New Protecting Privacy in Purchases Act Introduced in Congress
NSSF commends the Protecting Privacy in Purchases Act, proposed legislation introduced by U.S. Rep. Elise Stefanik (R-NY), which would ban the use of a firearm retailer-specific Merchant Category Code (MCC). The legislation would protect firearm and ammunition purchasers from financial service and payment card providers compiling purchase history. This could be used effectively to create a nationwide database of gun users, though a Federal gun registry is explicitly forbidden under Federal law.
We have seen that transactional info from gun and ammo sellers has already been exploited by the federal government for political purposes. And some states are mandating gun-specific MCCs — California enacted legislation last year requiring the use of a firearm retailer-specific MCC and Colorado is considering legislation that would do the same.
Federal Agency Has Already Collected Gun Purchase Info
The U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) admitted to U.S. Sen. Tim Scott (R-SC) in a letter that it violated the Fourth Amendment rights of law-abiding citizens that protect against illegal search and seizure when it collected the credit card purchase history from banks and credit card companies of individuals who purchased firearms and ammunition in the days surrounding January 6, 2020. Treasury’s FinCEN had no cause, and sought the information without a warrant, to place these law-abiding citizens on a government watchlist only because they exercised their Second Amendment rights to lawfully purchase firearms and ammunition.
Lawrence G. Keane, NSSF Senior VP & General Counsel noted: “The Biden administration has already proven they cannot be trusted to respect the private firearm transactions of law-abiding citizens. Without a warrant, federal agencies collected financial information on private firearm and ammunition transactions to create an illegal government watchlist of gun owners. Representative Elise Stefanik’s legislation would rein in federal overreach to use the private financial transactions of law-abiding citizens against them for political means. No American should be concerned that the federal government is employing this scheme, concocted by gun control cheerleaders, that weaponizes an individual’s finances and their free exercise of Second Amendment rights to wrongly identify them as a criminal-in-waiting.”

The need for a federal policy has become necessary since several states have enacted similar legislation to protect the privacy of firearm and ammunition purchasers, including Florida, Idaho, Mississippi, Montana, North Dakota, Texas, and West Virginia. Several additional states are currently considering similar legislation. Unfortunately, some blue states are doing just the opposite — in fact California passed a law requiring the use of firearm retailer-specific Merchant Category Codes. So a Californian could be placed on a gun-owner watch list if he/she bought anything from a listed store, gun-related or not.
The IWA Outdoor Classics, aka the “Euro SHOT Show”, is underway right now in Nuremberg, Germany. This event, the largest gun/hunting/outdoors trade show in Europe, opened on February 29th, and concludes Sunday, March 3, 2024. Over 1080 companies from 53 nations have exhibits on display with thousands of products including rifles, pistols, optics, hunting accessories, and ammunition. In terms of exhibitor numbers, the IWA Outdoor Classics ranks second only to the USA’s SHOT Show as a global trade show for shooting, hunting, and outdoor activities. 2024 marks the 50th Anniversary of the IWA Outdoor Classics.

Beretta APX A1 Optics-Ready Pistol
In this video Product Manager Christian Schulte shows Danielle Valkyrie the Beretta APX A1 pistol in both full-size and compact configurations. Merkel K5 Break-Action Rifle

New Leupold Mark 4HD Riflescopes
Leupold unveiled its new Mark 4HD series with five riflescope models, all with a four times zoom factor: 1-4.5x24mm and 2.5-10x42mm (with 30mm main tube), plus 4.5-18x52mm, 6-24x52mm and 8-32x56mm (all with 34mm tube).
Mark 4HD scopes cost considerably less than Leupold’s Mark 5HD series, and 4HD models use the more common 30mm or 34mm rings. (Most 5HD scopes require 35mm rings.) In this All4Hunters.com video, Leupold representative Tim Lesser explains the features of the new 4HD series optics. Shown below is a video showing the 4.5-18×52 model. For varmint hunting we’d probably step up to the 6-24x52mm model.

