Another legislative attack on the firearms industry is being pushed in Congress by Democratic party politicians. Rep. Adam Schiff (D-CA) and Sen. Richard Blumenthal (D-CT) reintroduced legislation this week that targets the gun industry, allowing persons to sue the makers of firearms that were used by criminals to cause injury. Currently, such lawsuits are blocked by the Protection of Lawful Commerce in Arms Act (PLCAA) enacted in 2005.
The new Democratic legislation, the “Access to Justice for Victims of Gun Violence Act”, would repeal the PLCAA. If the PLCAA is repealed, then gun-makers could potentially be sued for the actions of criminals using firearms — even if the guns were stolen. If bad guys cause harm with guns, the Democrats want the gun-makers to pay, and keep paying. The goal is to eventually bankrupt the gun industry and put companies such as Colt, Ruger, and Smith & Wesson out of business.
The Democrats have gone after the PLCAA before. NPR reports: “The effort to repeal PLCAA by Democrats on Capitol Hill is not new. Schiff first introduced the measure in 2013, and it has been reintroduced at least two other times without gaining traction.”
The real goal of this legislation is to cripple the gun industry. GunAmerica Digest explains: “One of the primary goals of anti-gunners is to bankrupt the gun industry by repealing the Protection of Lawful Commerce in Arms Act (PLCAA).”
The sponsors of the new legislation claim their legislation is needed to protect citizens. Congressman Schiff (D-CA) declared: “This bill would pierce the gun industry’s liability shield by putting an end to the special protections the gun industry receives when they shirk their fundamental responsibility to act with reasonable care for the public safety.”
GunsAmerica Digest says don’t believe this: “Schiff and Blumenthal are grossly mis-characterizing the purpose of PLCAA. It does NOT protect members of the gun industry from product liability suits for manufacturing or design defects or certain types of negligent conduct. It merely prohibits lawsuits against gun makers for damages resulting from the third-party criminal misuse of their firearms.”
It’s clear what the sponsors of this legislation really want. They seek to destroy the U.S. gun industry through waves of lawsuits — “death by 1000 cuts”. The anti-gunners may not be able to remove the Second Amendment from the Bill of Rights, but if they succeed in bankrupting all the major gun-makers, then the “Right to Keep and Bear Arms” won’t be worth much.

Understanding Minute of Angle (MOA)
In this video, Ryan Cleckner explains the measurement term “minute of angle” (MOA) and how to use MOA adjustments on your scope to compensate for bullet drop at varying distances. How to Mount a Riflescope

Scope Mounting on a PRS Precision Rifle

In response to a Bulletin story about Norma powders at Midsouth Shooters Supply, one of our Forum members asked: “I’m having trouble finding Reloder 15 for my 6.5×47 Lapua — should I consider running Norma 203B instead?” As we’ve explained before, these two powders, both made by Bofors in Europe, are very, very similar. Here are some hard numbers that should demonstrate how virtually identical these powders really are.
Target Shooter Magazine writer Laurie Holland compared Norma 203B and Reloder 15 using data from QuickLOAD. Laurie also checked load manuals to see how listed charge weights varied for the two propellants. Laurie concluded there was very little difference between Norma 203B and Reloder 15.
Norma 203B vs. Alliant Reloder 15 Commentary by Laurie Holland
Running [203B and RL15] through QuickLOAD doing a ‘charge table’ run for a 130gn Berger VLD at 2.700 COAL in 6.5X47 Lapua, gives very similar positions in the table [for both powders]. The charge required to achieve 62,000 psi estimated pressure varies by a mere 0.2 grains between the pair, Norma 203B being the heavier of the two. The estimated Muzzle Velocity (MV) also varies by a mere 2 fps, RL15 estimated to produce 2,946 fps MV compared to 2,944 fps for N203B at 62,000 psi (with the parameters I used).
If they aren’t the same thing, they’re so close as to make no difference and as Forum Boss points out, they’re made by the same people (Bofors) in the same plant.
[The Berger Reloading Manual includes data for both powders] for the .308 Winchester and heavier bullets (185 to 230 grains). Maximum charges and claimed MVs are not always identical, but are so close as to be marginally different production lots of the same thing, or maybe the result of minor testing variations.

MVs [for the four bullet types] are close but not identical, the largest difference being for the 210s which shows RL15 producing 2,428 fps MV v 2,383 for Norma 203B.

