Handguns in Carry-Ons — Don’t Make This Mistake

Thanksgiving is just three days away. We know many of our readers will be traveling by air this week, and during the Christmas holidays. This article reminds folks who travel to alwasy comply 100% with rules. Don’t make an oversight that can land you in jail.

Handgun Transport During Flights — How to Do It Properly
It IS legal to take a handgun on an airline flight in checked baggage (if you follow the rules). But for goodness sake — declare the weapon as required by law and comply with all TSA and Federal regulations. Do NOT just toss your pistol in your carry-on and expect to board the plane. About 4,000 pistols were discovered in carry-on luggage in 2017. That can result in seizure and confiscation of the weapon, and just might land you in jail!

Gun writer Dean Weingarten has written an excellent article about handgun seizures at airports. Remarkably, in a single week a few years ago, 97 handguns were found in carry-on bags at U.S. airports.

During the week of 28 May to June 3rd, 2018, the TSA discovered 97 pistols in carry-ons at airports where security is controlled by the TSA. The collage of pistols shown above is a sample of those found.

TSA gives a list of the pistols found. The list shows the make, model and caliber of most of the pistols. There were 93 pistols where the caliber was identified.

9mm pistols were still the most common, with 36 represented. .380 pistols, known in Europe as 9X17, 9mm Kurtz, or 9mm Corto, were the next represented, with 24 present. That is 70 pistols, or 75% of the pistols found. There were a smattering of other calibers. There were eight .40 caliber pistols, seven .22 LR rimfire, six .45 caliber, five .32 caliber, four .38 caliber, one .410, and one .22 magnum.

Most of the pistols were semi-autos, there were a few revolvers, and three derringers.

How does this happen? It is the principle of rare occurrences. While an event may be extremely rare for each individual, if enough individuals are involved, the occurrence of rare events becomes a statistical certainty. About 4,000 pistols were discovered in carry-on luggage in 2017. There were about 770 million travelers passing through TSA checkpoints in that year. That is one pistol found for about 194,000 passengers. Each passenger presumably went through TSA checkpoints at least twice, once going, once returning. Some passengers go through multiple checkpoints, depending on the route taken.

I believe it happens in ways most people do not consider, because they are RARE. One way is to be distracted at a critical moment. Perhaps a business owner has made the decision to move a pistol from his briefcase to his locked desk [but then is distracted] and he has to rush to make his flight. The pistol remains in the briefcase and is discovered by the TSA.

The quality of the pistols found suggest most were taken from people who can legally carry them in most places. There are over 17 million people with carry permits in the United States. There are 13 states where no carry permit is required.

No one is perfect. Everyone makes mistakes. It is part of the human condition.

Another rare scenario is for a third party to put the pistol in the carry-on without the carrier knowing about it. In at least one case, this was done to a school student, maliciously. In that case, it was put in a teens’ backpack[.]

Some [handgun violations] occur because the traveler borrowed a piece of carry-on luggage, and missed a small pistol tucked into a dark recess of the luggage, where another family member kept it. I suspect that most pistols are discovered precisely because the carriers are NOT attempting to smuggle them.

Most of these errors are recognized as honest mistakes by the TSA. The TSA is not the end of the legal problems for a person who finds themselves in this situation. The biggest players are the states. How the situation is handled depends on where the situation occurs.

When traveling, check your carry-on twice. If you discover you have made a mistake, correct it.

Biden Administration Halts U.S. Gun Exports for 90 Days

The Biden administration has issued an order halting exports and sales of American-made civilian firearms for 90 days, starting October 27, 2023. The U.S. Department of Commerce has stopped issuing export licenses for most civilian firearms and ammunition (and some optics) for 90 days for all non-governmental users. The Commerce Department cited security issues as grounds its sweeping order: “The review will be conducted with urgency and will enable the Department to more effectively assess and mitigate risk of firearms being diverted to entities or activities that promote regional instability, violate human rights, or fuel criminal activities.”

