EDITOR’s COMMENT: This is an interesting new business model. Time-based rentals of sports/hobby gear have worked in other industries. You can rent a motorcycle, or a bass boat, or an RV after all. The concern we have with Vulcan Circle comes down to potential liability for damage or even normal “wear and tear”. Scopes used on hunting trips or Gun Games can easily get scratched or damaged. If that $3500.00 Schmidt & Bender scope gets busted, who pays? And how much? Before he retired, Forum member Ron D. served as a Police Officer assigned to Chicago’s O’Hare airport. Ron offers some excellent advice for shooters traveling with firearms and expensive optics.
First, Ron explains that airport thieves can spot bags containing firearms no matter how they are packaged: “Don’t think you’re safe if your guns are placed in cases designed for golf clubs or trade show items. Baggage is X-Rayed now and cases are tagged with a special bar code if they contain firearms. It doesn’t take long for bad guys to figure out the bar coding for firearms.”
Carry-On Your Scopes and Expensive Items
Ron advises travelers to avoid placing very expensive items in checked baggage: “When traveling by air, carry on your rangefinder, spotting scope, rifle scope, medications, camera, etc. You would be surprised at the amount of people that carry-on jeans and shirts, but put expensive items in checked baggage. Better to loose three pairs of jeans than some expensive glass.”
Mark Bags to Avoid Confusion
Ron notes that carry-on bags are often lost because so many carry-on cases look the same. Ron reports: “People do accidentally remove the wrong bag repeatedly. I frequently heard the comment, ‘But it looks just like my bag.’ When de-planing, keep an eye on what comes out of the overhead that your bag is in. It’s easy to get distracted by someone that has been sitting next to you the whole flight. I tie two streamers of red surveyors’ tape on my carry-on bag.” You can also use paint or decals to make your carry-on bag more distinctive.
Choosing a Rifle Transport Case
Ron advises: “Buy the best [rifle case] that you can afford. Don’t cry when your $3,000+ Benchrest rifle has a cracked stock or broken scope. Think about what it would be like to travel across the country (e.g. to Montana or the Cactus Classic) and arrive with a damaged rifle. Remember the Samsonite commercial. (For you younger shooters, it shows a monkey throwing the suitcase around in his cage at the zoo.) Baggage handling is NOT a fine art. There is no guarantee that your rifle case will be on top of all the other baggage. Then there is shifting of baggage in the belly of the plane. Ponder that for a while. Rifle and pistol cases must be locked. It doesn’t take a Rocket Scientist to figure out that a simple pry tool will open most case locks. There is not much that you can do to disguise a rifle case. It is what it is, and opportunists know this. Among thieves, it doesn’t take long for the word to get around about a NEW type of case.”
General Advice for Air Travelers
Ron cautions: “Keep your hands on your items before boarding. One of the most often heard comments from theft victims was, ‘I just put my computer down for a minute while I was on the phone.’ Also, get to the baggage claim area quickly. If your family/friends can meet you there, so can the opportunists. Things do get lost in the claim area. Don’t be a Victim. Forewarned is forearmed.”

The most important 2016 CMP rule change allows 4.5X (max) optical sights for Service Rifle shooting.
The new 2016 rulebooks for CMP-governed Service Rifle, Pistol and CMP Games shooting events have just been released. There are some very important changes for 2016, including the authorization of scopes for Service Rifle competition. You can download the new Rulebooks for free with the links below. NOTE: The most important 2016 Rules changes are indicated with underlined text in the new Rulebooks.
The big rule changes in the 2016 CMP competition rules concern the modernization of CMP Service Rifle standards. Starting in 2016, Service Rifle competitors will be able to choose between service rifles with traditional metallic sights or rifles with telescopes with a maximum of 4.5X magnification. These scopes may be fixed-power or variable, with max 4.5 power zoom. This rule change was coordinated with a similar rule change adopted by the NRA.
