The shooting world lost a good man last night, Dick Davis of McMillan Fiberglass Stocks. Prior to his recent retirement from McMillan, Davis helped thousands of shooters choose and configure their stocks. Friendly, courteous, and always helpful, Davis had a vast knowledge of the shooting industry that he shared with all he met. We at AccurateShooter.com were privileged to have worked with Dick Davis on many interesting projects. We are saddened at his passing.
Remembering Dick Davis

No one reaches adulthood in this world without losing someone close to them and we here at McMillan Fiberglass Stocks are no exception. Last night Dick Davis passed away. Dick had suffered from a heart murmur all of his life though you wouldn’t know it. He climbed three of the highest peaks in North America, was Mountain Search and Rescue, was an avid competitive shooter, set a World Record in 1000-yard benchrest, was absolutely the most knowledgeable person I have ever met when it came to firearms of all types, and he raised three great kids. It was ultimately his tired heart that gave out on him.
He came to work for us in 1986 and quickly worked into a position as General Manager. He maintained that position for the rest of his career with McMillan. He took three brief years to spread his wings a little in the late 1990s to work with Lazzeroni, but realized, as I did, his real place was with the McMillan Family. He was responsible for a tremendous amount of the growth we experienced over the last 30 years and though he officially retired last year, he had and always will remain a part of the McMillan Family.
I, and everyone that knew Dick, have lost a great friend. There will be stories told around this industry for years to come of what a nice guy and how knowledgeable he was. He will now watch over this business along with my mother and father.
He will be sorely missed.
SHOT Show Interview with Dick Davis
For those who never met Dick Davis, and benefited from his great knowledge of stock design and construction, we’re running this video we filmed with Dick back in 2011. Dick reviewed the features of McMillan’s A3 sporter stock introduced that year. Dick told us: “The tactical shooters have been bugging [us] for years for a hunting stock they can shoot offhand”. For its new A3 Sporter, Dick explained that McMillan modified the butt and the fore-arm to create a better platform for hunters.
Yes, F-Classers, it’s time for the Nationals. Is your ammo loaded? Scope zeroed? The 2016 NRA F-Class Nationals will be held in Lodi, Wisconsin at the Winnequah Gun Club from September 23 through October 1, 2016. This will be a combined Mid-Range and Long Range event, with the Mid-Range activities running September 23-27, followed immediately by the Long-Range Nationals which conclude October 1, 2016. F-TR and F-Open shooters will compete for both individual and team honors. Here is the schedule:
Electronic Scoring at F-Class Championships This is big news. For the first time ever in the USA, electronic (sonic-sensor) targets will be used for both the Mid-Range and Long Range F-Class National Championships. NOTE: These are NOT like the self-contained Kongsberg target systems at the CMP’s Talladega Marksmanship Park.
At Lodi, Competitors will still aim at conventional paper target faces but sonic sensors on the target frames will allow instant shot plotting and scoring. This target system was developed by Silver Mountain Targets of Canada. The Silver Mountain system uses sonic sensors (essentially high-tech microphones) to triangulate shots with great precision. Monitors will be positioned at each firing station. The Silver Mountain system has been extensively tested and the match directors have hard-wired the target “brains” back to the scoring center to ensure reliable communications. Before the championship, match officials will be conducting a mandatory class on the operation of the electronic target monitors.

