follows: “Ballistic data was gathered using a Magnetospeed barrel mounted ballistic chronograph. At each barrel length, the rifle was fired from a front rest with rear bags, with five rounds of each type of ammunition. Average velocity and standard deviation were logged for each round. Since we would be gathering data on 52 different barrel length and ammunition combinations and would not be crowning the barrel after each cut, we decided to eliminate gathering data on group sizes. Once data was gathered for each cartridge at a given barrel length, the rifle was cleared and the bolt was removed. The barrel was cut off using a cold saw. The test protocol was repeated for the next length. Temperature was 47° F.”

Much Different Results with 6mmBR and a Longer Barrel
The results from Rifleshooter.com’s .308 barrel cut-down test are quite different than the results we recorded some years ago with a barrel chambered for the 6mmBR cartridge. When we cut our 6mmBR barrel down from 33″ to 28″, we only lost about 8 FPS per inch. Obviously this is a different cartridge type, but also our 6mmBR barrel start length was 5″ longer than Rifleshooter.com’s .308 Win start length (and we ended where Rifleshooter’s .308 started — at 28″). Velocity loss can be more extreme with shorter barrel lengths (and bigger cartridges). Powder burn rates can also make a difference.
The Civilian Marksmanship Program (CMP) invites young men and women shooters to apply for CMP scholarships for the 2025-2026 school year. The Civilian Marksmanship Program (CMP) offers $1,000, $3,000 and $5,000 one-year scholarship assistance to qualified junior marksmen in order to encourage and reward their outstanding efforts. In 2025, over $325,000 will be awarded.
In addition, in 2025 the CMP will present FOUR $5,000 scholarships that will be renewable for 4 years (Total value of each scholarship awarded: $20,000). The “Carolyn Hines Memorial Scholarship” will be awarded to the top graduating senior who best exemplifies Dr. Hines’ ideals. Three additional 4-year scholarships will be awarded to top seniors to commemorate the retirement of longtime CMP Board members Judith Legerski, Jon Bengston, and Harry Sieben. The overall applicants will be determined by members of the CMP Scholarship Committee.
The remaining CMP Scholarships are one-year awards that may be used to fund any accredited secondary education, technical/trade school, or vocational program.
All applications and supporting documentation must be submitted by April 4, 2025. All applicants will be notified by May 16, 2025, of their status. Checks will be mailed no later than August 1, 2025, to the recipient of the scholarship.
Since 2005, CMP has awarded over $1.3 million in scholarship grants. Winning scholarship recipients, in their senior year of high school, came from JROTC schools, 4-H groups, and other shooting clubs.
The Scholarship Program will also award CMP Local Scholarships in the Anniston, Alabama, Talladega, Alabama, Port Clinton, Ohio and Oak Harbor, Ohio, areas. Seniors are encouraged to apply and no marksmanship experience is required to apply for the CMP local scholarships.

Generously, the Garand Collectors Association has presented four additional $5,000 John C. Garand Scholarships, while the family of Michael Thomas Randall has contributed three $5,000 scholarships. The Talladega Superspeedway has also provided $5,000 toward the CMP Scholarship Program.
CMP Scholarships are based on merit. Candidates are high school seniors involved with a team or club participating in rifle or pistol marksmanship competitions. Applicants must provide rifle or pistol competition history, list of awards, and future goals in the shooting sports. NOTE: The CMP no longer requires a minimum GPA, though academic performance is still a key selection criteria. Applicants must provide a list of past/present rifle or pistol competition history, awards, and future expectations for the sport. Proof of participation, including match bulletins, photos or CMP Competition Tracker printouts (for example), MUST be presented in order to be considered for the scholarship.
In addition to the application form, candidates must include a certified copy of the applicant’s high school transcript; a letter from the applicant including the reasons for applying and how the scholarship will help in pursuit of the applicant’s goals; and documentation (proof) of marksmanship activity.
The folks at Sierra Bullets asked a few staff bulletsmiths a classic question about guns: “If you could own only one firearm which one would you choose?” There were many interesting answers including a “cheater” response — the drilling — which is really two guns in one. The most-often mentioned chambering was the venerable .30-06. Respondents cited its versatility, hunting prowess, and ready availability of ammo. The popular .308 Winchester, as expected, got mentions as did its cousins the .243 Win and 7mm-08. There were quite a few votes for classic lever guns, as well as 12-gauge shotguns. The historic National President’s 100 Match is a huge event. In recent years, there have been over 1000 ranked competitors from throughout the nation, making this one of the biggest rifle events of the year. The top 100 competitors overall in the President’s Rifle Match are designated as the President’s 100. They receive President’s 100 medallions and certificates.
The President’s 100 Rifle Match is richly steeped in history. This unique match was first held in 1878. Here’s the view from the line at 600 yards:

