With the Presidential election looming, the stakes have never been higher. In addition, Biden and Harris have called for new gun taxes, while Harris has advocated banning guns by Executive Action — rule by fiat, bypassing the legislative process.
Each day, on Facebook, the NRA National Firearms Museum showcases something special from the Museum collections. A while back the Museum displayed a trio of snakes — three very special Colt Pythons. Make no mistake about it — leaders of the Democratic party want to dismantle the Second Amendment and impose devastating new restrictions on gun owners. Companion Bills currently in Congress will require a Federal License to own ANY Firearms. The first line of the identical bills, H.R.5717 and S.3254, mandates a federal license for any American to legally “purchase, acquire, or possess a firearm or ammunition”. Yes you can’t even own ammo without a Federal license. Morever, to obtain such a license, citizens can be subject to psychological/character exams so that bureaucrats can “make a determination of suitability”. Such requirements effectively destroy the Second Amendment. Imagine if you had to obtain a license to vote, or pass a psychological “determination of suitability” before you could attend your church.
These companion bills, which have been endorsed by Joe Biden and his running mate Kamala Harris, represent the greatest legislative threat to the gun rights in the history of the country. Biden himself has called for the banning of AR15s and other modern sporting rifles, while Harris has advocated the use of Executive Action to confiscate semi-auto rifles (as was done recently in Canada).
The Jews for the Protection of Firearms Ownership (JPFO.org) have analyzed these companion bills in Congress. The JPFO states that this legislation’s “character [and] suitability” requirements for licensing would effectively eliminate the Second Amendment: “The Bill of Rights’ ban on infringement would be ignored… Unelected bureaucrats will literally choose who can bear arms [and] all existing arms in private hands will be subject to confiscation.”
The Democratic-sponsored gun control legislation, H.R.5717 and S.3254 will require current and future gun owners to pass psychology and character tests to continue owning the firearms they already legally possess. When asked, legal experts have been unable to describe how this could be applied fairly and predictably. America has an estimated 100 million gun owners. That number has grown dramatically in 2020 because of citizens’ fears over large scale rioting and intimidation by BLM and Antifa, and the demands by Democrats to “defund the police”.
The first line of the identical bills, HR5717 and S3254, requires a federal license for any American to legally “purchase, acquire, or possess a firearm or ammunition”. This is de facto infringement.
To obtain this license you would need to prove to unelected officials that you are of “sound mind and character”, you do not “potentially create a risk to public safety”, and you meet “any other requirements the State determines relevant”. Authorities, “make a determination of suitability”, for your possession and ownership of firearms, including any you currently own.

Gun Violence Prevention and Community Safety Act of 2020
This bill makes various changes to the federal framework governing the sale, transfer, and possession of firearms and ammunition. Among other things, the bill does the following:
— Requires individuals to obtain a license to purchase, acquire, or possess a firearm or ammunition;
— Raises the minimum age — from 18 years to 21 years — to purchase firearms and ammunition;
— Establishes new background check requirements for firearm transfers between private parties;
— Requires law enforcement agencies to be notified following a firearms-related background check that results in a denial;
— Creates a statutory process for a family or household member to petition a court for an extreme risk protection order to remove firearms from an individual who poses a risk of committing violence;
— Restricts the import, sale, manufacture, transfer, or possession of semi-automatic assault weapons and large capacity ammunition feeding devices;
— Restricts the manufacture, sale, transfer, purchase, or receipt of ghost guns (i.e., guns without serial numbers);
— Makes trafficking in firearms a stand-alone criminal offense;
— Requires federally licensed gun dealers to submit and annually certify compliance with a security plan to detect and deter firearm theft;
— Removes limitations on the civil liability of gun manufacturers;
— Allows the Consumer Product Safety Commission to issue safety standards for firearms and firearm components;

Introducing the Hybrid-X Shooting Rest
The new, patent-pending Hybrid-X front rest from 21st Century Shooting is a true hybrid between a joystick and a traditional “wheel” rest. Windage (left/right point of aim) changes are made via a control stick that extends back to the shooter. This control stick travels on a horizontal plane. Elevation is controlled through a knob on the end of the control stick, OR a large, traditional wheel on the post. So you have TWO elevation control options — the Big Wheel or the smaller knob on the end of the control rod.
The entire central assembly of the rest is mounted on a circular plate that is mounted in the base plate. This central assembly and plate is called the Target Acquisition System or “T.A.S”. This allows the user to easily self-align the rifle and rear bag by simply loosening a few levers. Self-alignment will help minimize set-up time and improve repeatability by eliminating binding of the rifle in the shooting bags. In addition, this will allow for rapid windage adjustment if needed to acquire a target. This really is an important advancement — you can simply place the rest on bench or ground, and then use the T.A.S. function to get perfect target alignment. No more trial and error placing the rest multiple times to get the correct orientation to the target.
The Hybrid-X design team tells us: “Smooth operation and ease of control are what this rest represents. The utilization of a ball screw plus bearing block provides glass-smooth elevation adjustment. And the elevation is stable.” Guys, this is important. Unlike some joystick rests which move when you release the joystick, on the Hybrid-X, the cradle holding your rifle does not “droop” when you release the Hybrid-X control stick. Repeatability from shot to shot is provided by the rock-solid platform and the fact that elevation does NOT change when you let go of the control stick.