The CMP states: “The decision to legalize optical sights on service rifles was taken after several years of discussion and a recognition that U.S. military personnel no longer use anything but optical sights on their military rifles. CMP Service Rifle rules have traditionally tried to keep abreast of military rifle and training developments so opening Service Rifle shooting to optical sights became an inevitable change. To quote one comment received by the CMP, “It is very difficult now to say that as-issued ‘AR-15 or M16′ does not include telescopes.”
Another major change in the CMP Service Rifle rules will allow the use of a much wider variety of M16/AR15-type rifles. Legal service rifles will no longer be restricted to rifles that rigidly comply with the M16 service rifle profile. Starting in 2016, Service Rifles can be any “M16 U. S. Service Rifle or a similar AR15 type commercial rifle that is derived from the M16 service rifle design” and that complies with these restrictions:
Chambered for the 5.56 x 45 mm (.223) NATO cartridge.
Designed or modified for semi-automatic fire only.
Have either a gas-impingement system or a piston-operated gas system.
Have a barrel that is no longer than 20 inches, or 21 5/8 inches if the barrel has a flash suppressor.
Must use the same upper receiver and barrel for the entire match.
Have a trigger pull of at least 4.5 pounds.
Quad rails or similar hand guards are permitted, but the front sling swivel location must be fixed at 13 ¼ inches (+/- ½ in.) ahead of the forward edge of the magazine well (8.0 inches on M4 configured rifles).
Use standard service magazines or commercial equivalents.
Have a fixed or collapsible butt-stock that may vary in length and even be adjusted between firing stages. Butt-plates or cheek-pieces may not, however, be adjustable.
Have a standard A1 or A2 pistol grip.
Extended bolt releases and mirror-image left-hand receivers will be permitted.
No Weight Limit For Service Rifles
Before issuing its new rules, the CMP solicited comments. A substantial majority of competitors’ comments supported allowing optical sights and the broadening of the Service Rifle rule. The one rule change that most shooters opposed was a proposed weight limit for Service Rifles with optical sights. After considering these comments, the CMP Rules Committee rejected the the Service Rifle weight limit proposal. Accordingly, in 2016, there will be no weight limits for Service Rifles, whether they have optical or metallic sights.
Iron Sights and Optics Will Compete in the Same Class
The CMP considered having optics-equipped Service Rifles in a separate classification. That idea was rejected. So, for 2016 there will be ONE CLASS for all Service Rifles (both iron-sighted and scoped). The CMP observed that “the arguments for having one unified competitor category competing together for EIC points and Distinguished Badges prevailed. Having separate categories and one Distinguished Badge would have created nightmare administrative challenges. Having two categories and separate Distinguished Rifleman Badges for optical and metallic sighted rifles would have become a formula for diminishing the prestige of the traditional Distinguished Rifleman Badge. The final CMP decision was to keep one strong, unified Service Rifle event instead of two smaller categories[.]”
Rule Change Concerning Malfunctions (No more Alibis)
Another major Service Rifle rule change will abolish allowing extra time or refires for malfunctions. This change will save time because malfunction refires effectively double the length of time needed for rapid-fire relays in big matches. The main reason for this change is to place more responsibility on competitors for having rifles and ammunition that function with complete reliability. Comments received by the CMP concerning this change showed that it is controversial, but a majority of shooters supported the change. One shooter wrote: “The elimination of “alibis” is long overdue. It was always most frustrating to me when it takes longer to shoot rapid fire than slow fire.”

It’s December already. That means winter has definitely arrived — no doubt about it. If you plan to put away all or some of your firearms for the winter, here are TEN Tips for winterizing your firearms.
