The Action Target Sport Plate Rack is specifically designed for .22 LR Rimfire shooting. This rack features six 4″-diameter plates that reset with a provided cable.
Shooting plates is fun. You get immediate feedback — “instant gratification” when you make a hit. When shooting steel inside 100 yards, we like to use .22 LR rimfire guns. The ammo is inexpensive, noise levels are lower (though you still need ear protection), and at close ranges there are fewer issue with ricochets and bullet splash-back. Additionally, for busy folks who don’t have time to reload, you can pick up a .22 LR rifle or pistol, grab a couple $5 boxes of ammo, and get to the range in a few minutes. The convenience means it is easier to shoot every week if you like.

New .22 LR CP33 Pistol is Great for Plates
If you like shooting plates with rimfire guns, one of the better new pistols for the job is Kel-Tec’s CP33. We tested this interesting handgun at the 2019 SHOT Show Media Day at the Range, and were impressed. The pistol is big, but balances well. The sights are easy to see, and the full-length rail lets you easily mount a variety of optics. The trigger is surprisingly good — better than 90% of rimfire handguns out there. For the plates game, this “quad-stack” gun can handle long stages without mag changes. The standard clear-sided CP33 magazine holds 33 rounds of .22 LR ammo.
If you are interested in an affordable, but very accurate, high-capacity semi-auto rimfire pistol you should consider Kel-Tec’s new CP33. Shooting Sports USA (SSUSA) notes: “The rapid growth of rimfire competition in Steel Challenge has prompted some gun makers to enter the fray. Kel-Tec is one, and their new CP33 .22 LR pistol has a lot of potential.” Popular YouTube host 22 Plinkster tested the gun and reports: “This handgun has been 100% reliable IF I load the magazine the right way… and it’s pretty dog-gone accurate.” The video below shows the best way to load the 33-round magazine:
SSUSA’s testers tried the pistol with a variety of ammo and it consistently shot about one-half-inch for five shots “from a 25-yard sandbag bench rest using the iron sights.” SSUSA noted that the gun disassembles quickly and easily by removing one central pin. That’s a nice feature.
Overall SSUSA’s tester, Chris Christian, was impressed with the gun, saying it balanced well and the sights aligned naturally: “…the neutral-balance-point grip produced an almost instinctive sight alignment.”
Christian used the CP33 in a 6-stage Steel Challenge Match, and did well: “I decided to shoot Rimfire Pistol Iron (RFPI) and used the CCI Mini-Mag. The high-speed ammo ran perfectly. [T]he bright sights and handling qualities let me finish top among iron-sight shooters and even hold my own with C and B class rimfire pistol shooters using optical sights. It would be interesting to put a reflex sight on the gun, and maybe even shoot some Bullseye with it.”

Philip Hemphill, Pistol Champion, Has Left the Range
We are sad to announce that champion pistol shooter and Team Lapua member, Philip Wayne Hemphill, has passed away at age 71 at his home in Meridian, Mississippi. Hemphill was one of the greatest-ever American pistol shooters. Hemphill was a 10-time National Police Pistol Combat Champion and two-time NRA Precision Pistol Champion. Above is Hemphill after winning the .22 LR Rimfire pistol championships at Camp Perry in 2019.
Philip Hemphill served 30+ years with the Mississippi Highway Patrol before retiring as a Captain in 2011. The Shooting Wire recounted his remarkable history with the National Police Pistol Combat (PPC) series: “Hemphill shot his first PPC in 1985 in Des Moines, Iowa. He competed every year [except 2005] until he served as a referee in 2008. In 2008, he returned to the range in Albuquerque as a shooter to compete one final time, and captured his tenth title. [In his competition career] Hemphill represented Lapua, Team Zero, Rock River Arms, and AimPoint. He remained one of the few people who drew the attention of competitors, fellow vendors, and spectators at shooting events.”
Funeral services for Mr. Philip Wayne Hemphill will begin at 11:00 am Monday, October 16, 2023 at Cross Mountain Ministries in Porterville, Mississippi. Online condolences may be expressed at robertbarhamffh.com which hosts the Philip Hemphill obituary and photo collection.
Philip enjoyed squirrel hunting and turkey hunting. He enjoyed traveling and spending time with his grandsons, who lovingly referred to him as Papaw. He was a friend to all who knew him, with friendships spanning all over the world.

On October 7th, Smith & Wesson, a leading American gunmaker for over 169 years, celebrates the Grand Opening of its new Tennessee Headquarters and production center. The Grand Opening event will feature a shooting day, product demonstrations, and fun events.
Since 1852, Smith & Wesson had been based in Springfield, Massachusetts. Now a big change is taking place. The company announced in September 2021 that it would relocate its headquarters from Massachusetts to East Tennessee, along with distribution, assembly, and other major operations. The Smith & Wesson Headquarters Grand Opening and Fall Festival event takes place Saturday, October 7 from noon to 8 p.m. at 1852 Proffitt Springs Road in Maryville, TN.
The Shooting Wire reports that: “The new Maryville facilities will house the company’s headquarters, plastic injection molding, pistol and long gun assembly and distribution centers. The company’s longtime home, Springfield, Massachusetts, will remain operational with all forging, machining, metal finishing, and revolver assembly staying behind. More than 1,000 S&W employees will still be employed there, but it’s a decided diminishment for the facilities that have been home to the company since 1832. More than 750 jobs are relocating from Springfield, Massachusetts, Deep River, Connecticut and Columbia, Missouri, to Maryville.”

