The Second Amendment Foundation and National Rifle Association have filed a lawsuit in federal court challenging gun control Initiative 1639 in Washington State, on several grounds. The lawsuit was filed in U.S. District Court for the Western District of Washington. In addition to SAF and NRA, plaintiffs include gun dealers and young adults in the affected age group.
The lawsuit challenges the measure on the grounds that it violates the commerce clause by banning sales of rifles to non-residents, and that it unconstitutionally impairs the rights guaranteed by the First, Second and Fourteenth Amendments, and Article I Section 24 of the Washington State constitution by preventing the sale to otherwise qualified adults under age 21 of certain rifles.
“We are also considering additional legal challenges,” SAF Executive Vice President Alan Gottlieb confirmed. “We are disappointed that too many Evergreen State voters were fooled into supporting this 30-page gun control scheme, despite overwhelming law enforcement opposition. This initiative is an affront to the constitutional rights enshrined in the Second Amendment and the Washington state constitution[.]”
“We’re determined to fight this egregious measure because constitutionally-protected rights should never be subject to a popularity vote,” he stated. “The wealthy elitists behind I-1639 want to turn a right into a regulated privilege. This measure was only designed to have a chilling effect on the exercise of a constitutional right by honest citizens while having no impact at all on criminals, and we cannot let it go unchallenged.”

This would even include popular .22 LR rimfire rifles such as the Ruger 10/22, Marlin 60, and Remington 597. In addition, I-1639 imposes draconian gun storage requirements, imposes new taxes on gun ownership, creates a state-controlled gun registry, and mandates annual “verification” of gun owners. “The NRA is committed to restoring the Second Amendment rights of every law-abiding Washingtonian,” said Chris W. Cox, executive director of NRA’s Institute for Legislative Action. “I-1639 violates the constitutional rights of law-abiding citizens and puts people at risk. This lawsuit is the first step in the fight to ensure that Washingtonians are free to exercise their fundamental right to self-defense.”
“The NRA will fight to overturn this unconstitutional initiative. We will not sit idly by while elitist anti-gun activists attempt to deny everyday Americans their fundamental right to self-defense,” concluded Cox.
The Second Amendment Foundation (www.saf.org) is the nation’s oldest and largest tax-exempt education, research, publishing and legal action group focusing on the Constitutional right and heritage to privately own and possess firearms. Founded in 1974, The Foundation has grown to more than 650,000 members and supporters and conducts many programs designed to better inform the public about the consequences of gun control.
Bad news for Washington State gun owners. The draconian gun-control initiative, I-1639, passed in this week’s election, with roughly 60% voter approval. Big changes are in store for the Evergreen State, starting January 1, 2019. According to Guns America, “I-1639 bans the sale of semiautomatic rifles to adults under the age of 21, creates a registry of gun owners, establishes a 10-day waiting period for certain purchases, holds gun owners liable for failing to secure firearms, and allows the state to charge a $25 fee on the sale of [broadly defined] ‘assault rifles'”.
The age restriction on gun purchases goes into effect January 1, 2019. The other provisions commence six months later, on July 1, 2019. Outdoor stores and gun-shops are getting ready for the new law, expecting confusion and some panic buying. “Now we’ve got a law that’s going to cause problems for us and it’s going to cause problems for consumers and the impact on crime is going to be zero. So there’s going to be a rush for people buying guns and beat the law to the punch but I think ultimately though it will have a negative effect for a while on gun sales” said Wade Gaughran of Wade’s Eastside Guns in King County, during an interview with KOMONews.
NRA and Second Amendment Foundation Will Challenge I-1639 in Court
Despite the election result, there is some hope. Gun rights groups plan to challenge I-1639 in court: “The Second Amendment Foundation (SAF) and the National Rifle Association (NRA) will be jointly filing a court challenge to I-1639 and the chilling effect that it has on the constitutional right to keep and bear arms,” said SAF founder Alan Gottlieb.

