The IBS Executive Board has voted to create two new awards. These awards recognize the significant performance of a select number of shooters. Patches for Score shooting a perfect score of 750, and a perfect target of 250-25X, were designed by the board. To score 250, you need to shoot five (5) tens on each of the five record targets at a particular yardage. To score 750 you need to do that at all THREE yardages — 100, 200, and 300 yards. Certificates accompanying the patches document the commitment to excellence and dedication by these shooters to our sport.
Perfect 750 Multi-Yardage Score — A Rare Occurrence
In the long history of IBS competition only 16 members have shot a perfect score of 750 in one match! That’s 250 at 100 yards, 200 yards, and 300 yards. This very select group of shooters includes: Al Weaver, Rod Morton, Dave Short, Dennis Collins, Ken Livengood, Wayne Shaw, Dick Spencer, Hal Drake, Kim Llewellyn, Shaun Shank, Roy Hunter (2), Dean Breeden, John Bosley, Wayne France, Ricky Read and John Cascarino.
Dean Breeden is one of only 16 Shooters to have recorded a 750 total score in a match.
All Xs — the Perfect Target, 250-25X
The remarkable feat of shooting a perfect 250-25X target has been accomplished 37 times by 26 members. They are: Dennis Collins (2), Ted Parreco, Jeff Buchannan, Carl Baker, James Goody, Joe Enterkin, Rich Whiteash, Dean Breeden (2), David Apple, Al Weaver, Rod Morton, Mike Bigelow, Ken Livengood (3), Roger Avery (2), Joe Pellegrene, Mark Ludinsky (3). Our sport continues to evolve toward perfection both in the quality of the equipment and the skill of our members and these awards recognize them for their accomplishments.
Amidst the hue and cry (and Congressional sit-ins) calling for more gun control, few observers have actually looked at the facts. Do we, in fact, have an increasing gun crime problem in this nation? Is gun violence spiraling out of control, as the anti-gunners would have you believe?
What do the verified FACTS say (as opposed to the ‘sky is falling’ anti-gun zealots)? Well, the truth of the matter is that major gun-related crime rates have been steadily on the decline for more than a decade. Likewise, most of the major violent crime rates have been declining over the past two decades. What’s more, even accidental gun deaths have been declining despite a huge rise in gun ownership.
So the next time someone tells you that guns must be outlawed to halt a terrible increase in gun crime, you can respond, with 100% certainty, that gun-related crime is going down, not up.
And interestingly, as the supply of handguns has increased, the amount of property crimes has plummeted. Maybe the bad guys are thinking twice before breaking and entering…

The recent Orlando terror attack has sent Americans to gun stores in droves. Prompted by concerns for self-protection (as well as proposed new gun control laws), Americans are buying more guns — all types of guns. This reflects a general trend over the past few years. In fact, it looks like 2016 will see the highest number of gun sales in American history. Based on FBI background check data, it appears that 2016 will set new records for gun sales, with nearly 17 million new guns sold. By the end of the year it is projected that Americans will own 405 million firearms — over 1.25 guns per capita*.

