2025 CMP Top Four Winners of Recurring $5000 Grants
Since 2005, the CMP has annually offered one-year scholarships to current high school seniors based on academic merit, humanitarian efforts, extracurricular activities, and marksmanship participation. Continuing this tradition, this year the CMP presented four, $5,000 annual scholarships ($20,000 over four years) to this year’s top four applicants, as determined by members of the CMP Scholarship Committee.
Each of the four recurring $20,000 scholarships are named in honor of past CMP Board members Harry Sieben, Carolyn Hines, Jon Bengston and former Chair Judith Legerski.
This year’s Four Top Scholarship recipients are…
Elisa Boozer, Oklahoma City, OK (Judith Legerski Scholarship)
A former member of the Oklahoma Sharpshooters junior team, Elisa is a multi-time Oklahoma State Champion for both smallbore and air rifle and qualified for the Junior Olympics five times for air rifle and four times for smallbore. She also found international success, earning silver in the 10-meter women’s air rifle junior competition at the Leppa Grand Prix in Finland. Elisa went on to earn her Junior Distinguished Badge from the CMP in 2023 and is an honorary life member of the Oklahoma Rifle Association.
She credits marksmanship for teaching her focus, hard work and community. Academically, Elisa was a straight-A student, taking AP Honors and dual credit classes. She joined the University of Kentucky rifle team this fall. She is a business major.
Hanna Goin, Walla Walla, WA (Jon Bengston Scholarship)
Hanna is a former member of the Walla Walla High School JROTC program’s rifle team, where her competitive marksmanship career began. While there, she competed multiple times at the Army JROTC and CMP National Championships and at the Junior Olympics in 2025. She also took first overall at the Idaho State Junior Olympics in air and smallbore rifle and was part of the Washington State Champion Precision Air Rifle Team.
Hanna has said that marksmanship has taught her that there is nothing desirable about staying within a comfort zone, helping her to stay mentally strong through adversity. Academically, she took Honors, AP and dual enrollment courses during high school. Hanna joined the Morehead State rifle team this fall. She is a pre-med major.
Katlyn Sullivan, Statesboro, GA (Carolyn Hines Scholarship)
Among several accolades, including multiple medals at the state and national level, Katlyn was a Georgia High School Association (GHSA) Individual State Champion in 2024 and 2025 and was a member of the All-Star State Team from 2023-2025. She was also a four-time qualifier for the National Junior Olympics in air rifle and was a two-time qualifier for smallbore. In 2023, she earned her Junior Distinguished Badge.
Katlyn has said marksmanship has taught her leadership, a growth mindset and how to achieve her goals – changing how she handles setbacks. Academically, Katlyn finished second out of 392 other students, mastering multiple AP classes, and she earned a place in the National Honor Society. Katlyn joined the Nebraska Cornhuskers rifle team this fall. She is a mechanical engineering major.
Dominic DeBenedetto, Prairieville, LA (Harry Sieben Scholarship)
Domonic began marksmanship through his local 4-H program at just nine years old. He’s a six-time Nationals qualifier and placed fifth overall at the 4-H Nationals in air rifle (his team placing first in both air rifle and smallbore). He is also an accomplished rifle silhouette competitor who has competed in local, regional and national championships in the discipline, and he takes part in pistol/air pistol shooting.
He credits marksmanship for leading him to a role as an ambassador within his community – hoping to make a difference in the lives of other youth. Domonic finished in the top 3% of his 500-student class. He has enrolled at Louisiana Tech as an engineering major.
Other Scholarship Winners for Fall 2025
In addition to the 4-year recurring $5K scholarships, the CMP offers $1000, $3000, and $5000 one-time grants to qualified junior marksmen. These $1000, $3000, and $5000 scholarships can fund any accredited education, technical/trade school, or vocational program. Shown below are the eleven $5000 one-time scholarship winners for 2025. There were also 32 $3000 grant recipients, and 80 $1000 grant recipients.
This coming week, July 7-9, 2025, the National 3PAR (Three-Position Air Rifle) Precision Championships take place at Camp Perry, Ohio. This 3-day event for junior shooters is the culmination of a series of shooting competitions organized by the Civilian Marksmanship Program (CMP). The annual CMP 3PAR competition begins with postal matches, followed by regional championships (in multiple states), and culminates in a national championship held at Camp Perry, Ohio. Prizes and Scholarship Awards for Top Competitors
This 3PAR Championship is an event for young shooters — qualifying juniors and high school seniors who have just graduated are eligible. There will be monetary awards for both individual and team winners. In addition, the top three competitors who just graduated from high school will each receive a $1000 CMP Scholarship award. In addition, USA Shooting will present a National Futures Team slot to the top male and female shooters in the precision class.
Precision Air Rifle is modeled after Olympic-style shooting and allows the use of very high-tech (and pricey) target rifles and equipment. By contrast, Sporter Air Rifle employ simple, much less expensive rifles. In both types of shooting, competitors fire at targets at a distance of 10 meters in three different positions, prone, standing and kneeling. The Sporter match took place June 21-25, 2025. The Precision match, with the high-tech, ultra-accurate rifles (like the Feinwerkbau shown below), kicks off tomorrow, July 7, 2025.
Location and Facilities: The championships will take place at the Gary Anderson CMP Competition Center, located at Camp Perry Training Site, 1000 N. Lawrence Road Bldg. #5042, Port Clinton, OH 43452.
Course of Fire: The course of fire will be one 3×20 three-position air rifle event on each competition day, with all events fired at 10 meters. Teams will be comprised of four members selected before the competition begins. A final will be fired for the top 8 individuals.
The modern Gary Anderson Competition Center boasts a long row of indoor electronic targets, which can provide multiple target distances from fixed firing points.
Electronic Targets with Results Streamed Online
The Gary Anderson Center boasts state-of-the-art electronic targets that record scores the instant each shot is fired. Shot-by-shot feeds (and scores) are then displayed on large screens. For some matches, live target images are uploaded to the web for display on mobile devices.
About the National 3PAR Championships — Key INFO
Phase 1 Postal Matches: Competitors shoot on their home ranges and submit scores to CMP.
Phase 2 Regional Championships: Top postal match shooters advance to regional competitions.
National Championship Finals: The final event, held at Camp Perry, features both precision air rifle competitions (July 7-9, 2025) and sporter competition (June 19-21, 2025).
3PAR Competition Classes: There are separate competitions for sporter (designed for new competitors) and precision (modeled after Olympic-style shooting) classes.
National Matches: 2025 3PAR competitions at Camp Perry are held in conjunction with the larger National Matches, offering opportunities for additional shooting events.
National Championship Dates: The Sporter Championship was held June 19-21, 2025. The 3PAR Precision Championship takes place July 7-9, 2025 at Camp Perry.