We can expect this order to reduce sales and revenues of leading American gunmakers including Barrett, Colt, Ruger, SIG Sauer USA, and Smith & Wesson.

commerce department U.S. gun export ban halt october 90 days bidenBloomberg reports: “The Commerce Department is halting exports of most US-made firearms for 90 days and reviewing its support of the country’s biggest gun trade show to ensure such backing ‘does not undermine US policy interests’ — steps that could slow two decades of growth of gun sales abroad.

The department late Friday announced the pause in approval of new export licenses for the commercial sale of semiautomatic and non-automatic firearms around the world. The freeze doesn’t apply to Israel, Ukraine and about 40 other countries that are part of an export-control agreement. But it does cover some of the biggest markets for American gunmakers, including Brazil, Thailand, and Guatemala[.]”

However, the ban will NOT apply to some 40 countries, including Israel and Ukraine, that have a separate export agreement for firearms. Reuters states that: “Exporters can continue to submit license requests during the pause, but they will be ‘held without action’ until the pause is lifted.”

What is interesting, and perhaps deliberate, is that the 90-day export ban overlaps with the NSSF SHOT Show. TheTruthaboutGuns.com noted: “The announcement of this 90-day ‘pause’ in export licensing just happens to be perfectly timed to include pulling the Commerce Department’s support for the NSSF’s SHOT Show scheduled for January 23 to 26, 2024.”

One legal expert observed that the export ban will apply to most firearms and ammunition that can be purchased in American gun stores, including shotguns. Johanna Reeves, a lawyer with Reeves & Dola in Washington who specializes in export controls and firearms, stated she had never seen such a broad and sweeping restriction on civilian gun exports before.

For this Sunday GunDay article, we showcase a complete Vudoo rifle, a mag-fed Ravage with Ridgeback stock. 22Plinkster declared: “It’s a Tack-Driver … this .22 LR Rifle is the most accurate .22 LR bolt-action rimfire rifle I have ever shot in my life.” And he notes that he has shot Anschutz, Lithgow and other quality rifles.

Firing from a Lead Sled, 22Plinkster starts out at 50 yards, and produced a 0.335″ group at 50 yards using Lapua Midas+ ammunition (4:00 time-mark). Then this session gets really impressive. Continuing with Lapua Midas+ ammo, this Vudoo Ravage produced a sub-half-inch group at 100 yards*. You can watch that Midas+ group form up from 7:20 to 8:25 in the video. Then, with ELEY Tenex ammo, he produced a 0.707″ group (10:30) and an even smaller group (11:55). This complete rifle is available from Vudoo Gun Works for $2545.00 without optics.

[Many] people who are winning PRS rimfire matches are shooting Vudoos. What sets this rifle apart from a lot of the other Match 22 rifles is what it does past 300 yards. A lot of rifles — Anschutz, Lithgow, CZ — shoot really good out to 300 yards. But after 300 yards, their accuracy diminishes big-time.”

22Plinkster liked both pistols. He favored the grips on the Ruger while preferring the S&W’s trigger. He felt the Ruger’s iron sights were best for precision work, but he noted that the green dot fiber optic sights on the S&W Victory worked better for speed work.


*Footnote regarding 22Plinkster Measured Groups: At least one of the measured groups (in close-up view) does NOT show the exact same group which formed in the preceding video sequence. You can tell from the shot placements relative to the center of the target — it’s a different group. Still we believe that 22Plinkster did shoot very small groups with this rifle at 50 and 100 yards. We just think 22Plinkster’s video editing may have been out of sequence. You can tell the group measured with calipers is not the same as the group shown forming top right in the preceding live video.

Locate FFLs and Compare Fees with FFL Finder Sites

Do you need to find an FFL for a firearms transfer in your local area? Or perhaps you are selling a gun and need it shipped to an FFL in another city or state. Thankfully, there are two good online resource that can, in a matter of seconds, provide a list of Federal Firearms License holders in the area you need. These web resources will even locate those FFLs on a map AND list the fees they typically charge for transfers.

