Cadet Sisters Compete at the U.S. Army Small Arms Championships Story by Lt. Col. Michelle Lunato U.S. Army Marksmanship Unit
This year’s U.S. Army Small Arms Championships was more than just a unique training event for two Texas A&M ROTC cadets, it was a family affair. Cadets Hayle Mayer and Jesse Mayer, who are sisters, participated in the week-long, comprehensive, live-fire marksmanship training event that brings together more than 250 soldiers from across the U.S. Army to the Maneuver Center of Excellence.
The annual event, which is commonly called the “All Army”, is hosted by the U.S. Army Marksmanship Unit (USAMU) and begins with All Army competitors receiving a variety of classes from the USAMU champions and experienced trainers.
After that, the soldier competitors, who were a mix of service members from active duty, Reserve, National Guard, and ROTC, competed in 11 different courses of fire during the week … both rifle and pistol matches, with and without combat gear, as well a 4-stage multi-gun match.
As a senior, All Army 2023 was Jesse’s second year to compete and the cadet said each year has been extremely helpful in developing her soldier skills. “I think both times that I have come here, I have really grown as a marksman … just learning the basics, what I am capable of, watching improvement each year, and just learning how complex marksmanship is. It’s been really incredible each time.”
For her sophomore sister, Hayle, it was her first All Army experience. With limited prior marksmanship experience … Hayle said she was trying to absorb all that she could. “I am just learning basically everything you can about shooting.”

Sisters Come from a Multi-Generation Military Family
Though Hayle and Jesse may at be different levels of marksmanship knowledge, the sisters say that military life in general is nothing new to them. In fact, they were born into that life since both their parents were Marines, both grandfathers were soldiers, and a grandmother was an Airman.
That meant that military life was just always there. It’s what we saw and respected, Jesse explained. “Everyone was so disciplined and so patriotic. There was just such a higher purpose to the military that I always saw, and I wanted to be part of that.”
So when it came time for college, joining an Army ROTC program was nothing out of the ordinary because both our parents instilled a strong sense of independence and strength in us, Jesse said.
“Growing up, I watched it — the honor, the sacrifice, and what it meant to give back and serve other people, your Country and your family.”
With all that, Jesse is proud to say that she is contracted to commission in May of 2024 and looks forward to carrying on her family’s tradition of service.
“It means a lot to me to serve my Country, to push myself in any way that I can, and it is part of a family legacy — being in the military — and I just want to complete that and do that for my family.”

About the CMP Bianchi Cup
The Bianchi Cup International Pistol Tournament was first held in 1979, making it the second longest running pistol championship in the world. This year, it will be hosted by the CMP for the first time, May 23-26, 2023, at the Green Valley Rifle & Pistol Club in Missouri. The Bianchi Cup has been called the most prestigious pistol tournament in the world. Due to the high accuracy required in each stage of the Bianchi Cup, the tournament is considered one of the most difficult handgun championships on the planet.
The Bianchi Cup is Comprised of Four Events:
Practical Event: Competitors fire at distances from 10 yards to 50 yards under varying time limits from the shooting line.
Barricade Event: Competitors fire at targets on either side of the barricade at different distances and under varying time limits from within shooting boxes and behind barricades.
Falling Plate Event: Competitors fire at eight-inch round steel plates arranged in banks of six at distances from 10 to 25 yards under varying time limits.

This overlaps with the Precision Pistol Championships, slated for July 18-22, 2023. In 2023, the Smallbore 3-position event runs from July 25 through July 29, with Smallbore prone competition running July 30 through August 6, 2023.