1. Bore Cleaning and Coating — Clean your barrels and neutralize any solvents you may have used. Then run a couple patches with a corrosion-fighter down the bore. We recommend Eezox or CorrosionX. Eezox leaves a glossy dry film shield with excellent rust resistance. CorrosionX is more like a conventional oil, but with special anti-rust additives. Other products may work well too. Just be wary of the “all in one” products that have a strong solvent, and don’t use any fluid that contains ammonia — this can actually promote corrosion. 2. Crown Inspections — After cleaning the barrel, inspect the crown with a magnifying glass. If you see any unusual wear, abrasion, or “shark’s teeth” at the very outer edge of the rifling, make a note — it may be wise to recrown the barrel next spring. Before you place your rifle in the safe, we recommend putting a piece of electrical tape or blue masking tape loosely over the muzzle to protect the crown. This is just to protect the delicate crown during handling — you are NOT trying to seal off the bore.
3. Optics Storage — If your gunsafe is crowded, you may wish to remove the optics and rings from your rifles before winter storage. You can use a white crayon to mark the ring position (on the rail) for next season. We recommend that you store your optics inside a warm part of your house, where temperatures and humidity are relatively stable.
4. Trigger Group — Inspect your trigger assembly. Trigger housings accumulate dirt, grit, and oily gunk over the course of a season. If you have some basic mechanical skills, you may wish to remove the trigger from the hanger and clean it per the manufacturer’s recommendations. Don’t flood it with any kind of thick oil.
5. Bolt and Action — Clean the gunk off your bolt and raceway in your receiver. Put a thin coat of anti-corrosion product on the bolt, and re-grease the lugs and camming surfaces as recommended by the manufacturer. Don’t forget the fasteners and pins on the action and scope rail — these may not be stainless even if you have a stainless steel receiver.
6. Use Thin Gloves — When oiling firearms during the winterization process, we recommend you wear thin latex or nitrile gloves. This will prevent you from leaving skin oils and acids that can actually promote corrosion. This will also protect YOU from any chemicals in the corrosion-blockers you put on your guns.
7. Applying Surface Protectants — For blued firearms, put Eesox or other rust-fighter on a cloth and wipe the barrel and exposed metal. Eezox works best with a couple light coats. Don’t forget iron sights, bottom metal, trigger guards, bolt handles, and sling swivels — they can rust too if not protected. Use Q-Tips or small swabs to reach small, internal parts.
8. Use Gun Sacks — We put rifles and pistols in Bore-Store Gun sleeves. These thick, synthetic-fleece sacks cushion your guns, preventing nicks and scratches. The breathable fabric wicks away moisture, and the fibers are coated with corrosion inhibitors to help fight rust. Bore-Stores are offered in a wide range of sizes, so you can find something to fit everything from a Snub-nosed revolver to a 32″-barrelled 50 BMG. Rifle-size Bore Stores can be purchased for $9.00 – $22.00 from Brownells.com or Amazon.com. While we prefer Bore-Stores for regularly-used guns, if you have heirloom firearms that will be kept in storage for very long periods without seeing any use, you may want to grease them up and place them in the thin, but rugged three-layer storage bags sold by Brownells. Here’s one VITAL bit of advice for using these bags. Be absolutely sure, before you seal up the bags, that your guns are DRY and that all metal surfaces have been coated with an effective rust-blocker, such as BoeShield T9 or Eezox.
9. Take Your Guns OUT of Foam-lined Cases — These common foam-lined cases are Rust Magnets. This may be the most important Tip in this article. Just about the worst thing you can do in the winter (short of leaving your rifle outside in the rain) is to store firearms in tight, foam-padded cases. The foam in these cases actually collects and retains moisture from the air, acting as the perfect breeding ground for rust. Remember, those plastic-shelled cases with foam interiors are for transport, not for long-term storage.
10. Make Your Gun Safe Ready for Winter — If you don’t have a Goldenrod (or equivalent), buy one. Sold as a “dehumidifier”, the Goldenrod is a simple electrical element that can maintain temperature in your gun vault. This helps prevent moisture in the air from condensing on your guns. A small incandescent light-bulb can help as well (just make sure it cannot touch any flammable fabrics or objects). In addition, you may want to purchase Dessicant packs to put inside the safe to absorb moisture. If you have an electronic keypad for your safe, we recommend replacing the batteries at least once a year.

