Dennis DeMille, past Camp Perry Champion and Creedmoor Sports General Manager, believes Service Rifle and High Power shooters can greatly benefit from Air Rifle cross-training with the AiR-15 . The Civilian Marksmanship Program (CMP) has developed a National Match Air Rifle (NMAR) discipline consisting of High Power-style matches shot at reduced distances with air rifles. NMAR is a multi-faceted air rifle competition fired indoors or outdoors on 10-meter ranges. NMAR events simulate High Power rifle shooting and are fired on reduced-size High Power rifle targets. At the CMP’s NMAR tournaments, you can use sporter, precision or AR-type air rifles to shoot in 10-meter standing and three-position (prone, sitting and standing) courses of fire that simulate outdoor High Power rifle shooting.

In 2009, to raise money for its defense budget, the Korean Defense Ministry announced plans to sell 87,000 M1 Garands to American collectors. Initially, it looked like there was a “green light” for the return of these historic arms, which were originally provided to South Korea by the American government. The rifles’ return was widely anticipated by American military rifle match shooters and gun collectors.
However, in March of 2010, the State Department blocked importation of the South Korean M1 Garands based on the expressed fear that the rifles would fall into the wrong hands. According to FoxNews.com, a State Department spokesman said that: “The transfer of such a large number of weapons … could potentially be exploited by individuals seeking firearms for illicit purposes.”
State Department Apparently Will No Longer Block Return of South Korean Garands
It looks like the State Department may have reversed itself. In response to pressure from Senator Jon Tester of Montana, the State Department now says that it will allow South Korea to return the rifles, once a qualified importer is selected. Sen. Tester’s office asserts that “the rifles will be sold in the U.S. through the Civilian Marksmanship Program” (CMP), which has sold many thousands of other surplus M1 Garands.
Sen. Tester declared: “From World War II to Korea and Vietnam, M1 Garand rifles played a crucial role in history. These American-made firearms will always be valued as collector’s items, and law-abiding Americans have the right to keep them under our Constitution’s Second Amendment. I’m glad the State Department listened to my concerns and those of America’s gun collectors.”
CMP States It Will NOT Sell Commercially Imported Garands
Senator Tester’s office has said the CMP will sell the Korean Garands. However, if the South Korean Garands are imported commercially, and NOT simply returned to the U.S. Army, it appears that these rifles would not be able to be sold or distributed by the CMP. Orest Michaels, CMP Chief Operating Officer, explained that the CMP would not re-sell commercially imported rifles:
“The CMP is not a firearms importer and we would not have any involvement of any kind in anything that may happen with these Korean rifles and carbines if they were ‘sold’ to an importer. The only way any rifle or carbine from any country can find its way to the CMP is if the country returns ‘loaned’ rifles back to the U.S. Army — at no cost to the U.S.[.] When that happens, the CMP ‘may’ possibly receive some of those rifles. Korea does not plan on returning (repatriating) any rifles to the U.S. Army, but plans to ‘sell’ these rifles to an importer. According to the recent news and rumors, the U.S. State Dept. has agreed to allow Korea to sell the rifles, even though the U.S. Army claimed the rifles and carbines should be returned to the U.S. Army at no cost. CMP will not have any involvement in this.” Michaels added: “There is no need to wait for the Korean Garands to make a purchase. CMP has plenty of M1 Garands for sale now.”
We commend the State Department for reversing its misguided policy blocking return of these historic arms. We wonder if this reversal can be attributed in large part to Tester’s efforts in Washington. After the State Department blocked the rifle’s sale in 2010, Tester drafted legislation blocking Executive-branch interference with importation of American-made guns that were originally provided to a foreign government. Tester, Chairman of the Congressional Sportsmen’s Caucus, also led efforts in the U.S. Senate to block U.S. funding to promote the United Nations Arms Trade Treaty.

 The NRA National Matches at Camp Perry, first held in 1903, have become a huge, national shooting sports festival with well over 6,000 annual participants. The National Matches include the CMP National Trophy Rifle and Pistol Matches, CMP Games rifle events and the NRA National Pistol, Smallbore Rifle and Highpower Rifle Championships. The matches are conducted jointly by the CMP, NRA and the Ohio National Guard.

Q: I was told the 4-person huts are very primitive. Are they really that bad?
A: FDShuster replied: “Yes, they really are that bad. Nothing more than a plywood, particle board “shelter” sitting on a concrete slab. Sitting out in the middle of an open field, in July and August, the temps in the huts will be very high. Plug-in electric outlets are available, so some bring a portable window air conditioner. If you would be able to reserve one of the newer units it would be closer to that of a motel room, a big jump up from a tent, and a whole ‘nuther world from the huts. My last times [at Camp Perry], I reserved an off-post motel room. Made the whole trip much more enjoyable, and I was actually able to sleep at night”.
RonD added: “The huts were made to house German WW II POWs. Take a sheet of plywood 1/2 or 3/4″ the size of the military bunks, or you’ll be sleeping on the floor( spring sag). I took a sleeping bag that I placed on top of the mattress, and put my sheets inside. Take your own pillow. You’ll need screw-in fuses for the outside exposed fuse block. Take 15-20-25-30 amp so you’ll have a variety. There is one light bulb in the center of the ceiling. Take a few spare bulbs. I took a box fan, cooler, card table, clothes line and clothes hangars, duct tape.”
Q: What about staying in the Modules or the Barracks?
A: The newer Modules, we’re told, are not available this summer. But the modern Barracks provide a good alternative. KenO writes: “They built new Barracks recently, and some of the shooters stayed in them last year and said they were real nice. Four beds to a room, and air conditioned. Same price as the huts.” KenO added: “I’ve stayed in the huts many times, but since they built the RV park, I have been staying there.”