2023 NRA National Matches at Camp Atterbury Calendar
Camp Atterbury is a National Guard training facility located in Edinburgh, Indiana, which is about 37 miles south of Indianapolis.
Last year (2022) was the first time the NRA National High Power Championships were fired on electronic targets. Range Six at Camp Atterbury was outfitted with 30 Silver Mountain Targets Solo e-target systems, along with 10 more in reserve. One other nice feature of Camp Atterbury is the large, modern covered range. This is used for smallbore and pistol competitions.
The Gathering is a special event presented by Palmetto State Armory that allows gun writers and regular shooters to try out a variety of firearms and accessories. This year’s 2023 edition of The Gathering was held on March 24-25, 2023 in Clinton, SC. There were live-fire demonstrations along with opportunities for potential customers to try various products. Guns on display included firarms from SIG Sauer, Glock, Springfield Armory, Taurus and more.
The Gathering is a Firearm Range Day and Expo presented by Palmetto State Armory. The Gathering brings together the firearms community, media and public to showcase new and existing firearms, optics, and accessories. This year’s event was held at The Clinton House Plantation, a 2000-acre facility that houses 17 live-fire shooting bays, two clay courses, a 1000-yard range, and a mile-long range.
One welcome addition for 2023 was a live-fire demonstration of silencers (suppressors), organized by Silencer Central. “Providing the opportunity for customers, media and everyday shooters to experience live-fire suppressor demonstrations is crucial in showing the benefits of shooting suppressed,” said CEO of Silencer Central, Brandon Maddox. “We’ve reinvented the process of buying a silencer and are thrilled to showcase… our products at The Gathering this year.”
One major shooting industry impact of the COVID Pandemic was the cancellation of the 2021 SHOT Show and range day. That inspired Palmetto State Armory to launch its own Industry Range Day called The Gathering. The first Gathering was a big success in 2021. Report from National Shooting Sports Foundation (NSSF)
The U.S. District Court (Central District of California) has issued a preliminary injunction blocking enforcement of California’s Unsafe Handgun Act with its microstamping requirement. The case, Boland v. Bonta, was filed shortly after the U.S. Supreme Court’s Bruen decision. The District court issued the preliminary injunction on March 20, 2024, via an order signed by U.S. District Judge Cormack J. Carney.
“This order is a victory for lawful gun ownership in California. For too long, the Second Amendment has been significantly infringed upon by elected officials who have taken every opportunity to put roadblocks in front of law-abiding citizens seeking to exercise their Second Amendment rights”, said Lawrence G. Keane, NSSF Senior VP and General Counsel.
This microstamping requirement is technologically unsound. And it has resulted in massive reductions in handguns available to California citizens. According to the NSSF: “Since [the microstamping rule went into effect], California’s list of handguns certified for sale has dwindled. No new models have been added to California’s approved list since 2013, and models available for sale have dwindled 75%, from 976 handgun models to under 250 in 2022[.]”
“The order … is a significant win. NSSF has long contended that California’s Unsafe Handgun Act is an unconstitutional infringement denying Californians their ability to legally purchase the handguns that would best suit their needs”, Keane continued. “The court is correctly applying the holdings of the Supreme Court’s Bruen decision that the Second Amendment is the only test when it comes to lawful firearm ownership and the holdings of Heller that firearms in common use are protected by the Second Amendment.”
Boland v. Bonta, filed by the California Rifle & Pistol Association, challenged California’s Unsafe Handgun Act that requires all new pistols sold in the state to be equipped with a chamber-loaded indicator, a magazine disconnect mechanism, and be capable of using the firing pin to embed a microstamp on the primer of a fired cartridge case. That final requirement is technologically problematic, to say the least.
NSSF has testified in California’s legislature that it was impossible to meet the microstamping requirement. And event the microstamping patent-holder, Todd Lizotte, admitted that microstamping is unreliable, stating, “…legitimate questions exist related to both the technical aspects, production costs, and database management associated with microstamping that should be addressed before wide scale implementation is legislatively mandated.”
“The microstamping provision requires handguns to have a particular feature that is simply not commercially available or even feasible to implement on a mass scale,” the court’s order reads. This is a fact that NSSF has long maintained, and all peer-reviewed studies have reached the same conclusion.
Microstamping can be easily defeated by dragging a nail file over the tip of a firing pin or replacing the firing pin. However, the requirement was certified by then-Attorney General Kamala Harris. Since the adoption of the microstamping rule, California’s list of handguns certified for sale has dwindled. No new models have been added to California’s approved list since 2013, and models available for sale have dwindled 75 percent, from 976 handgun models to under 250 in 2022.

For 2022 the Bianchi Cup featured 117 of the world’s top action pistol shooters. This year Benito Martinez claimed his first Bianchi overall title, helped by his perfect 480-48X Falling Plate stage score.