Over 22 million carry permits have been issued in the United States according to a recent study. Overall 8.5% of American adults now have carry permits. Along with CCW permit holders, millions of other gun owners may carry defensive pistols in “open carry” states. Carrying a defensive pistol is a big responsibility. That’s why all those who carry handguns for self-protection should definitely practice regularly. For many, pistol practice is an indoor experience. Indoor ranges are most convenient for those who live near urban centers, where the biggest threats to public safety currently exist. This article covers indoor firearms training and the proper procedures you should follow at indoor ranges.

FIVE IMPORTANT SAFETY PROCEDURES for Indoor Ranges
1. Follow the Three Fundamental Rules for Safe Gun Handling
ALWAYS keep the gun pointed in a safe direction. ALWAYS keep your finger off the trigger until ready to shoot. ALWAYS keep the gun unloaded until ready to use.
2. Follow ALL Range Officer Instructions
ROs are the first and final authority on any range and their decisions are generally final. Arguing with a Range Officer may just get you thrown out.
3. Don’t Bother Others or Touch Their Guns
Respect other shooters’ privacy unless a safety issue arises. Do NOT engage other shooters to correct a perceived safety violation unless absolutely necessary – inform the RO instead. NEVER handle or touch another shooter’s firearm without their permission!
4. Know Your Range’s Rules
Review and understand any and all range rules and requirements/expectations. For example, what is the range’s maximum rate of fire? Are you allowed to collect your brass?
5. Know What To Do During a Cease Fire
IMMEDIATELY set down your firearm, pointed downrange, and STEP AWAY from the shooting booth (or bench). Range Officers do not want shooters trying to “secure/unload” their firearms in a cease fire situation — they want the shooters separated from their guns instantly.
Double-Up on Hearing Protection When Shooting Indoors
Howard Leight states that Impact Pro muffs are “designed for handgun and pistol shooters looking for high NRR … for indoor ranges, covered ranges or other extremely loud shooting environments.”
When shooting indoors we recommend quality muffs with earplugs underneath, offering double protection. When inside an enclosed range, with other shooters blasting away right next to you, you really need effective hearing protection. But you also need to hear range commands and be able to communicate. That’s why we recommend electronic muffs with quality plugs underneath. We recommend the NRR 33 Howard Leight Max-1 Plugs. These tapered plugs are comfortable, easy to insert, and have a flared end for better sound seal.

* Four decibels may not sound like much, but remember the decibel measurement system is logarithmic, so four decibels is VERY significant. We have discussed the merits of “doubling up” hearing protection with Ph.D. sound engineers. They told us that a combination of muffs and plugs could reduce effective noise levels by up to five decibels compared to plugs alone. In addition, good muffs will block bone conduction sound energy better than plugs alone.

Due to statutory requirements set forth in both the NICS Denial Notification Act and the Bipartisan Safer Community Act (BSCA), the ATF Form 4473 was revised in December of 2022. Incorporating industry member suggestions made during the recent 60 and 30-day Notice and Comment periods, ATF has further revised the form and now that newest version (August 2023) has been approved by the Office of Management and Budget for implementation. The new form becomes mandatory on 2/1/2024, but the ATF recommends using the updated Forum 4473 now.
The ATF encourages all federal firearms licensees (FFLs) to begin using the Revised Form immediately. The Revised Form is available on the ATF website, and can be downloaded and printed for immediate use. Note that the entire Form, including instructions, must be printed, and stored together. Hard copies of the Revised Form will be available through the ATF Distribution Center beginning November 1, 2023. The ATF eForm 4473 application is also being revised and notification will be sent when it is ready for use.
The Revised Form will become mandatory for use on February 1, 2024. Please contact your local ATF Industry Operations office should you have any questions regarding the changes to the form.
The 38th annual Gun Rights Policy Conference (GRPC), co-hosted by the Second Amendment Foundation (SAF) and Citizens Committee for the Right to Keep and Bear Arms, will be held Friday-Sunday, September 22-24, 2023, in Phoenix, Arizona. Gun Rights Policy Conference Schedule
Friday, September 22: The conference begins with registration and an evening reception, 7-9 pm.
Saturday, September 23: The conference gets fully underway with panel discussions, individual presentations, and the annual awards luncheon. It’s an all-day event running from 8 am to 6 pm.
Sunday, September 24: The conference has more panel discussions and reports from 9 am to 1 pm.
