In the case of Nguyen v. Bonta, plaintiffs have been granted summary judgment in a federal challenge of California’s One-Gun-A-Month (OGM) purchase law. This is a major win for gun rights in California. Under current California law, even after passing multiple background checks, a California citizen may only purchase one firearm every 30 days. This violates the Second Amendment of the U.S. Constitution, argued plaintiffs lead by the Second Amendment Foundation (SAF). U.S. District Judge William Q. Hayes agreed, granting plaintiffs summary judgement, which is essentially a case victory based on legal principles. However, Judge Hayes, stayed his decision for 30 days to allow defendants to appeal. The case will probably be appealed by California to the liberal-leaning 9th Circuit.
In his 24-page decision, Federal District Court Judge Hayes wrote, “Defendants have not met their burden of producing a ‘well-established and representative historical analogue’ to the OGM law. The Court therefore concludes that Plaintiffs are entitled to summary judgment as to the constitutionality of the OGM law under the Second Amendment.”
“The state of California tried to justify the OGM law in part on the grounds that it is a lawful regulation imposing conditions on the commercial sale of arms,” noted SAF Executive Director Adam Kraut. “However, there is nothing in the Second Amendment remotely connected to limiting the number of firearms a person can purchase. This limitation is blatantly unconstitutional, and if this ruling is appealed by the State of California, we intend to defend the lower court’s correct decision.”
“This is a win for gun rights and California gun owners”, said Alan M. Gottlieb, SAF founder and Executive Vice President. “There is no historical justification for limiting law-abiding citizens to a single handgun or rifle purchase during a one-month period, and Judge Hayes’ ruling clearly points that out.”
SAF is joined by the North County Shooting Center, San Diego County Gun Owners Pac, PWGG, LP, Firearms Policy Coalition and six private citizens including Michelle Nguyen, for whom the case is named. They are represented by attorney Raymond M. DiGuiseppe of Southport, N.C. The case was filed in December 2020 and is known as Nguyen v. Bonta.
On Friday, March 8, 2024, Smith & Wesson Brands, Inc. (NASDAQ: SWBI) stock had a HUGE increase, with the SWBI stock price rising 29.39%. That’s a massive gain in a single day. Why the huge price spike? S&W sales volumes and revenues were up — WAY up. The latest corporate report revealed big revenue gains in Q3 2024, which dramatically out-paced expectations. Interestingly, S&W’s major revenue gains were from increased long gun sales, not more pistol sales. In addition, experts predict a big increase in overall gun sales during this election year, as buyers fear new restrictive gun laws.
Yahoo Finance reported: “Shares of Smith & Wesson Brands (SWBI) soared on better-than-expected third-quarter results. CEO Mark Smith said … that the company expects ‘the firearm market to experience healthy demand through the 2024 election cycle’. [SWBI] stock was also upgraded to Buy from Hold at Craig-Hallum, which argues the company is entering the election cycle in ‘optimal position’.”

Net sales, they’re up about 7% to 137.5 million. Gross margins also better than the Street was looking for. And on top of that, we get an upgrade from the team at Craig-Hallum…They take their target to 18… They also, Julie, talk about the upcoming election. They say that should give the company momentum.
JULIE HYMAN: Yeah, we tend to see firearm sales go higher ahead of elections, ahead of Democrats being elected in office because of fear about new gun legislation although that mostly has not come to fruition. But those are the cycles we tend to watch. I thought it was interesting, I was looking through the conference call, handguns are not where the sales activity was from. So handgun sales were actually down. Average selling price of handguns were down.
It was long guns that were higher in both amount of sales and average selling prices. And I don’t know– I mean long guns is a big category. I don’t know if we’re talking about demand from hunting, from sports, from whatever. But whatever it was, they saw an increase.
JOSH LIPTON: Yeah, they didn’t break it down. It is the election. Just to put some more numbers on that, they note that during the 2020 election, which allowed the company, they said, to generate more than a billion in revenue, $4.15 EPS and almost $300 million free cash flow.