For comparison, the 7.5% NG component compares to 15% in Viht N500 series powders and 10% in Ramshot TAC / Big Game / Hunter.
This is big news for anyone who spots for a fellow shooter. Nikon has introduced new RETICLE EYEPIECES for spotting scopes. Having a reticle eyepiece with precise hashmarks allows the spotter to make wind calls, recommend hold-offs, and give precise click recommendations for follow-up shots. On Nikon’s new eyepieces, integral FS-MRAD or FS-MOA glass-etched reticles include precise milling scales for highly detailed measurements of targets. Nikon’s new MEP-30 Reticle Eyepieces, priced at $449.95 each, provide 30X magnification on 82mm spotting scope bodies and 24X on 60mm bodies.
MRAD and MOA Reticle Eyepieces Fit Straight or Angled Body
For its flagship Monarch Fieldscopes, Nikon offers the new MEP-30 Reticle Eyepieces, with either MRAD or MOA reticles, priced at $449.95. Both reticle types allow a person spotting to locate/focus on the same target as his counterpart to communicate reference points and follow-up corrections. For example, someone watching shot impact could immediately report: “You’re hitting 2 MOA low — add 8 clicks elevation.” (E.g. for a scope with 1/4-MOA clicks).
About the MEP-30 Eyepieces
Nikon states: “The Field Flattener Lens System in the new MEP-30 eyepieces provide exceptional edge-to-edge clarity, resolution, life-like color and contrast. The new eyepieces feature a type-1 bayonet mount for simple and secure attachment to the MONARCH Fieldscope body. Like the Fieldscope body, the eyepieces are waterproof and fogproof (when attached to the body).”
Ace tactical shooter and gunsmith Jim See of Elite Accuracy LLC recently tested a Frankford Arsenal rotary brass tumbler. Like the older Thumbler’s Tumblers, this can tumble your cases in a liquid solution. The wet-tumbling process worked very well Jim reports. Posting on Facebook, Jim noted: “I was super impressed with the Frankford Arsenal rotary tumbler and cleaning packs they sent me. I ran 350 pieces of brass for one hour. They now look great.” Jim appreciated not having to deal with dry tumbling media, such as crushed walnut shells. Dry media produces dust and can leave residues or clog flash-holes.
Interestingly, Jim recommends you try wet-tumbling WITHOUT using stainless media. At least give it a try. Tumbling without media simplifies the process and you don’t have to worry about pins stuck in flash-holes or case-necks*. Jim reports: “Stainless steel pins come with the Frankford kit, but mine hit the trash right out of the box. There is no need to clean the inside of your cases 100% and that’s all the pins add to the equation. The brass bumping brass with hot water and Frankford’s liquid cleaner works great all by itself.” One wag stated: “That’s great to hear. Stainless steel pins are a PITA.”
Other Facebook posters concurred with Jim’s evaluation of the Frankford Arsenal Rotary Tumbler:
“I’ve had one for a couple years, and it works well. I usually run about 250-300 Dasher cases at once in it. But I use the pins because I’m OCD about clean brass.” — David W.

“I got one about six months ago and have yet to use any SS media. I just use some dawn, distilled water, and Lemi Shine®. Turns nasty 5.56 range brass bright and shiny.” — Brian D.

This video shows how to assemble and operate the Frankford rotary tumbler. But note, Jim See does NOT feel that it is necessary to use stainless media.
How to Dry Your Brass — Hair Dryer Vs. Machine
The downside of wet tumbling is that you end up with a pile of wet brass at the end of the cleaning cycle. There are many ways to dry brass, from drying in the sun to using a kitchen oven (be careful not to “overcook” your brass). One Facebook poster asked Jim: “What is your drying method for wet brass, and how long does it take?”
Jim See replied: “To start I just drain off the dirty water, and rinse the brass with clean hot water. Then I roll the brass on a towel for 30 seconds and put the brass in a one-gallon bucket. Next I insert a hair dryer in the bucket (with the brass) and let it run for about 5 minutes. With this procedure, the drying process for me is done in less than 10 minutes.”
Jack Lanhart has another method: “I use a food dehydrator. It takes 30 to 45 minutes.”
For those who don’t want to mess with towels and hair dryers, Frankford Arsenal offers a matching Platinum Series Case Dryer that simplifies the process of drying brass. Lyman also makes an excellent Cyclone Case Dryer. Both drying machines cost about $60.00 and both have multiple levels so you can separate different types of cartridge brass. Lyman states that “The forced heated air circulation of the Cyclone will dry your brass inside and out within an hour or two, with no unsightly water spots.” The Lyman dryer can also be used for ultrasonically-cleaned gun parts.

Here’s a feel-good story. ELR ace Paul Phillips took his 9-year-old daughter Addison to the range this past weekend, to try shooting at 1000 yards. Guess what, Addison got hits at 1000! That’s impressive enough, but get this, Addison made those shots with a .22 LR rimfire rifle! Yes a .22 LR will fly that far — but it took a whopping 342 MOA of elevation and five seconds of flight time.
Paul says: “So proud of my 9-year-old making impact at 1000 yards with her .22 rimfire. My 82-year-old dad also got hits at 1000. Amazing!” Paul adds: “My daughter is very excited to get into shooting sports. The .22 ELR game is very fun for her especially shooting suppressed subsonic. It helps her to learn the fundamentals without flinching.” After her success at 1000 yards, the little lady then made multiple hits on a silhouette at 322 yards (see below).
After Addison checked the ELR box at 1000 yards, she tried a 322-yard steel silhouette target. No problem — after many hits in the center, she put three into the top without any misses. This little girl can shoot!
The rifle features a Vudoo Gun Works rimfire action bedded in McMillan A6 stock by Alex Sitman. The barrel is a 20″ Bartlein, fitted with a GSL Technologies suppressor (see second photo above). On top is a Nightforce ATACR 7-35x56mm F2 scope fitted with a TACOM Charlie TARAC prism system that provides +800 MOA beyond the scope’s internal elevation. The rifle rested on a Phoenix Precision bipod. The ammo was Lapua Center-X subsonic, running 1090 FPS at the muzzle. Paul notes: “The 22 GSL silencer had no noticeable point of impact shift. It actually shot better groups with it on.”

Ballistics Prediction Was Nearly Perfect
The Applied Ballistics solution was within one MOA at 1000 yards. 1000 yards required 342 MOA up from the 100-yard zero. Flight time was over 5 seconds! MV was 1090 FPS. The target was a 6′ x 6′ F-Class frame, covered with white paper. That’s roughly 7 MOA, equivalent to about 3.5″ at 50 yards.

The threesome took a total of 145 shots at 1000 yards and impacted 13 times. Paul observed: “We hit almost 1 in 10 shots [with] lots of close misses. Believe it or not, most were due to elevation not wind. There were 3-5 mph winds from 3-9 o’clock. To help see hits, John Droelle was spotting for us in the 1000-yard pits.”