Riflescopes are mechanical contraptions. One of the sad realities about precision shooting is that, sooner or later, you will experience a scope failure. If you’re lucky it won’t happen in the middle of a National-level competition. And hopefully the failure will be dramatic and unmistakable so you won’t spend months trying to isolate the issue. Unfortunately, scope problems can be erratic or hard to diagnose. You may find yourself with unexplained flyers or a slight degradation of accuracy and you won’t know how to diagnose the problem. And when a 1/8th-MOA-click scope starts failing, it may be hard to recognize the fault immediately, because the POI change may be slight.
When An Expensive Scope Goes Bad
Recently, this editor had a major-brand 8-25x50mm scope go bad. How did I know I had a problem? Well the first sign was a wild “drop-down” flyer at a 600-yard match. After shooting a two-target relay, I took a look at my targets. My first 5-shot group had five shots, fairly well centered, in about 2.2″. Pretty good. Everything was operating fine. Then I looked at the second target. My eye was drawn to four shots, all centered in the 10 Ring, measuring about 2.4″. But then I saw the fifth shot. It was a good 18″ low, straight down from the X. And I really mean straight down — if you drew a plumb line down from the center of the X, it would pass almost through the fifth shot.
That was disconcerting, but since I had never had any trouble with this scope before, I assumed it was a load problem (too little powder?), or simple driver error (maybe I flinched or yanked the trigger?). Accordingly, I didn’t do anything about the scope, figuring the problem was me or the load.
But, at the next range session, things went downhill fast. In three shots, I did manage to get on steel at 600, with my normal come-up for that distance. Everything seemed fine. So then I switched to paper. We had a buddy in the pits with a walkie-talkie and he radioed that he couldn’t see any bullet holes in the paper after five shots. My spotter said he thought the bullets were impacting in the dirt, just below the paper. OK, I thought, we’ll add 3 MOA up (12 clicks), and that should raise POI 18″ and I should be on paper, near center. That didn’t work — now the bullets were impacting in the berm ABOVE the target frame. The POI had changed over 48″ (8 MOA). (And no I didn’t click too far — I clicked slowly, counting each click out loud as I adjusted the elevation.) OK, to compensate now I took off 8 clicks which should be 2 MOA or 12″. No joy. The POI dropped about 24″ (4 MOA) and the POI also moved moved 18″ right, to the edge of the target.
For the next 20 shots, we kept “chasing center” trying to get the gun zeroed at 600 yards. We never did. After burning a lot of ammo, we gave up. Before stowing the gun for the trip home, I dialed back to my 100-yard zero, which is my normal practice (it’s 47 clicks down from 600-yard zero). I immediately noticed that the “feel” of the elevation knob didn’t seem right. Even though I was pretty much in the center of my elevation (I have a +20 MOA scope mount), the clicks felt really tight — as they do when you’re at the very limit of travel. There was a lot of resistance in the clicks and they didn’t seem to move the right amount. And it seemed that I’d have four or five clicks that were “bunched up” with a lot of resistance, and then the next click would have almost no resistance and seem to jump. It’s hard to describe, but it was like winding a spring that erratically moved from tight to very loose.
At this point I announced to my shooting buddies: “I think the scope has taken a dump.” I let one buddy work the elevation knob a bit. “That feels weird,” he said: “the clicks aren’t consistent… first it doesn’t want to move, then the clicks jump too easily.”
Convinced that I had a real problem, the scope was packed up and shipped to the manufacturer. So, was I hallucinating? Was my problem really just driver error? I’ve heard plenty of stories about guys who sent scopes in for repair, only to receive their optics back with a terse note saying: “Scope passed inspection and function test 100%. No repairs needed”. So, was my scope really FUBAR? You bet it was. When the scope came back from the factory, the Repair Record stated that nearly all the internal mechanicals had been replaced or fixed: “Replaced Adjustment Elevation; Replaced Adjustment Windage; Reworked Erector System; Reworked Selector; Reworked Parallax Control.”