In 2016, Americans continue to break records for gun sales. While the National Instant Check System (NICS) does not track gun sales directly, the numbers are highly correlated. The numbers of NICS checks, and the increase in private firearms, have skyrocketed during the Obama administration.
It is possible, even likely, that 2016 will reach over 28 million instant checks. If we reach 28 million instant checks in 2016, that will be about 16.8 million new firearms added to the stock in 2016 [roughly 40% of NICS checks are for “previously owned” guns]. That projection puts us at 405 million private firearms in the United States at the end of 2016.
The total for 2016 (through the end of May) is 11,698,006 instant checks. That is more than the entire year of 2007, which held the record up to that year. Thus, during the Obama years, the number of private firearm sales has doubled. In 2015, the highest year on record, the total number of checks was 23,141,970. 2016 is shaping up to break the 2015 record by millions of instant checks.
May 2016 had the most instant checks of all the months of May on record. That makes 13 months in a row that have broken records for all previous years. If the trend continues, 2016 will reach the record numbers of 2015 by the end of October, with the busy months of November and December still ahead.
22nd Bud Pryor Memorial Matchby Dick Grosbier
Saturday June 11th was the 148th running of the Belmont Stakes in New York, and the 22nd running of the Bud Pryor Memorial Match at Thurmont, Maryland. Since this is a shooting website, I will be writing about the “Bud”. This year’s offering was a two-day match with 100-yard and 200-yard relays on Saturday followed by the 300-yard match on Sunday. This was a return to the format used from 1994 until we started having to turn shooters away in 2004.
It was typical “Bud” weather — hot well into the mid-90s on Saturday. Sunday was considerably cooler and with extremely challenging wind conditions all day long. There was no rain on Saturday but a big threat of a thunderstorm on Sunday. Luckily the thunderstorm held off as the shooters had their hands full just dealing with the high winds.
Wayne Lewis from South Carolina took the early lead in Varmint For Score (VFS) class, by winning the 100-yard stage with a fine 250-23X score. Wayne France, Dave Short, and Jim Cline were right behind him with 21X each. K.L. Miller won the 100-yard event in Hunter class with a 250-16X Score. Millers’s score with his 6X power-scoped rifle would have put him in the top half of VFS class. That’s impressive shooting with a low-power optic.
Pennsylvania shooter Dave Short won the 200-yard VFS with a 250-8X. Paul Bielec took second place honors with a 249-4X. Unfortunately Paul had a misstep at 100 yards on the final match. Cross-firing onto the target of the empty bench to his right and incurring a 5-point penalty marred his otherwise excellent performance for the weekend. Paul’s situation left Dave Short as the only shooter who was not at least two points down going into the 300-yard section on Sunday. Meanwhile in Hunter Class, K.L. Miller trudged along, beating second-place Orland Bunker with a 243-0X to Orland’s 241-6X.

EQUIPMENT Report:
Notably, the top three shooters all used Vihtavuori N130 powder, not Hodgdon H4198, the “go-to” choice for the 30BR for many years. Could this start a trend? Federal 205m primers were used by nearly all, and BAT actions were favored by the majority of competitors. Most of the Top 20 barrels were Kriegers, but Brux barrels took the number two and three spots overall. There were mostly high-end March and Nightforce scopes on the line, but overall winner Dave Short ran a 36X Weaver, proving you don’t need to spend two grand on a scope to win a big match.

Sunday was the 300-yard stage, this is always the big equalizer in a 100/200/300 match. As previously mentioned, conditions were unusually challenging Sunday. This was demonstrated by the fact that Richard Sissel won the Aggregate with a 243-3X. Dave Short was a close 2nd with a 243-2X. Dean Breeden & Michael Clayton also turned in 243s; after that the scores fell off fairly fast. Back in Hunter Class once again K.L. Miller finished on top with a 238-1X. Scott Garman from Maine turned in a nice performance with a 236-3X.
Grand Aggregate Results — Dave Short Wins Over Runner-Up Breeden
When all the scores were totaled, Dave Short easily won the VFS Grand Aggregate with a 743-31X, Dean Breeden was 2nd with 741-27X, Hillary Martinez 3rd with 739-31X, and 100-yard winner Wayne Lewis was 4th with 739-29X. It looked like Wayne had a second-place finish in he grand until the last target of the day when instead of dropping 1 point per target as he had been doing all day, he dropped 5 points moving him to sixth place. In the Hunter Class, K.L. Miller led the entire weekend. Miller’s 731-17X Grand Agg Score put a substantial distance between himself and second-place Orland Bunker.