About the Gary Anderson CMP Competition Center
The Gary Anderson CMP Competition Center in Ohio, is open to the public, year-round. This modern facility features an 80-point range equipped with the CMP’s own electronic targets. The facility also includes a retail center for equipment and memorabilia sales.
The Civilian Marksmanship Program (CMP) invites young men and women shooters to apply for CMP scholarships for the 2025-2026 school year. The Civilian Marksmanship Program (CMP) offers $1,000, $3,000 and $5,000 one-year scholarship assistance to qualified junior marksmen in order to encourage and reward their outstanding efforts. In 2025, over $325,000 will be awarded.
In addition, in 2025 the CMP will present FOUR $5,000 scholarships that will be renewable for 4 years (Total value of each scholarship awarded: $20,000). The “Carolyn Hines Memorial Scholarship” will be awarded to the top graduating senior who best exemplifies Dr. Hines’ ideals. Three additional 4-year scholarships will be awarded to top seniors to commemorate the retirement of longtime CMP Board members Judith Legerski, Jon Bengston, and Harry Sieben. The overall applicants will be determined by members of the CMP Scholarship Committee.
The remaining CMP Scholarships are one-year awards that may be used to fund any accredited secondary education, technical/trade school, or vocational program.
All applications and supporting documentation must be submitted by April 4, 2025. All applicants will be notified by May 16, 2025, of their status. Checks will be mailed no later than August 1, 2025, to the recipient of the scholarship.

The Scholarship Program will also award CMP Local Scholarships in the Anniston, Alabama, Talladega, Alabama, Port Clinton, Ohio and Oak Harbor, Ohio, areas. Seniors are encouraged to apply and no marksmanship experience is required to apply for the CMP local scholarships.