Kenny’s World-Beating 7mm RSAUM Load
For his 7mm RSAUMs Kenny loads Hodgdon H4350 powder and Federal 215m primers into Nosler or Norma RSAUM brass. In the RSAUM he runs Berger 180gr Hybrid bullets seated “just touching” the lands. Kenny is very precise with his charge weights. Using a Sartorius Magnetic Force Restoration scale, Kenny tries to hold his powder charges to within 1-2 kernels charge-weight consistency.
Have shortages of .22 LR rimfire ammunition (and high .22LR ammo prices) caused shooters to switch to airguns? Unlike rimfire ammo, pellets are readily available and inexpensive. Moreover, air is free, most airguns can be safely fired indoors, and premium air rifles are surprisingly accurate out to 25m or so. Given those factors, one might think many sportsmen would shift from .22 LR shooting to airgun shooting, at least for plinking and short-range target work. But it looks like there has NOT been a significant exodus from the rimfire ranks. According to a recent survey, 75% percent of shooters have NOT done more air rifle shooting due to shortages of .22 LR rimfire ammo.
Shooter Survey Results
Of more than 4,500 shooters surveyed by ShooterSurvey.com, 40% reported shooting an air rifle in the past 12 months. In that same time span, 33% of those same sportsmen would have purchased more .22 LR ammo had it been available and 17% said they were not able to buy all of the rimfire ammo they wanted. So did those shooters stymied by the shortage opt to shoot air rifles more as a substitute for their rimfire rifles?
Interestingly, 75% of shooters surveyed said that rimfire ammo shortages had no impact on how much they shot air rifles. They would have shot air rifles the same amount. Eighteen percent, however, reported they would have shot air rifles less had they been able to buy more .22 ammo. Only 5% of respondents said they would not have shot air rifles at all had they been able to purchase more rimfire ammo at affordable prices.
“It would appear the recent shortage of .22-caliber ammunition has some impact on increased air rifle use, but maybe not as much as some people would expect. Airguns, it seems, are popular among a portion of today’s shooters on their own merits,” says Rob Southwick, president of Southwick Associates, which designs and conducts the surveys at HunterSurvey.com, ShooterSurvey.com and AnglerSurvey.com.

There has been a hue and cry on some internet sites about changes in smokeless powder classifications by the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Writers have been concerned that recent interpretations by the ATF would make it much more difficult to store and transport reloading powders, which in turn could lead to price increases and/or powder shortages. Concern arose over the potential re-classification of “wetted” Nitrocellulose as a “high explosive”. Since “high explosives” are subject to more stringent rules, such re-classification would alter the way common smokeless propellants could be lawfully stored and transported.
Thankfully, there is good news. On August 31st the ATF issued an Addendum to its June 16 ATF Explosives Industry Newsletter saying that its policies regarding smokeless powders containing Nitrocellulose will not change… at least for now:
Based on this “Addendum”, it seems the ATF has tabled its proposal to classify Nitrocellulose-based smokeless powders as “high explosives”.
The NRA Institute for Legislative Action (NRA ILA) confirms that the ATF has backed off, so that current practices for powder storage and transport can continue unchanged. Thus hand-loaders should NOT face an impending powder shortage and/or price hikes. Here is the NRA ILA’s report:
ATF Delays Any Changes to Nitrocellulose Regulation
Earlier this summer, ATF released an Explosives Industry Newsletter that changed the agency’s treatment of nitrocellulose, the primary component in smokeless powders used in modern ammunition. This change had the potential to seriously disrupt ammunition supply in the United States because it changed a long-standing ATF policy that exempted properly “wetted” nitrocellulose from treatment as an explosive under federal law.
NRA and [shooting industry representatives] raised these concerns to ATF and any change in ATF’s treatment of nitrocellulose is now officially delayed. In an addendum to the earlier newsletter, ATF announced that it “will conduct further industry outreach concerning wetted Nitrocellulose. In the interim, previously authorized industry practices concerning wetted Nitrocellulose will NOT be affected.”
While the addendum doesn’t indicate that ATF has permanently abandoned this change to nitrocellulose regulation, smokeless powder manufacturers will be permitted to continue normal operation, at least for the time being. NRA will continue to work to ensure that any future change to nitrocellulose regulation will not affect ammunition supply.
ATF Industry Newsletter Caused Concern
The cause for firearms industry concern was the ATF’s statement about Nitrocellulose published in the June 2016 ATF Explosives Industry Newsletter. The key language is shown in the right column below. According to the NRA ILA, the ATF has, at least for the time being, decided NOT to change its policies regarding the storage and transport of “wetted” Nitrocellulose. Accordingly, “smokeless powder manufacturers will be permitted to continue normal operation”.