All in all I think everybody had a good time (some better than others) and I believe most will be seen back in Maryland the second weekend in June 2017 for the 23rd Annual Bud Pryor Memorial. Unless perhaps they go to New York for a horse race.
About the Bud Pryor Memorial Match Bud Pryor was a fine gentleman who started shooting IBS matches in 1983. He was a machinest turned gunsmith who made friends and got many people started in shooting IBS registered matches over the next few years. Bud and Dick Grosbier ran the first IBS match at the Thurmont range in April 1983. CLICK HERE to see vintage photos of the 1983 match.
After Bud’s untimely passing a few years later, the club decided to put on a big match and dedicate it to him. As Thurmont is one of the few ranges around with 100/200/300 yard capabilities, we decided to put on a 3-yardage Grand Aggregate match. This was not as simple as it seems, since 100/200/300 was not an IBS-recognized Aggregate. After an agenda item was approved at an IBS winter meeting, 100/200/300 records were set at Thurmont. Over the years most records have stayed at this scenic range. There are a total of four IBS ranges now holding 100/200/300 yard matches in 2014.

Summer is the time of year to get outside and have fun with family and friends. A great way to enjoy shooting with friends and family members is to attend a Brownells/NRA Day. These fun events will be held throughout the summer, at locations across the USA. These events are designed for all ages — from youngsters to senior citizens. In this article, Gun Watch Editor Dean Weingarten interviews SilencerCo Founder/CEO Josh Waldron. Started in 2008, SilencerCo is an amazing success story. The company now sells 18,000 silencers a month. To put that in perspective, a decade ago, the entire domestic suppressor industry was selling 18,000 suppressors a YEAR. SilencerCo now controls 65% of the suppressor market in the USA, and its business is growing 100% a year.
This growth is remarkable considering that suppressors remain highly regulated and costly to acquire. The National Firearms Act (NFA), passed in 1934, imposes significant restrictions and requires a $200 tax to be paid on each silencer sold.
At the NRA Annual Meeting in Louisville, Kentucky, I was able to talk to Josh Waldron, CEO of SilencerCo. Josh is more than a visionary. He is a man who acted on his vision, and is changing the gun culture and the national culture.
I [visited] the SilencerCo booth during the NRA Annual Meeting. I was told that SilencerCo produces about 65% of the silencers in the United States. The company is growing so fast that it was hard to keep up with the number of employees, currently about 330 and rising quickly. There is no doubt that SilencerCo holds a dominant market share and is growing at an exceptionally fast rate. I asked Josh about the future of silencers and silencer legislation.
Q: Do you have a plan, and can you tell me about it?
“It starts as education. Ever since we started the company in 2008, we have had a focus on education and advocacy. When I first started the company… only 18,000 silencers were sold in the United States each year, and that was every manufacturer.”
“From the time we have started until now, there were 18,000 then, we are now selling about 18,000 silencers every month, just SilencerCo.”
“In the last five years, this has been the fastest growing segment of the firearms industry.”

“People are just starting to understand. This is not a ‘cool accessory’ as much as it is a personal protection/personal safety device, just as you would consider any other device that keeps you safe while you shoot, such as safety glasses. It is really the only true way to hunt while you protect your hearing. As we continue to educate the market, it grows exponentially. A guy will get one who has never had one before, he brings it home, he shows his friends, and they say ‘Oh my gosh, I want to buy one!’ Every time we get suppressors out there, the snowball continues to grow and get bigger and bigger.”
Q: Your market share is dominant. Your sales growth is exponential, isn’t it?
“Yes … pretty amazing. We are growing 100% every year.”