Generously, the Garand Collectors Association has presented four additional $5,000 John C. Garand Scholarships, while the family of Michael Thomas Randall has contributed three $5,000 scholarships. The Talladega Superspeedway has also provided $5,000 toward the CMP Scholarship Program.
CMP Scholarships are based on merit. Candidates are high school seniors involved with a team or club participating in rifle or pistol marksmanship competitions. Applicants must provide rifle or pistol competition history, list of awards, and future goals in the shooting sports. NOTE: The CMP no longer requires a minimum GPA, though academic performance is still a key selection criteria. Be a U.S. citizen.
Be of good moral character.
Be a graduating high school senior.
Demonstrate acceptance to a university, college, or trade school leading to a diploma or trade certification.
Show marksmanship competition experience (e.g. air gun, smallbore, pistol, rifle, shotgun, archery, etc.).
Applicants must provide a list of past/present rifle or pistol competition history, awards, and future expectations for the sport. Proof of participation, including match bulletins, photos or CMP Competition Tracker printouts (for example), MUST be presented in order to be considered for the scholarship.
In addition to the application form, candidates must include a certified copy of the applicant’s high school transcript; a letter from the applicant including the reasons for applying and how the scholarship will help in pursuit of the applicant’s goals; and documentation (proof) of marksmanship activity.

The Civilian Marksmanship Program (CMP) is pleased to announce four new scholarships named in honor of distinguished members of its Board of Directors. These $20,000 scholarships, awarded over four years at $5,000 each year, are named for:
Judith Legerski, former Chairman of the Board and Chief Executive Officer Maj. Gen. Harry Sieben, former board member and Vice Chairman Jon Bengtson, former board member and Treasurer Dr. Carolyn Hines, former board member and founder of the CMP Scholarship program
“CMP has long focused on youth programs and giving back to the community. These new scholarships allow us to support the very best youth in America and at the same time recognize the individuals who championed youth programs while guiding the success of the CMP,” said Jerry O’Keefe, the new CMP Chairman of the Board and Chief Executive Officer.
In addition to the new $20,000 scholarships, other changes include:

No minimum Grade Point Average (GPA) to apply
Each year, high school student-athletes involved in marksmanship programs are encouraged to apply for CMP Scholarships — a program that lends economic support to young marksmen and women who have demonstrated excellence on and off the firing line.
Traditionally, these scholarships have been used to pursue post-secondary or vocational programs, community colleges or university educations. However, in 2023, the CMP will broaden its scholarship program even more by involving trade and technical schools in order to keep up with national trends and to provide opportunities for athletes with a variety of interests.
“Our scholarships are available to all graduating high school seniors who have distinguished marksmanship, academic and community service records. By eliminating a minimum GPA, we are including those late bloomers who may have had a slow start in one area but have shown great potential by the end of their high school career,” said Dan Durben, former National Rifle Team and U.S. Olympic Team Rifle Coach and chairman of the CMP Scholarship Committee.

This year, CMP will continue to award $1,000, $3,000, and $5,000 scholarships for over 90 rising high school seniors. Applicants will compete based on their rifle, pistol and/or shotgun competition history, academic excellence, community service, leadership and potential.
As stated, the CMP no longer requires a minimum GPA, though academic performance is still a key component of the selection criteria. In addition, the new automated application replaces paper forms and mailing documents with an online application and the ability to upload documents.
CMP will award a total of $200,000 for the 2023-2024 school year. Additionally, the Garand Collectors Association has generously donated $30,000 in partnership with the CMP in its recognition of our nation’s best young marksmen and women.

In 2020, the Garand Collectors Association (GCA) generously donated $10,000 to the CMP to use toward qualifying applicants to the CMP Carolyn Hines Memorial Scholarship. The GCA again enhanced the scholarship program for 2021, this time tripling its donation to $30,000, which will provide $3000 scholarships to the top 15 applicants, as determined by the CMP Scholarship Committee headed by retired Army Lt. General Joe Inge.

Here’s “feel-good” story for Monday. The Civilian Marksmanship Program (CMP) has handed out $160,000 in scholarship awards to graduating high school students who are active shooters. It’s great to see this kind of support for the next generation of marksmen.

In mid-April, Civilian Marksmanship Program (CMP) board members and staff sifted through a slew of CMP scholarship applications to determine which young scholar marksmen would receive CMP support for the coming academic year. After careful review, the CMP awarded monetary donations to over half of its scholarship applicants.
A total of 233 applications were received by CMP Headquarters for the 2014-2015 term – the most in the scholarship’s history. With 194 accepted and 160 awarded, the CMP granted a total of $160,000 from its scholarship fund. The $1,000 CMP Scholarships are available to graduating high school JROTC, 4-H, and other junior shooting club members.
