The 38th annual Gun Rights Policy Conference (GRPC), co-hosted by the Second Amendment Foundation (SAF) and Citizens Committee for the Right to Keep and Bear Arms, will be held Friday-Sunday, September 22-24, 2023, in Phoenix, Arizona. Friday, September 22: The conference begins with registration and an evening reception, 7-9 pm.
Saturday, September 23: The conference gets fully underway with panel discussions, individual presentations, and the annual awards luncheon. It’s an all-day event running from 8 am to 6 pm.
Sunday, September 24: The conference has more panel discussions and reports from 9 am to 1 pm.

CCRKAB Hopes Millions of New Gun Owners Can Aid Second Amendment Battle
First concern over the COVID-19 pandemic spurred a huge increase in gun purchases. And the civil unrest, rioting, and looting that followed the death of George Floyd caused countless citizens to seek armed self-protection. COVID-19 and the riots convinced millions of Americans to become gun owners for the first time. These citizens wanted to protect their families, homes, and businesses. The Citizens Committee for the Right to Keep and Bear Arms (CCRKBA.org) hopes that these new gun owners may aid the fight to preserve the Second Amendment and gun rights in the USA.
“Look at all of the new people who suddenly decided to exercise their Second Amendment rights to keep and bear arms”, observed CCRKBA Chairman Alan Gottlieb. “We’ve witnessed something that is nothing short of a sea change… about gun ownership. We’ve heard anecdotal reports from all over the country about people flocking to gun shops who had never before owned a firearm. Now that they are gun owners, we expect them to be very protective of their rights”.
March, April, and May 2020 saw record numbers of background checks, according to FBI data and information from industry sources. For example in April 2017, gun sales set an all-time record — up 71% from the pervious year.
Gottlieb added: “We welcome all of these new gun owners to the firearms community… many of them are minorities, especially black and female citizens … from all age groups. They can… gain a new understanding of our efforts to protect the one fundamental right that actually protects all of the other rights.”
“This new wave of gun owners could become a formidable force during this year’s election,” Gottlieb noted. “From now on, we expect millions of new gun owners to pay closer attention to candidates, and reject those who would trample on their Second Amendment rights. With legions of new gun owners ready to protect these newly-discovered rights, it could be a pretty scrappy election year…”

The Second Amendment Foundation and National Rifle Association have filed a lawsuit in federal court challenging gun control Initiative 1639 in Washington State, on several grounds. The lawsuit was filed in U.S. District Court for the Western District of Washington. In addition to SAF and NRA, plaintiffs include gun dealers and young adults in the affected age group.
The lawsuit challenges the measure on the grounds that it violates the commerce clause by banning sales of rifles to non-residents, and that it unconstitutionally impairs the rights guaranteed by the First, Second and Fourteenth Amendments, and Article I Section 24 of the Washington State constitution by preventing the sale to otherwise qualified adults under age 21 of certain rifles.
“We are also considering additional legal challenges,” SAF Executive Vice President Alan Gottlieb confirmed. “We are disappointed that too many Evergreen State voters were fooled into supporting this 30-page gun control scheme, despite overwhelming law enforcement opposition. This initiative is an affront to the constitutional rights enshrined in the Second Amendment and the Washington state constitution[.]”
“We’re determined to fight this egregious measure because constitutionally-protected rights should never be subject to a popularity vote,” he stated. “The wealthy elitists behind I-1639 want to turn a right into a regulated privilege. This measure was only designed to have a chilling effect on the exercise of a constitutional right by honest citizens while having no impact at all on criminals, and we cannot let it go unchallenged.”
I-1639, over 30 pages in length, is far-reaching. This measure basically defines virtually ALL self-loading long guns as “assault rifles”. This would even include popular .22 LR rimfire rifles such as the Ruger 10/22, Marlin 60, and Remington 597. In addition, I-1639 imposes draconian gun storage requirements, imposes new taxes on gun ownership, creates a state-controlled gun registry, and mandates annual “verification” of gun owners. “The NRA is committed to restoring the Second Amendment rights of every law-abiding Washingtonian,” said Chris W. Cox, executive director of NRA’s Institute for Legislative Action. “I-1639 violates the constitutional rights of law-abiding citizens and puts people at risk. This lawsuit is the first step in the fight to ensure that Washingtonians are free to exercise their fundamental right to self-defense.”
“The NRA will fight to overturn this unconstitutional initiative. We will not sit idly by while elitist anti-gun activists attempt to deny everyday Americans their fundamental right to self-defense,” concluded Cox.