Since its inception, the NRA Foundation has funded over 41,000 grants totaling over $300 million. Grants went to qualified local, state and national shooting sports programs, hunting and conservation programs, Second Amendment education and for the preservation of historical firearms.
Grant money comes from generous donors and volunteer fund-raising efforts. Through its Grant Program the NRA Foundation seeks to: 1) Promote shooting sports and hunting safety; 2) Help educate individuals in proper firearms use and marksmanship; and 3) Enhance shooting range facilities and support active shooting sports organizations.
Range Improvement Grants
Helping clubs improve shooting range facilities is one of the main missions of the NRA Grant Program. Such programs might include: Berm improvements (example below), Clubhouse improvements, Covered firing lines, Road improvements, Trap Machines, and other permanent improvements to club properties and/or facilities.
Earlier this summer, California Governor Jerry Brown signed six restrictive new gun laws. Less than 24 hours after they arrived on his desk, Brown signed six anti-gun bills railroaded through the Democratic-controlled California Legislature. This legislation imposes many new burdens on California gun-owners and criminalizes conduct that was heretofore legal. With little public debate, these bills were rushed through the legislative process. And now Californians are facing the disturbing consequences.

SB 1235 (Ammunition Purchase Bill): This new law requires the California Department of Justice (DOJ) to record ammunition vendor and ammunition purchaser information. This ill-conceived legislation has caused much confusion. It is unclear how AB 1235 will affect mail-order purchases of loaded ammunition from vendors outside the state.
SB 1446 (Magazine Ban): SB 1446 which will require Californians to forfeit, destroy, or ship out of the state ALL firearms magazines that can hold more than ten rounds. Owners of legally-obtained magazines, previously “grandfathered”, will receive no compensation though they must give up their property. Those who fail to comply will be fined and charged with an infraction, a low-level crime. This magazine restriction goes into effect July 1, 2017.
Other California Gun Laws Signed by Gov. Brown:
AB 1135 (Levine) and SB 880 (Hall) Firearms: Assault Weapons – Expands the definition of assault weapons based on whether a semiautomatic firearm has a detachable magazine, banning thousands of popular firearms.
AB 1511 (Santiago) Firearms: Lending – Makes it illegal to loan a firearm to a person who is personally known to you (except for family members with restrictions).
AB 1695 (Bonta) Firearms: False Reports – Creates a 10-year prohibition on owning firearms for someone convicted of falsely reporting a lost or stolen firearm.
If you own a FN SCAR 17S rifle — check the serial number before you shoot it. FN America recently recalled hundreds of FN SCAR rifles. In an official Recall Notice, the gun maker stated that 471 SCAR 17S rifles are being recalled due to the possibility of catastrophic failure caused by defective bolts. Here are key terms of the 8/10/2016 FN SCAR Recall Notice:
FN America, LLC is recalling 471 of its FN SCAR® 17S rifles due to the possibility that certain products may have been assembled with a bolt that does not meet our hardness specifications. Firing may cause catastrophic failure of the rifle over a period of time. FN America shipped these SCARs July 28 and 29, 2016, and is hoping to contain the issue at the distributor level. In the event any of the affected SCARs have been sold to customers, FN America will reach out to those customers and warn them not to use their FN SCAR® 17S if it is one of the serial numbers being recalled. Failure to follow these instructions could cause injury or death.
Although no injuries have been reported as a result of this potential issue, FN America is advising customers to discontinue use of these rifles immediately and return affected products to FN America directly for inspection and possible retrofit with compatible bolts at no cost. FN America also advises all FN distributors to immediately return all recalled products currently in inventory to FN America[.]