Registration for the Civilian Marksmanship Program’s (CMP) 2024 National Trophy Rifle and Pistol Matches is officially open. The National Matches include a huge variety of competitions for rimfire and centerfire rifles, pistols, and airguns. The annual event, held at the Camp Perry National Guard Training Base since 1907, is conducted via a partnership between the CMP and the Ohio National Guard. The month-long series showcases a variety of indoor and outdoor events for both adults and juniors, with spectators welcome. The CMP National Matches offer something for all target shooters — both novices and seasoned competitors. Garand and Vintage Military Rifle Matches
Among the most popular events at the Camp Perry National Matches are the Garand and Vintage Military Rifle matches. This summer, classic military rifles will fill the firing lines at Camp Perry. The Garand, Springfield, Vintage and Modern Military Match (GSMM) is set to start on Thursday, August 1, 2024 with the one-day M1A Match on Sunday, August 3, 2024. (See CMP Camp Perry 2024 Calendar.) Some participants will shoot just one rifle type, but there is also a combined GSMM 4-Gun Aggregate. The Vintage Sniper Match, set for August 4th, will include a new category — Vietnam Era. NOTE: the Springfield Armory M1A event is now the McKee Memorial Match (M14 Heritage Match), sponsored by Fulton Armory.
Rimfire Sporter Rifle Match
One of the most popular events of the National Games events, the Rimfire Sporter Rifle match features .22 caliber competition at 25 and 50 yards. There are three (3) classes: open sights (O-Class), telescopic (T-Class) and tactical/unlimited (TU) classes, fired at 50 and 25 yards. The event is perfect both for novice shooters and for experienced competitors who want to compete with a simple, affordable .22 LR rifle.
Smallbore Rifle Matches on Electronic Targets
Like last year, all National Smallbore (rimfire) events will be fired on electronic targets on Petrarca Range. The schedule includes three-position and prone events. In addition, rimfire F-Class will run concurrently with the smallbore prone matches.
National Air Gun Matches
For air rifle and air pistol competitors, the National Air Gun Matches will be held on the electronic target range within the Gary Anderson CMP Competition Center. The air rifle series features training and an elimination two-team member match, two days of 60-shot competitions and an accompanying four-member team event. NOTE: The Air Pistol Championships will be held in the evenings to allow competitors to take part in the Match Pistol 2700 during the day.
High Power, Service Rifle, and Vintage Rifle Matches
The National Trophy Rifle series includes prestigious matches like the President’s Rifle, Hearst Doubles, Rattle Battle, National Trophy Individual and National Trophy Team events. A paired Junior Team Match is also on the schedule for young competitors, along with an assortment of vintage and modern military rifle events like the John C. Garand, Springfield and Vintage Sniper matches for individuals at every stage of their marksmanship abilities. A 4-man team event and three 80-shot matches will appeal to those looking for more high power rifle events, each fired on CMP’s line of outdoor electronic targets.
Mid-Range and Long Range Rifle Matches
The CMP’s National Long Range series features 10 individual and team competitions. Returning in 2024 is the Mid-Range event (with a course of fire consisting of three rounds of 20 shots slow prone at 600 yards), along with Long Range matches. These are all open to Match Rifle, Service Rifle, Palma Rifle, F-Open, F-TR or AR Tactical categories. Long Range Matches are fired on Camp Perry’s 1000-yard Viale Range.
Pistol Events — Centerfire and Rimfire
The National Pistol events include a mix of traditional matches like the President’s Pistol (President’s 100), National Trophy Individual and Team events, alongside a series of 900 Aggregate matches for .22 LR, .45 ACP, and other Centerfire Pistol. The fan-favorite GSSF GLOCK National Challenge will be returning to the schedule in 2024, while the Service Revolver EIC Match has been renamed the Philip Hemphill Memorial Service Revolver EIC Match in honor of Philip Hemphill — a repeat national champion lost in late 2023.
Pistol Practice will be available on July 15 and 16, 2024 (cost: $5.00 per practice time). Competitors will receive a Pistol Practice card at check-in, with additional practice time open for purchase (if available).
Marksmanship Clinics and Small Arms Firing Schools
Small Arms Firing Schools (SAFS) will be held for centerfire rifle, smallbore rifle, and pistol. Participants in SAFS are instructed by some of the top military instructors in the country on firearm safety and competition basics. All firearms and ammo are provided for the live-fire portion of the clinic. Other clinics during the National Matches include a Rimfire Sporter Rifle Clinic, the CMP/USMC Junior Rifle Clinic, and the CMP Advanced High Power Clinic, for more experienced competitors. Most clinics include both classroom and live-fire training on the range.