The Second Amendment Foundation, joined by several other groups and individuals, has filed a lawsuit in Federal District Court in California, challenging that state’s laws prohibiting the possession, use or acquisition of so-called “large capacity magazines,” calling the state’s bans on magazines “hopelessly vague and ambiguous.”
Joining SAF are the Calguns Foundation, Firearms Policy Coalition, Firearms Policy Foundation and six individuals including one retired California peace officer. The lawsuit was filed in U.S. District Court for the Eastern District of California.
The lawsuit raises a constitutional challenge to California Penal Code § 32310, as recently amended by Senate Bill 1446 and Proposition 63, and Penal Code § 32390 (the “Large-Capacity Magazine Ban”). Collectively those laws require Californians to relinquish, forfeit, or destroy lawfully-obtained full capacity magazines. The penalties for non-compliance are severe. The lawsuit alleges that if these measures are enforced as applied, they would “individually and collectively prohibit law-abiding citizens from continuing to possess, use, or acquire lawfully-owned firearms, in common use for lawful purposes such as self-defense (inside and outside the home), competition, sport, and hunting.”
“What we see in the enactment of such laws,” said SAF founder and Executive Vice President Alan M. Gottlieb, “is continued erosion by the state of its citizens’ Constitutional rights guaranteed under the Second Amendment. When the U.S. Supreme Court incorporated the Second Amendment to the states via the 14th Amendment under the 2010 McDonald ruling, it automatically should have stopped this kind of prohibition.
“As we state in our lawsuit,” he continued, “this magazine ban fails to provide fair or even adequate notice to law-abiding gun owners of what they may do with their personal property without being subject to criminal sanctions. In effect, this ban amounts to a backdoor form of confiscation, in part, of bearable arms that are protected by the Constitution.”
“Enforcement of this ban,” Gottlieb concluded, “would immediately place thousands of law-abiding California gun owners in jeopardy of criminal liability and subjects their personal property to forfeiture, seizure and permanent confiscation, which is government taking, without due process or compensation. We cannot allow that to go unchallenged.”

Seattle recently passed a law imposing special taxes on the sale of guns and ammunition. Labeled a “gun violence” tax, the Seattle ordinance is designed to discourage firearms use and, presumably, drive gun and ammo vendors out of the city. City Council President Tim Burgess, author of the controversial Seattle ordinance, likened the gun/ammo levy to “sin taxes” on alcohol and tobacco: “We’ve been working on this for several years. We tax cigarettes and alcohol and even wood-burning stoves for public health purposes. Why not guns and ammunition?”
Opponents of the new law have taken the city to court. The NRA, Second Amendment Foundation (SAF), NSSF and other organizations have challenged the so-called “gun violence tax” recently passed by the Seattle City Council. A motion for summary judgment has been filed citing Washington State’s long-standing preemption statute which “fully occupies and preempts the entire field of firearms regulation within the boundaries of the state.”
Gun group lawyers argued that the city “is well aware of this restriction on its legislative power” because Seattle’s most recent attempt to regulate firearms was emphatically struck down by the Court of Appeals in the case of Chan vs. Seattle. (That lawsuit derailed an attempt by the city under former Mayors Greg Nickels and Mike McGinn to ban guns in city park facilities.)
“Seattle is trying to be too clever by half,” said SAF Executive Vice President Alan Gottlieb. “This so-called ‘gun violence tax’ clearly seeks to limit access to firearms and ammunition by imposing what amounts to a regulatory fee on the sale of all firearms and ammunition within City limits. The city can’t do that, and we’re confident the court will tell them so. In the final analysis, this is an attempt to skate around, and thus erode, our state’s model preemption law. That cannot be allowed to stand. The City of Seattle is not an entity unto itself, but still part of Washington State, and therefore the city has to abide by the same laws we all follow.”
