San Francisco Politicians Forced to Abandon Attack on NRA

The National Rifle Association (NRA) declared victory in San Francisco last week, after Mayor London Breed formally disavowed key provisions of a municipal resolution that signaled the blacklisting of contractors linked to the Second Amendment advocacy group.

On September 3, 2019, the San Francisco Board of Supervisors, which runs the City and County of San Francisco, unanimously approved a resolution that called for the City to investigate ties between its contractors/vendors and the NRA. The SF Board’s resolution declared the NRA was a “domestic terrorist organization.” Not surprisingly, the NRA sued.

On September 9, 2019, less than a week after the resolution was enacted, the NRA challenged it as government action attacking its First Amendment rights. In its filing, the NRA called the resolution a “blacklisting” measure, and urged San Francisco’s Federal court to “step in and instruct elected officials that freedom of speech means you cannot silence or punish those with whom you disagree.”

Late last week, rather than await “instruction” from a court, San Francisco Mayor London Breed backed down. In a formal memorandum to City officials, she declared that “no [municipal] department will take steps to restrict any contractor from doing business with the NRA or to restrict City contracting opportunities for any business that has any relationship with the NRA.”

San Francisco Mayor Breed is the “Mayor for All San Franciscans”, unless, of course, you are a Republican, or a firearms owner, or an NRA contractor, or a supporter of the Second Amendment.

“The [Mayor’s] memo serves as a clear concession and a well-deserved win for the First and Second Amendments of the United States Constitution,” says William A. Brewer III, counsel for the NRA. “It is unfortunate that in today’s polarized times, some elected officials would rather silence opposing arguments than engage in good-faith debate.” “The NRA will always fight to protect our members and the constitutional freedoms in which they believe”, added NRA CEO Wayne LaPierre.

The NRA’s challenge to a similar ordinance in Los Angeles remains pending. Last month, the city’s motion to dismiss was denied in its entirety by Dederal District Judge Stephen V. Wilson, who found that the NRA had stated a clear First Amendment claim.

Winchester Will Operate Lake City Army Ammunition Plant

Lake City Army Ammunition ammo plant ATK Northrup grumman Winchester OlinBig News in the ammo industry! At the Lake City Army Ammunition Plant, Northrup Grumman is out, and Winchester is taking over.

Olin Corporation (NYSE: OLN) announced that its ammunition division, Olin Winchester, LLC (“Winchester”), has been selected by the U.S. Army to operate and manage the Lake City Army Ammunition Plant in Independence, Missouri. Winchester will be taking over in the fall of 2020. Winchester’s Lake City contract has an initial term of seven years and may be extended for up to three more years, which would put Winchester in charge of the plant for a full decade.

Prior to its acquisition by Northrup Grumman in 2018, Orbital-ATK ran the plant since 2000, initially as Alliant Techsystems (ATK). Before that, Winchester previously operated the Lake City facility from 1985-2000, so Winchester knows this facility. Following a one-year transition period, Winchester will assume full operational control of the Lake City plant on October 1, 2020.

The Lake City plant, which began production in 1941, is the primary provider of small-caliber U.S. military ammunition for training and combat use. The plant produces as many as 2 billion rounds per year. The plant, encompassing nearly 4,000 acres, also serves as a national and regional test center for ammunition performance and weapons firing.

Orbital-ATK Was Losing Millions at Lake City in Recent Years
The Lake City contract was a huge financial problem for Orbital ATK, now a division of Northrup Grumman. Orbital ATK was losing money on its plant contract, due to the high cost of materials. KCRU.org reported:

“Orbital ATK, the defense contractor that ran the Lake City facility from 2000 until it was bought [in 2018] by Northrop Grumman, stunned investors on August 10, 2016, when it announced it wouldn’t be able to file its quarterly earnings report on time. Orbital ATK stock plummeted more than 20%. Institutional investors… filed a class-action lawsuit alleging the company fraudulently hid the fact it was losing hundreds of millions of dollars on its massive, multi-year Army contract. [Orbital ATK] eventually said it expected to lose $373 million on the contract.”

Michelle Gallagher is one of the nation’s top rifle shooters and team coaches. A past Long Range National Champion, Michelle is part of America’s “First Family” of Shooting, being raised by Mid Tompkins and Nancy Tompkins, both rifle champions in their own right.

Michelle, who works for Sierra Bullets, was at the 2019 F-Class National Championships in Raton, New Mexico. At the event, Michelle captured some great photos of the competitors and the New Mexico countryside at the NRA Whittington Center. Honored American Veterans Afield (HAVA) is a volunteer organization that provides hunting and shooting experiences for American military veterans and injured active military personnel. HAVA has sponsored events in Texas, Georgia, South Dakota, Montana, North Carolina, California, Washington, Florida, and other states. HAVA was conceived and organized in 2007 by shooting sports industry executives to help the healing and re-integration of disabled veterans and injured active military back into normal American life through participation in outdoor events.

One of the most recent HAVA events was the 7th Annual HAVA/Rockcastle Family Day at the Park City, KY shooting complex on Saturday, September 14, 2019. Over 300 disabled veterans, family members, and volunteers assembled to share a day of shooting, winning prizes, eating good food, and enjoying fellowship with other military veterans who have bravely protected the American dream.

Every year, HAVA conducts a series of hunting and shooting events for groups of disabled veterans and injured active military. Many of these events include instruction by world-class shooting experts, such as Jerry Miculek. Airline Travel with Firearms — What You Need to Know

With hundreds of readers traveling home this week from the 2019 F-Class Nationals in Raton, NM, and many others planning hunting trips out of state, we thought we’d repeat an article providing important information about air travel with firearms. If you will be flying with firearms this fall, you should read this article. You need to familiarize yourself with current Federal Regulations on gun transport before you get anywhere near an airport. Thankfully, the Transportation Security Administration (TSA) has a web page that states the important requirements for airline passengers traveling with firearms* and/or ammunition.

You’ll want to visit the TSA Firearms and Ammunition webpage, and read it carefully. In addition, before your trip, check the regulations of the airline(s) with which you will fly. Some airlines have special requirements, such as weight restrictions.

Here are the TSA’s key guidelines for travel with firearms:

Weigh your gun case and ammunition
Most airlines will allow up to 11 pounds of ammunition. And, like any luggage, you will be charged more for any baggage weighing more than 50 pounds. This sounds like a lot, but when traveling to the Crimson Trace Midnight 3 Gun competition last year, my case with shotgun, rifle, pistol and ammunition tipped the scale past the 50 pound mark.

Pack ammo in the same locking case
This is another area that’s misunderstood and full of internet myth. Your ammo just needs to be stored in some type of safe container and not loose. Technically, you can keep ammunition in magazines, but I wouldn’t recommend it. It meets the letter of the law storage requirement, but too many airline and TSA agents will give you grief. Use a plastic ammo box or original cardboard packaging and you’ll be fine carrying that in the same lockable case as your gun.