Recommended Thumbs-Forward Shooting Grip for 1911s
“Shooting semiautomatic pistols using the thumbs-forward method really becomes useful … where speed and accuracy are both needed. By positioning the thumbs-forward along the slide (or slightly off of the slide) you are in essence creating a second sighting device: wherever your shooting thumb is pointing is where the pistol is pointing. Women are becoming an increasing percentage of firearms owners. Gun ownership is no longer male-dominated. One study suggests that, in recent years, nearly half of all new gun sales have been to women. In addition, it is estimated that women now represent 42% of American gun owners, and that number increases with every passing year.
Gun journalist Dan Wos of The Loaded Mic podcast channel has made interesting observations about the increase in gun ownership by ladies. Citing a series of studies, Wos observed that women in the USA are now buying nearly half of all new firearms. Many of these ladies are first-time gun owners who are motivated by a desire for self-protection.
On Ammoland.com, Dan Wos has an article “Don’t Believe the Spin: Women are Empowering the 2nd Amendment”. Here are highlights:
Let’s look at the actual numbers. In 2021 a Harvard University study found that nearly half of all gun purchases between 2019 and 2021 were by women. 42% of gun owners in America are women (a 14% rise over the previous five years.) The total number of women who became gun owners during that two-year period is almost 3.5 million.
In an article by Harvard T.H. Chan School of Public Health, it was said that “women accounted for about half of all gun purchases between 2019 and 2021, and that new gun owners are more likely to be female.” This [indicates] the trends in firearm purchases moving forward.
Not surprisingly, the largest spike in gun sales occurred during and shortly after the violent left-wing riots in several cities across America in 2020. According to a survey conducted by Professor Matt Miller at Northeastern University, between January 2020 and April 2021, gun purchases rose from 13.8 million to 16.6 million. Almost 50% being women and approximately 5.4 million brought [firearms] into homes that had not previously had them.

Here is Ernie Bishop’s pride and joy, a specialty pistol nicknamed “Batman” because the black carbon-fiber stock looks like the Batmobile. This is one sophisticated handgun. Complete with scope, the Batman pistol weighs under 7.5 pounds, thanks to the ultra-light stock. The carbon stock is 6 inches wide at the fore-end, yet weighs just one pound. Ernie tells us: “This gun shoots amazing and is easy to shoot especially with my SEB MAX Rest.” After these photos were taken, Ernie added a “field-usable rear-grip stock so [he could] shoot it prone from a bipod as well.”
The Batman pistol is chambered for the 6mm “Long Dasher”, a 6mm 40°-shouldered variant of the 6.5×47 Lapua. Ernie loads Berger 105gr Hybrid bullets pushed by Hodgdon H4350 powder.
Gun Specifications The gun, crafted by Eric Wallance of Nawaka Firearms, features an XP-100 action, Jewell trigger, and 15″-long, Brux 1:8″-twist barrel with aluminum muzzle brake. Interestingly, this gun does not have a traditional recoil lug. Instead, gunsmith Wallace milled out a lug from the bottom of the XP-100 action to save weight. On top of the action, the rig carries a Sightron Inc S-III 6-24X56mm scope in Kelbly rings on a custom +20 MOA rail.
Long Dasher Wildcat
Shown at right is a “Long Dasher” 40° wildcat created by Forum member Sunbuilder. This is very similar to Ernie Bishop’s chambering, though there may be small variations related to reamer design (such as freebore). Sunbuilder’s 6-6.5×47 Improved (aka “Long Dasher”) reamer was made by Dave Kiff of Pacific, Tool & Gauge. This wildcat cartridge adds about 2.0 grains capacity to the 6.5×47 necked down to 6mm. The case certainly is impressive with that 40° shoulder. We’re just waiting for the tactical guys to starting run this improved cartridge with its original 6.5mm bore.

Backfire (Jim Harmer) Channel at SHOT Show

March Scopes — F-Class John interviews Gary Costello
Our friend F-Class John visited the March Optics booth to interview UK Ace F-Class shooter Gary Costello and March representative Mary, who traveled from March headquarters in Japan. John and Gary talked about the March-X 8-80x56mm Majesta “High Master” scope which John has fitted on his own match rifle. This is an amazing SFP optic offering a full 10X magnification range and six reticle choices.
New Handguns from SHOT Show — James Reeves of TFB-TV
In this video, James Reeves of The Firearm Blog (TFB-TV) reviews five notable new or recently-updated pistols. James uses some fairly rough language at times, but he is a knowledgeable fellow who gets to shoot more different guns in a year than most of us can shoot in a decade or more. The gun, crafted by Eric Wallance of Nawaka Firearms, features an XP-100 action, Jewell trigger, and 15″-long, Brux 1:8″-twist barrel with aluminum muzzle brake. Interestingly, this gun does not have a traditional recoil lug. Instead, gunsmith Wallace milled out a lug from the bottom of the XP-100 action to save weight. On top of the action, the rig carries a Sightron Inc S-III 6-24X56mm scope in Kelbly rings on a custom +20 MOA rail.