Q: Do you fear that removal of suppressors from the NFA (National Firearms Act) will cut into your profit margin?
“I don’t think so. We don’t get to take full benefit of the economies of scale. We have to order materials on a small-batch basis. As we increase the number of suppressors going out the door we decrease the amount that it costs us. We haven’t pushed it to the level where are seeing those economies of scale.”
“We are always going to be a top-shelf brand. We are never going to discount our brand. We will be a leader in the industry, continually. I do believe there will be a lot of new entrants to the industry. I do not think that will hurt our brand or hurt our market.”
Q: I saw the Maxim 9, SilencerCo’s integrally-suppressed pistol, at the SHOT Show in Las Vegas. Is the Maxim 9 in production yet?
“It is not in production yet. Projects of this size take a lot of research and development. They take a lot of torture testing. We have to put it through a lot of standard testing. We use outside firms that come in and test and evaluate, so that we can hold our heads up high and say ‘This is a duty grade weapon’. We are not going to release it until it is.”
“I do not want to be marketing to our men and women in uniform, and saying this is a safe way to shoot until we can say this is a perfect firearm for them. The amount of testing is extremely rigorous. We are on schedule. We will release it, probably in December.”
Q: Is the Maxim 9 your entry into a future market of integrally-suppressed firearms?
“Yes. Our intention with the Maxim brand is to have integrally-suppressed firearms in that brand. We are talking everything from shotguns to rifles to pistols. The pistol is a good place to start because it is the holy grail of integrally suppressed guns that everyone has wanted. It is extremely difficult to do. People have tried it and failed, years and years, for decades, and this is the first time it has actually been viable and real. We are very excited about that, and very proud of that. We are going to move into new calibers as soon as this one starts shipping. We are very excited to expand that line.”
“Do I think the gun companies will compete? They can try. Number one, our IQ is amazing around this product. We spent a lot of time researching every firearm, every handgun that you can think of. How the mechanisms worked, and why. We had to be thorough. Which is why we designed the gun from the ground up. We went into every single style of this type of firearm, and other types of handguns as well, and really, truly understand how it needed to be designed. We had to take every mechanism, the guide rods, the springs, the things that are in front of the chamber in a conventional handgun, and move them behind the chamber. That was our biggest challenge. Do I think that some of those guys will start competing and get around our IQ? It will be a lot harder for them than for us. Because we are the ones who figured it out in the first place, and we have a lot of patents around that.”
Q: Rifles have had a lot of [suppressor] solutions … for a long time.
“We will get into those lines, the rifle lines. The difference is that we will design the gun, just the same way as we did for the Maxim 9. We will design the gun for the suppressor instead of putting on a suppressor designed for the gun, so our guns will be better.”
“There are about 400 million firearms in the U.S. right now. Most of those were not designed with a suppressor in mind. There is a huge market for retrofitted suppressors.”
“Which is what we have been doing for the last eight years, it is what we have done as a company which is providing solutions for firearms that already exist. The field is ready to harvest as far as creating a new platform. A new platform that has never been done before this, that was designed from the ground up with the intention of being suppressed, integrally suppressed.”
Q: You say you are going to stay on the high end. I looked at some of the markets. There is a lot of low end potential out there.
“There is. It is something that I am just not interested in. Number one, I do not know how to make something that is not the best.”
“It is impossible to know what the percentage of the market the high end will be. It is important to me to make the best product in the world. I am a brand guy. My brand is very important to me to so if I am making things that are less than the best, that is not ever something that I want. I always want to be top shelf.”
Q: Are you exporting much?
“We export, yes. We can’t export to the commercial market. Only to the military and law enforcement. It is a State Department thing.
“We have a bill right now, it is called the Suppressor Export Act. Congressman Jeff Stewart is the one that is sponsoring that bill for us. It would ensure that the State Department would have to allow us to take part in the world market, that is available, that we are not able to take part in right now. We can only export to law enforcement and military, but not to the commercial market. But with this bill, we would be able to export to everybody. If there is a country where it is legal to have suppressors, we would be allowed to export to them.”
“There are suppressor manufacturers all over the world, and they sell all over the world. The United States is the only place where they are this regulated. It is just crazy. You can go to the UK, where it is really hard to own a gun, and you can buy a suppressor over the counter, without a background check.”