CMP No Longer Issuing Ammo at CMP Matches
The CMP will no longer issue ammunition to competitors for the Garand, Springfield, As-Issued Garand, Carbine or any other CMP matches. This includes the National Matches and all Regional Games Events (Eastern/Western Games, Oklahoma Games, Georgia Games, etc.). Competitors may purchase ammunition at the match or bring their own. Ammunition will be for sale at all CMP National Matches at a special discounted match price. For the 2012 National Rimfire Sporter Match, Lapua will donate 50 rounds of .22LR ammunition to every competitor.

The folks at the Civilian Marksmanship Program (CMP) say that Hatcher’s Book of the Garand is a must-read for M1 Garand shooters, historians, and collectors. Available in both paperback and hardback editions, this book was written by Maj. Gen. Julian Hatcher, Technical Editor for the American Rifleman magazine.  Now through May 31, 2012, the Civilian Marksmanship Program (CMP) is offering Free Shooting at the CMP Anniston, Alabama or Port Clinton, Ohio indoor Marksmanship Centers. To qualify, print out the coupon below, and bring a friend to the range with you. You get in free (with coupon) while your friend pays the normal charge. This Free Shoot offer applies only to the Open Public Shooting sessions. Open Public Shooting in Anniston is on Tuesday 4:00 pm – 7:00 pm. In Port Clinton, the Open Shooting sessions are held Tuesday and Thursday evenings 5:30PM – 8:00PM, through the end of May. Both 80-point, 10-meter air gun ranges are fully equipped with electronic targets that accommodate air rifle, air pistol or National Match Air Rifle shooting. Rental equipment is available for a small fee.

 CMP 2012 Summer Air Rifle Training Camps and Clinics
Each summer the Civilian Marksmanship Program (CMP) sponsors a popular series of Junior Air Rifle Camps and Clinics to teach intermediate and advanced rifle marksmanship skills to junior shooters and their adult leaders. There are seven camp sessions (plus two outreach clinics) scheduled for 2012. The first session starts June 11, and the last session begins July 30, 2012. Detailed information about the camps and how to apply to attend them are listed on the CMP website. All camp sessions are one-week-long, three-position air rifle camps, with the exception of the Outreach Clinics and the Advanced Standing Camp. These summer camps fill up quickly, so if you know a young shooter who wants to attend, be sure he or she submits an application soon. Most of the camps cost $230.00 for the week.  We’re always pleased to spotlight outstanding performances by young lady shooters. A 16-year-old Alabama high-schooler recently broke six records while winning an important CMP competition. Earlier this month, 16-year-old Katlyn Bass of Daleville High School Army JROTC set six new sporter air rifle Junior and JROTC National records. Bass fired her record scores in Anniston, AL at the 2011 Gary Anderson Invitational 3-Position air rifle championship.
Katlyn Excels at All Three Positions
Bass’s qualifying score of 574-28 surpassed the open/overall 3×20 sporter record of 573 set by Micaela Jochum in 2006. Bass also set the Army JROTC record previously held by her former Daleville High School JROTC teammate Mikaelah Atchley (570-31). Bass also broke the records of Jochum and Atchley in the open/overall and Army JROTC 3×20 plus final with a combined score of 669.7, shattering the former mark by 5.9 points. Lastly, Bass broke both of Jochum’s Age Group II (15 & 16) records in the 3×20 and 3×20 plus final. Katlyn fired a 197-12 in prone, 184-6 in standing and 193-10 in the kneeling position for a total qualification score of 574-28. Katlyn’s final score of 95.7 secured her record-setting victory in the match. Well done, young lady!

The CMP has issued the following invitation to shooting team coaches and their team members:
 “You and your shooters are cordially invited to participate in the 2011 Gary Anderson Invitational, to be hosted at both the CMP Competition Center South in Anniston, Alabama, and at the CMP Competition Center North at Camp Perry, Ohio. The match is a junior three-position air rifle match that is a sanctioned CMP Cup Match and an outstanding competition opportunity for every school or junior club shooting team. This event is named after the former Director of the Civilian Marksmanship Gary Anderson, whose influence and guidance has significantly impacted the success of three-position air rifle shooting. We sincerely hope you and your team will join us in Anniston (Alabama) or at Camp Perry (Ohio) in December for a great competition.”

 Gary Anderson earned two Olympic gold medals, seven world championships, six world records, and 16 National championships. No other American has won more Olympic and world championship three-position rifle titles. Anderson transitioned from world champion to mentor — helping train thousands of US shooters, young and old, civilian and military alike. Anderson served as Director of Civilian Marksmanship from 1999 through December 2009. Today Anderson serves as DCM Emeritus for the CMP, President of the Board of USA Shooting, and Vice President of the International Shooting Sports Federation.

Carl Bernosky and Tyler Rico Top Field at Creedmoor Cup
Congratulations to Carl Bernosky (Match Rifle) and Tyler Rico (Service Rifle) — winners of the 2011 Western Creedmoor Cup, held October 19-23 at the Ben Avery Range outside Phoenix, AZ. Carl shot 2376-101X while Tyler tallied 2344-83X overall. Tyler was also the High Junior shooter for the match. If you see these guys, give them a pat on the back — they did a great job. Other Creedmoor Cup Category Winners were: Matthew Pitchon (High Senior, 2285-40X) and Sara Rozanki, (High Woman, 2325-56X).