New Protecting Privacy in Purchases Act Introduced in Congress
NSSF commends the Protecting Privacy in Purchases Act, proposed legislation introduced by U.S. Rep. Elise Stefanik (R-NY), which would ban the use of a firearm retailer-specific Merchant Category Code (MCC). The legislation would protect firearm and ammunition purchasers from financial service and payment card providers compiling purchase history. This could be used effectively to create a nationwide database of gun users, though a Federal gun registry is explicitly forbidden under Federal law.
We have seen that transactional info from gun and ammo sellers has already been exploited by the federal government for political purposes. And some states are mandating gun-specific MCCs — California enacted legislation last year requiring the use of a firearm retailer-specific MCC and Colorado is considering legislation that would do the same.
Federal Agency Has Already Collected Gun Purchase Info
The U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) admitted to U.S. Sen. Tim Scott (R-SC) in a letter that it violated the Fourth Amendment rights of law-abiding citizens that protect against illegal search and seizure when it collected the credit card purchase history from banks and credit card companies of individuals who purchased firearms and ammunition in the days surrounding January 6, 2020. Treasury’s FinCEN had no cause, and sought the information without a warrant, to place these law-abiding citizens on a government watchlist only because they exercised their Second Amendment rights to lawfully purchase firearms and ammunition.
Lawrence G. Keane, NSSF Senior VP & General Counsel noted: “The Biden administration has already proven they cannot be trusted to respect the private firearm transactions of law-abiding citizens. Without a warrant, federal agencies collected financial information on private firearm and ammunition transactions to create an illegal government watchlist of gun owners. Representative Elise Stefanik’s legislation would rein in federal overreach to use the private financial transactions of law-abiding citizens against them for political means. No American should be concerned that the federal government is employing this scheme, concocted by gun control cheerleaders, that weaponizes an individual’s finances and their free exercise of Second Amendment rights to wrongly identify them as a criminal-in-waiting.”

The need for a federal policy has become necessary since several states have enacted similar legislation to protect the privacy of firearm and ammunition purchasers, including Florida, Idaho, Mississippi, Montana, North Dakota, Texas, and West Virginia. Several additional states are currently considering similar legislation. Unfortunately, some blue states are doing just the opposite — in fact California passed a law requiring the use of firearm retailer-specific Merchant Category Codes. So a Californian could be placed on a gun-owner watch list if he/she bought anything from a listed store, gun-related or not.

European Market for Civilian Firearms is Thriving
Europe’s civilian firearms industries are thriving, based on data from the European Institute of Hunting and Sporting Arms (IEACS). “Global production of civilian firearms has increased in recent years, as has European production, which recorded 3.6 million firearms produced in 2020, of which 2.7 million were pistols and 900,000 were shotguns and rifles. Compared to the previous year, this represents a 34% increase in European firearms production,” said Nicola Perrotti, IEACS president.

The 2024 Southwest Nationals were held February 14-18 at the Ben Avery Shooting Facility in Phoenix, AZ. Hosted by the Desert Sharpshooters Rifle Club, the Southwest Nationals is a “must-attend” event for competitive long-range shooters around the world. Women are becoming an increasing percentage of firearms owners. Gun ownership is no longer male-dominated. One study suggests that, in recent years, nearly half of all new gun sales have been to women. In addition, it is estimated that women now represent 42% of American gun owners, and that number increases with every passing year.
Gun journalist Dan Wos of The Loaded Mic podcast channel has made interesting observations about the increase in gun ownership by ladies. Citing a series of studies, Wos observed that women in the USA are now buying nearly half of all new firearms. Many of these ladies are first-time gun owners who are motivated by a desire for self-protection.

Let’s look at the actual numbers. In 2021 a Harvard University study found that nearly half of all gun purchases between 2019 and 2021 were by women. 42% of gun owners in America are women (a 14% rise over the previous five years.) The total number of women who became gun owners during that two-year period is almost 3.5 million.
In an article by Harvard T.H. Chan School of Public Health, it was said that “women accounted for about half of all gun purchases between 2019 and 2021, and that new gun owners are more likely to be female.” This [indicates] the trends in firearm purchases moving forward.
Not surprisingly, the largest spike in gun sales occurred during and shortly after the violent left-wing riots in several cities across America in 2020. According to a survey conducted by Professor Matt Miller at Northeastern University, between January 2020 and April 2021, gun purchases rose from 13.8 million to 16.6 million. Almost 50% being women and approximately 5.4 million brought [firearms] into homes that had not previously had them.