Alan Gottlieb explains that many negative aspects of I-1639 were not understood by voters. This initiative threatens privacy rights, and interferes with citizens’ ability to defend their homes. “Not only does the initiative discriminate against gun owners, it classifies common recreational firearms as ‘semiautomatic assault rifles’ and requires gun buyers to surrender their medical privacy in order to exercise a constitutionally-protected right.” I-1639 was pushed by the Seattle-based Alliance for Gun Responsibility, an extreme anti-gun advocacy group funded by billionaire dollars.
I-1639 was in fact so badly-drafted and extreme that even law enforcement organizations opposed this far-reaching anti-gun measure. In the weeks leading up to the election, the Washington State Sheriffs Association (WSSA), Washington Council of Police & Sheriffs (WACOPS), and Washington State Law Enforcement Firearms Instructors Association (WSLEFIA) all opposed I-1639.
As part of the NRA’s Tips & Tactics video series, Kristy Titus explains how to prepare for a hunt. Titus, co-host of the Team Elk TV show, is a certified instructor has hunted around the globe. She grew up in the outdoors, running pack mules in Oregon with her father. In this video, Kristy discusses fitness training and demonstrates field positions that can be employed during a hunt.
Kristy explains: “Hunting can lead you into some steep, rough country. It’s really important that you train both your body and your mind to handle the elements and the rigors of hunting. With no two hunting situations being the same, we must train to be adaptable and make the most of every opportunity. The most important aspect of hunting success, ultimately, is the person behind the rifle. So, if you plan on going on a mountain hunt, get out and train your body. Train with your firearm. Get off the bench and have some fun with this. Do some positional shooting or, if you want to add a stress dynamic… have someone put you under a time parameter.”
“When it comes to bolt-action rifle fit, there is no ‘one size fits all’,” says Titus. “When picking out your rifle [consider options] after the purchase to ensure you are as comfortable as possible.”

NRA Carry Guard Expo in Richmond CANCELLED
Ahead of Forecasted Landfall of Hurricane Florence
RICHMOND, Va. – The National Rifle Association (NRA) has cancelled the second annual NRA Carry Guard Expo, which was scheduled for Sept. 14-16, 2018 at the Greater Richmond Convention Center in Richmond, Virginia, due to the impending threat of severe weather associated with Hurricane Florence. The hurricane is now predicted to make landfall on the North Carolina coast late Thursday.
In a press release, the NRA stated:
“The cancellation was made in the interest of public safety due to the forecasted arrival of Category 4 Hurricane Florence in the mid-Atlantic region this forthcoming weekend, and the resulting declaration of a State of Emergency by the Governor of Virginia. This decision required careful deliberation and concern for the safety of attendees, exhibitors and others involved with the event.
Customers who purchased event tickets or tickets to paid workshops will receive refunds for their purchases.
Despite this major weather event being beyond human control, the NRA regrets any inconvenience caused by this decision. We look forward to welcoming guests and exhibitors next year to the 2019 NRA Carry Guard Expo, scheduled for Sept. 6-8, 2019, in Fort Worth, Texas.”

Regarding refunds, the Carry Guard Expo website states: “If you bought tickets, you will receive a full refund on any show admission, workshop(s), and Concealed Carry Fashion Show tickets purchased, as well as the ticket convenience fee (if applicable). NOTE: There is no action required on your part. Refunds will automatically be applied to the credit card used by the customer at the time of purchase. Please allow up to 5 business days for processing.”