Sportsman’s Guide FFL Finder
The first resource is the Sportsman’s Guide FFL LOOKUP Page. This online search tool is fast and easy to use. Simply enter a Zip Code and then select a radius (in miles) within which to find FFLs. Here is an example for Billings, Montana with Zip Code 59103. Note that the transfer fees are listed for the first three “In-Network” FFLs. Click on each FFL business name to get more details.

A good second resource is offered by GunBroker, the online gun trading/auction site. Gunbroker offers a handy online FFL Finder. This resource allows you to quickly find an FFL by zip code or state. Along with the FFL business name, this also lists fees. Click the “Map It” button to see a local map.

Gunbroker states: “Use our FFL Finder to locate FFL dealers in your area. You can search for FFL dealers by your zip code or by state. Use our FFL finder to get in touch with a local FFL dealer in order to complete your firearms purchase, or sign up to be part of our FFL Dealer Network.”

Rimfire Plate Shooting Is Fun, Exciting, and Affordable

Shooting plates is fun. You get immediate feedback — “instant gratification” when you make a hit. When shooting steel inside 100 yards, we like to use .22 LR rimfire guns. The ammo is inexpensive, noise levels are lower (though you still need ear protection), and at close ranges there are fewer issue with ricochets and bullet splash-back. Additionally, for busy folks who don’t have time to reload, you can pick up a .22 LR rifle or pistol, grab a couple $5 boxes of ammo, and get to the range in a few minutes. The convenience means it is easier to shoot every week if you like.

SFC Joel Turner from the USAMU’s Action Shooting Team offers a few pointers on how to shoot plates quickly and accurately. He’s using a centerfire pistol, but the same principles apply for rimfire handguns. Click speaker icon to activate audio.

New .22 LR CP33 Pistol is Great for Plates
If you like shooting plates with rimfire guns, one of the better new pistols for the job is Kel-Tec’s CP33. We tested this interesting handgun at the 2019 SHOT Show Media Day at the Range, and were impressed. The pistol is big, but balances well. The sights are easy to see, and the full-length rail lets you easily mount a variety of optics. The trigger is surprisingly good — better than 90% of rimfire handguns out there. For the plates game, this “quad-stack” gun can handle long stages without mag changes. The standard clear-sided CP33 magazine holds 33 rounds of .22 LR ammo.

If you are interested in an affordable, but very accurate, high-capacity semi-auto rimfire pistol you should consider Kel-Tec’s new CP33. Shooting Sports USA (SSUSA) notes: “The rapid growth of rimfire competition in Steel Challenge has prompted some gun makers to enter the fray. Kel-Tec is one, and their new CP33 .22 LR pistol has a lot of potential.” Popular YouTube host 22 Plinkster tested the gun and reports: “This handgun has been 100% reliable IF I load the magazine the right way… and it’s pretty dog-gone accurate.” The video below shows the best way to load the 33-round magazine:

SSUSA’s testers tried the pistol with a variety of ammo and it consistently shot about one-half-inch for five shots “from a 25-yard sandbag bench rest using the iron sights.” SSUSA noted that the gun disassembles quickly and easily by removing one central pin. That’s a nice feature.

Overall SSUSA’s tester, Chris Christian, was impressed with the gun, saying it balanced well and the sights aligned naturally: “…the neutral-balance-point grip produced an almost instinctive sight alignment.”

Christian used the CP33 in a 6-stage Steel Challenge Match, and did well: “I decided to shoot Rimfire Pistol Iron (RFPI) and used the CCI Mini-Mag. The high-speed ammo ran perfectly. [T]he bright sights and handling qualities let me finish top among iron-sight shooters and even hold my own with C and B class rimfire pistol shooters using optical sights. It would be interesting to put a reflex sight on the gun, and maybe even shoot some Bullseye with it.”