President’s 100 Course of Fire
There is a three-yardage, four-stage Course of Fire for the President’s Rifle Match Course of Fire. Firing is done on the SR target at 200 and 300 yards and the MR target at 600 yards. Scores in stages 1-3 determine the President’s 100 and the final rankings of competitors in 21st place and below. Scores in stages 1-4 determine the match winner and the final rankings in places 1-20. If there is a tie for first place (equal total and X-count), the tied shooters will continue to fire one-shot-at-a-time until the tie is broken. No sighters are permitted in National Trophy Rifle Matches.
Origins of the President’s Match The National Rifle Association’s President’s Match was instituted in 1878, as the American Military Rifle Championship Match. In 1884, the name was changed to the President’s Match for the Military Rifle Championship of the United States. It was fired at Creedmoor, New York until 1891. In 1895, it was reintroduced at Sea Girt, New Jersey. Today, the match is held at Camp Perry, Ohio.
The President’s Match was patterned after the Queen’s Match for British Volunteers. That British competition was started in 1860 by Queen Victoria and the NRA of Great Britain to increase the ability of Britain’s marksmen following the Crimean War.
The tradition of making a letter from the President of the United States the first prize began in 1904 when President Theodore Roosevelt personally wrote a letter of congratulations to the winner, Private Howard Gensch of the New Jersey National Guard.
After a hiatus in the 1930s and 1940s, The President’s Match was reinstated in 1957 at the National Matches as “The President’s Hundred.” The 100 top-scoring competitors in the President’s Match were singled out for special recognition.
In 1903, President Theodore Roosevelt’s vision of skilled marksmen among American citizens came to life as the National Matches; civilians on the firing line with the service weapon of the day, preparing for training in case of a time of war. T.R.’s vision is now a tradition, attracting thousands of people for five weeks of shooting competitions each year at Camp Perry in Ohio.
The National Matches have been held at Camp Perry since 1907. The range is located along the shores of Lake Erie in northern Ohio near Port Clinton. The site was first acquired in 1906, in response to the need for a larger facility for military training and the NRA’s shooting programs. In 1906 Gen. Ammon B. Crichfield, Adjutant General of Ohio, ordered construction of a new shooting facility on the shores of Lake Erie, 45 miles east of Toledo, Ohio. The original land for Camp Perry was purchased in 1906, and the reservation was named after Commodore Oliver Hazard Perry, the American naval commander who won the Battle of Put-in-Bay during the War of 1812. On August 19, 1907, Cpl. L. B. Jarrett fired the first shot at the new Camp Perry Training Site. And that year, 1907, Camp Perry held its first National Pistol and Rifle Championship events.
As we wrap up the winter season there remains plenty of rain and snow in many areas of the country. With rain and snow comes increased moisture in the air, i.e. increased humidity. And that, in turn, can affect how your powders perform by altering their burn rates.
Most shooters realize that significant changes in temperature will alter how powders perform. That’s why you want to keep your loaded ammo out of the hot sun, and keep rounds out of a hot chamber until you’re ready to fire. But there are other factors to be considered — HUMIDITY for one. This article explains why and how humidity can affect powder burn rates and performance.
We’ve all heard the old adage: “Keep your powder dry”. Well, tests by Norma have demonstrated that even normal environmental differences in humidity can affect the way powders burn, at least over the long term. In the Norma Reloading Manual, Sven-Eric Johansson, head of ballistics at Nexplo/Bofors, presents a very important discussion of water vapor absorption by powder. Johansson demonstrates that the same powder will burn at different rates depending on water content.
Powders Leave the Factory with 0.5 to 1.0% Water Content
Johansson explains that, as manufactured, most powders contain 0.5 to 1% of water by weight. (The relative humidity is “equilibrated” at 40-50% during the manufacturing process to maintain this 0.5-1% moisture content). Importantly, Johansson notes that powder exposed to moist air for a long time will absorb water, causing it to burn at a slower rate. On the other hand, long-term storage in a very dry environment reduces powder moisture content, so the powder burns at a faster rate. In addition, Johansson found that single-base powders are MORE sensitive to relative humidity than are double-base powders (which contain nitroglycerine).
Tests Show Burn Rates Vary with Water Content
In his review of the Norma Manual, Fred Barker notes: “Johansson gives twelve (eye-opening) plots of the velocities and pressures obtained on firing several popular cartridges with dehydrated, normal and hydrated Norma powders (from #200 to MRP). He also gives results on loaded .30-06 and .38 Special cartridges stored for 663 to 683 days in relative humidities of 20% and 86%. So Johansson’s advice is to keep powders tightly capped in their factory containers, and to minimize their exposure to dry or humid air.”
Confirming Johansson’s findings that storage conditions can alter burn rates, Barker observes: “I have about 10 pounds of WWII 4831 powder that has been stored in dry (about 20% RH) Colorado air for more than 60 years. It now burns about like IMR 3031.”
What does this teach us? First, all powders start out with a small, but chemically important, amount of water content. Second, a powder’s water content can change over time, depending on where and how the powder is stored. Third, the water content of your powder DOES make a difference in how it burns, particularly for single-base powders. For example, over a period of time, a powder used (and then recapped) in the hot, dry Southwest will probably behave differently than the same powder used in the humid Southeast.
Reloaders are advised to keep these things in mind. If you want to maintain your powders’ “as manufactured” burn rate, it is wise to head Johannson’s recommendation to keep your powders tightly capped when you’re not actually dispensing charges and avoid exposing your powder to very dry or very humid conditions. Real-World Example — “Dry” H4831sc Runs Hotter
Robert Whitley agrees that the burn rate of the powder varies with the humidity it absorbs. Robert writes: “I had an 8-lb. jug of H4831SC I kept in my detached garage (it can be humid there). 43.5-44.0 gr of this was superbly accurate with the 115 Bergers out of my 6mm Super X. I got tired of bringing it in and out of the garage to my house for reloading so I brought and kept the jug in my reloading room (a dehumidified room in my house) and after a few weeks I loaded up 43.5 gr, went to a match and it shot awful. I could not figure out what was going on until I put that load back over the chronograph and figured out it was going a good bit faster than before and the load was out of the “sweet spot” (42.5 – 43.0 gr was the max I could load and keep it accurate when it was stored in less humid air). I put the jug back in the garage for a few weeks and I now am back to loading 43.5 – 44.0 gr and it shoots great again. I have seen this with other powders too.”
If you have two jugs of the same powder, one kept in a room in your house and one somewhere else where it is drier or more humid, don’t expect the two jugs of the same lot of powder to chrono the same with the same charge weights unless and until they are both stored long enough in the same place to equalize again.