The NRA World Shooting Championship will offer $250,000 in cash and prizes. Along with the $25,000 winner’s pay-out, there will be fat cash prizes for second and third place overall, High Lady, and High Amateur Junior. Then there are the rich prize tables. In 2017, the Amateur prize table held $100,000 worth of prizes. And last year the WSC added Ten (10) Random Drawings worth $400 each. These drawings, held during the WSC Awards Banquet, gave every competitor a chance to win cash, no matter what their event ranking.
Seen at the WSC: VuDoo Gunworks Tactical .22 LR Rimfire Rifles
The 2017 WSC included a side-match featuring Vudoo Gunworks .22 LR rimfire tactical rigs. Shooters were impressed with the V-22 rifle, which looks and feels like a centerfire rig, but with a rimfire repeater action running full-size mags.
Vudoo states: “Our V-22 also runs a full-size short action bottom metal (DBM) and our V-2210 magazine has a [full-size] AICS form factor. The V-22 is the only controlled-round-feed .22 LR receiver out there. The bolt has full capture control of the cartridge from the time it leaves the magazine until it ejects the spent round out the ejection port.” That means the round never touches anything during feed travel so the bullets won’t be nicked/dented during rapid cycling. Sean Murphy of Nightforce enjoyed shooting the Vudoo Gun Works .22s: “I’ll probably end up with one of their rimfires as it is a sweet setup.”
Last week, the Second Amendment Foundation and National Rifle Association filed a lawsuit against the City of Seattle and Mayor Jenny Durkan over adoption of a so-called “safe storage” requirement, alleging that it violates Washington State’s 35-year-old preemption statute, and is therefore unenforceable. Also named as defendants are the Seattle Police Department and Chief Carmen Best.
State law prohibits cities, towns and counties or other municipalities from adopting gun regulations that exceed state authority. The state legislature has sole authority to adopt gun laws including, but not limited to, registration, licensing, possession, purchase, sale, acquisition, transfer, discharge and transportation of firearms.
“The City of Seattle has been trying to erode state preemption almost from the moment [the preemption law] was passed back in 1985,” recalled SAF founder and Executive Vice President Alan M. Gottlieb. “When the city tried to ban guns from city parks facilities under former mayors Greg Nickels and Mike McGinn, SAF and NRA joined forces with other organizations to stop it, under the state preemption statute. We should not have to repeatedly remind Seattle that [it is] still part of Washington State and must obey the law.”
More Liberal Nonsense From Seattle’s Politicians
“Seattle seems to think it should be treated differently than any other local government when it comes to firearm regulation,” Gottlieb observed. “State preemption was adopted more than three decades ago to assure uniformity of gun laws from Ilwaco to the Idaho border. Seattle simply can’t break the law to adopt an ordinance as a political statement.”
“We’re delighted to once again be working with the NRA to protect Washington state law and the rights of gun owners who live in the state’s largest city,” Gottlieb concluded. Joining SAF and NRA in the lawsuit are two Seattle residents, Omar Abdul Alim and Michael Thyng, both firearm owners.

No FREE NRA Insurance — That’s a Change

The NRA has announced that Lt. Colonel Oliver North, USMC (Ret.) will become President of the NRA within a few weeks, a process the NRA Board of Directors initiated Monday morning.
North said he was eager to take on this new role. North is retiring from Fox News, effective immediately. “I am honored to have been selected by the NRA Board to soon serve as this great organization’s President,” North said. “I appreciate the board initiating a process that affords me a few weeks to set my affairs in order, and I am eager to hit the ground running as the new NRA President.”
The NRA Board acted quickly to begin the process for North to become President, after former NRA President Pete Brownell announced that, in order to devote his full time and energy to his family business, he had decided not to seek election to a second term.
Brownell wrote to the NRA Board: “Discussing this with Wayne LaPierre, he suggested we reach out to a warrior amongst our board members, Lt. Colonel Oliver North, to succeed me. Wayne and I feel that … a leader with his history as a communicator and resolute defender of the Second Amendment is precisely what the NRA needs. After consulting with NRA-ILA Executive Director Chris Cox, First Vice President Childress and Second Vice President Meadows, I can report there is extraordinary support for Col. North.”
“Pete has served the NRA with great courage and distinction,” LaPierre said. “I am grateful that he joined me in enthusiastically recommending Oliver North to the Board of Directors.”
Carolyn Meadows Will Serve as Interim NRA President
After the announcement, NRA First Vice President Richard Childress informed the board that he had multiple commitments in the next several weeks and was unable to be immediately available to serve as interim President. The Board then selected Second Vice President Carolyn Meadows to serve as its interim President. Meadows will step aside in a few weeks, when Lt. Col. North is prepared to take on his new role as NRA President.

Guided by NRA President Pete Brownell, the NRA Mentor Initiative is designed to bring new participants, of all ages, into the shooting sports. The aim is to expand interest in firearms, with the goal of fostering hunting, competitive shooting, and support for Second Amendment rights.

We actually prefer to start novices at an outdoor range, shooting .22 LR rimfire rifles. Indoor ranges tend to be dark and noisy. The outdoor experience is more like a day at the park.