How to Diagnose Scope Problems
When you see your groups open up, there’s a very good chance this is due to poor wind-reading, or other “driver error”. But my experience showed me that sometimes scopes do go bad. When your accuracy degrades without any other reasonable explanation, the cause of the problem may well be your optics. Here are some of the “symptoms” of scope troubles:
1. Large shot-to-shot variance in Point of Impact with known accurate loads.
2. Uneven tracking (either vertical or horizontal).
3. Change of Point of Impact does not correspond to click inputs.
4. Inability to zero in reasonable number of shots.
5. Unexpected changes in needed click values (compared to previous come-ups).
6. Visible shift in reticle from center of view.
7. Changed “feel” or resistance when clicking; or uneven click-to-click “feel”.
8. Inability to set parallax to achieve sharpness.
9. Turrets or other controls feel wobbly or loose.
10. Internal scope components rattle when gun is moved.
Source of Problem Unknown, but I Have a Theory
Although my scope came with a slightly canted reticle from the factory, it had otherwise functioned without a hitch for many years. I was able to go back and forth between 100-yard zero and 600-yard zero with perfect repeatability for over five years. I had confidence in that scope. Why did it fail when it did? My theory is side-loading on the turrets. I used to carry the gun in a thick soft case. I recently switched to an aluminum-sided hard case that has pretty dense egg-crate foam inside. I noticed it took some effort to close the case, though it was more than big enough, width-wise, to hold the gun. My thinking is that the foam wasn’t compressing enough, resulting in a side-load on the windage turret when the case was clamped shut. This is just my best guess; it may not be the real source of the problem. Remember, as I explained in the beginning of this story, sometimes scopes — just like any mechanical system — simply stop working for no apparent reason.

It’s official — ATK is acquiring Bushnell — for a whopping $985 million. ATK (Alliant Techsystems) has executed a definitive agreement to acquire Bushnell Group Holdings, Inc., a leading maker of branded sports optics, outdoor accessories, and eyewear. In addition to rifle scopes, Bushnell makes rangefinders, binoculars, spotting scopes, GPS units, sunglasses, and more. Bushnell sells a myriad of other products for outdoorsmen through its brands Simmons, Tasco, Millet, Butler Creek, Bollé, Serengeti, Hoppe’s, Night Optics, Primos, Stoney Point, Hoppe’s, and Uncle Mike’s.
Under the terms of the transaction, ATK will pay $985 million in cash, subject to customary post-closing adjustments. Bushnell’s projected sales for calendar 2013 are approximately $600 million. ATK will finance the acquisition through a combination of $900 million of secured financing, borrowings under its existing revolving credit facility, and cash on hand. The transaction is subject to regulatory approvals and customary closing conditions. ATK anticipates closing the transaction in the third or fourth quarter of its Fiscal Year 2014.
Mark DeYoung, ATK President and CEO states: “This [Bushnell] acquisition will broaden our existing capabilities in the commercial shooting sports and expand our portfolio of branded shooting sports products. In addition, this transaction will allow the company to effectively enter new sporting markets in golf, snow skiing and camping.”
Bushnell markets 19 outdoor brands in sports optics, outdoor accessories and performance eyewear, including the Bushnell brand and other notable brands such as Primos, Bollé, Hoppe’s, Uncle Mike’s, Butler Creek, and Serengeti. Founded in 1948, Bushnell is headquartered in Overland Park, Kansas and employs approximately 1,100 workers worldwide.
Bushnell Will Become Part of ATK’s Sporting Group of Companies
ATK will integrate Bushnell into its Sporting Group within its existing accessories business.