Field Test of New 21st Century Rest in Competition

I would like to first start out by saying “Thank You” to all the persons involved at 21st Century Shooting for getting me this new rest. I used the new rest for the first time on Friday, August 7, 2020 for a team match in The Michigan State Long Range Team Match Championship. My team took first in the F-Open Division and I had a very quick learning curve with the rest. Saturday, I again used the rest for the Michigan Long Range/F-Class Regional individual matches. We shot one match and called the rest of the day due to weather concerns. Sunday we came back for three matches.
As the day progressed, the winds came up and starting switching considerably more and I put the new rest to work. I was able to concentrate on wind switches, feeling very confident that the gun was staying where I put it in the rest and on target. Adjustments were very smooth and I was able to shoot multiple shots with no elevation changes. The controls are in a position where you can get behind the gun and not have to reach out for changes. Yes the rest performed great — I was able to come from behind to take a one-point win in the F-Open Division. I believe the new rest from 21st Century Shooting made a significant difference for me. In the future, I hope the Hybrid-X rest will help advance my shooting game.

BAT Machine Company Was Started 29 Years Ago
Back in 1991, Bruce Thom started BAT Machine Company, which was incorporated later in 1996. Bruce’s shop stared with manual machines, quickly moving to CNC machines later in the 1990s. BAT Machine quickly achieved a following among benchrest shooters for crafting superb actions that exhibited flawless function and superb machining. Those qualities, benchrest competitors realized, helped produce tiny groups, win matches, and set benchrest records. BAT Machine now makes rifle actions for a wide variety of disciplines: F-Class, PRS, ELR, hunting, and of course short- and long-range benchrest.
BAT Action Body Machining Stages
As shown in the video, here are the major stages for the fabrication of a BAT Machine receiver body:
1. Start: raw 17-4 stainless round bar (higher toughness than typical barrel/receiver steel)
2. Heat treat
3. Bore central hole (for EDM wire), face ends
4. EDM machining (cut bore and raceways)
5. True OD, cut receiver threads and lug seats
6. Cut tang and related features
7. Finish machining including body OD, integral lug (if equipped)
Final Production Stages — Polishing and Deburring
After the receiver body and bolt are machined, they go through a deburring and polishing process.
In the image above you can see the stages. At left is a receiver body straight from machining. Some hand work is typically performed to break interior edges that are sharp from machining. In the center, the receiver shows can see the initial polish stage. During this stage, machining marks are removed by coarse polishing. Additionally for receivers that will be nitrided, that will be done next. But for actions that are NOT nitrided, a final polish brings the parts up to a high luster, as show on the right.
After polish (and nitriding if that applies) the bolts and receivers get a finish assembly, and testing for proper smooth functioning. The receivers are then registered with the ATF and shipped to the customer.

If you make a donation to the NRA-ILA, your donation will be matched, dollar-for-dollar, by these six companies. If you give $50, they give $50. If you give $100, they give $100. Can’t find Hodgdon Varget on dealer’s shelves? then consider IMR 4166. This Enduron series powder is temp-stable and accurate. It also offers good load density and meters reasonably well. Importantly, it seems to be a good substitute for “unobtanium” Varget powder. On the official Hodgdon/IMR burn rate chart, IMR 4166 is between H4895 and Varget. Some of our Forum members have reported excellent results with IMR 4166 in cartridges that work with Varget, such as the 6mmBR, 6 Dasher, 6.5×47 Lapua, and .308 Win. One member wrote: “in my 6.5×47 … IMR 4166 gives speeds and accuracy pretty much exactly the same as Varget.” And other shooters have observed reduced copper fouling with Enduron series powders, so IMR’s Enduron anti-fouling chemistry does seem to work.
Where to Find IMR 4166 Powder Powder Valley Inc. (PVI) and Midsouth Shooters both have plenty of IMR 4166 in stock right now. IMR 4166 performs well in the .308 Win (for bullets up to 175 grains) and in 6mm cartridges running the heavier (95-107gr) projectiles.
