In recent years, the California Legislature has passed a series of laws restricting the rights of California gun owners. The latest example of anti-gun legislation will hit gun owners in their pocketbooks….
If you want to practice your marksmanship in California from now on, get ready to open your wallet and pay the taxman. With the passage of AB 211, signed into law by Gov. Gavin Newsom, California shooters who use paper targets at indoor ranges will have to pay a fee for every hole they put in paper — literally. This new law, codified in the California Penal Code, states that commercial gun ranges must collect a charge of $0.38 per shot, as established by holes made in approved paper targets. This fee, the “Target Tax”, can be raised in the future at the discretion of the California Dept. of Justice.
Here’s how it will work, starting June 1, 2023, when the new Target Tax law goes into effect at California indoor ranges. First, all shooters must purchase California DOJ-approved paper targets (you may no longer bring your own). When you purchase a certified target at an indoor range, your name and the number of targets you have purchased will be recorded in a state database. Then, after your shooting session, the targets must be scanned, with the number of shot holes recorded. A charge of $0.38 per scanned hole will be added as a line item for your range session, along with the DOJ target-processing fee of $5.00 per target.
With 30 holes, the new California target tax on this left target would be 30 x $0.38 or $11.40. Conversely, the tax on the target on the right would be just 38 cents, because there is only one hole, though five shots went through the same hole. Obviously, exceptional marksmanship skills can help reduce your target tax liabilities.
California Targets Must Be Culturally Tolerant and Non-Discriminatory
AB 211 also includes a series of provisions which specify the types of targets which may be purchased. First, as you might expect, all targets must be printed on recycled paper. Second, no target may contain any “hate speech” or “micro-aggressions”. Third, while targets may still show human silhouette-style outlines, any targets which depict a protected minority type or non-binary gender type are forbidden. Likewise, any target that shows discernable culture, religion, or national origin are forbidden. So, a target showing a bearded male wearing a turban would be forbidden. If you had such a target, the range owner would be required, under AB 211, to confiscate it. Shown below are two types of targets that would be illegal in California under AB 211. NOTE: It is unclear whether a zombie target would be allowed, if the Zombie is unknown gender, ethnicity, or culture.

However, if you don’t have a printer, don’t want to pay for commercial targets or adhesive target stickers, then there IS an interesting option. One of our Forum members has created his own Custom TARGET STAMP. Using an INK PAD, this creates a black multi-ring bullseye on paper that matches the exact dimensions of a competition target (SEE Top Photo).
Forum member JimmyMac wanted a target that replicates a competition multi-ring bullseye. He wanted to be able to stamp this bullseye quickly and easily on blank paper. Shown below is the custom stamp he created to accomplish that task. JimmyMac posted: “I took dimensions of a 100-yard group target and had a stamp made to transfer to the paper of my choice. Not revolutionary by any stretch, but works good. I may do a UBR score target stamp next.” JimmyMac purchased the target stamper through an online vendor: “I bought mine online. The outer four orange aim points are set inside heavier black lines to help align your scope crosshairs. This target is nicely printed, with sharp lines and bright orange circles. Birchwood Casey Grid — Black on White Splatter, 10 for $11.07
We’ve all seen conventional splatter targets with a black bullseye or grid. When a shot hits the target, a halo (usually neon yellow) appears around the bullet hole. Here is another kind of splatter target that creates a black circle on a white background. This can be very effective for spotting your hits at long range. This Birchwood-Casey White Grid Target is $11.07 for a 10-pack. These Shoot-N-C Sight-In Targets have a self-adhesive backing, making for easy put up and take down. In addition, the target pack comes with corner pasters to cover holes or use as additional aim points.

Today, March 17th, is St. Patrick’s Day. With the current rampant inflation, Biden’s anti-gun Executive Orders, and the war in Ukraine, it may be hard to feel lucky in 2023, but at least you can collect some lucky targets. To help celebrate this traditional day of Irish pride, the NRA has created two (2) fun targets you can download, print, and shoot. Try out these free targets. Click each Irish target photo below to open a high-rez PDF file you can download and print.
The first target features a large four-leaf clover in the middle, with 17 other smaller three-leaf shamrocks around the outside. With five black bulls-eyes in the center graphic, that gives you a total of 22 aiming points for shooting fun. For added challenge we suggest you set this Shamrock Target at 100 yards for rimfire rifle and 200 yards for a centerfire gun.

With April just two days away, we are well into the “swing of spring”. Here are six “fun and games” targets that can provide some fun springtime shooting opportunities, both indoors and outdoors. While each requires good conventional marksmanship skills — hitting a small aiming point — there are other strategies involved, such as playing darts or hitting the right combination of poker cards. Most of us started shooting as kids, just plinking for fun. Here’s an opportunity to be like a kid again — to spend a day at the range just having fun with friends and family members.
Dartboard Target with Colored Rings
This printable Dartboard Shooting Target has the numbers inside the outer dartboard ring to allow a larger target. With this target you can shoot for the center bull, or actually play pub-style dart games, aiming for numbers and particular rings. First Shots is an introductory and refresher program made available through host target-shooting ranges across the country. With interest in firearm ownership at record high levels, First Shots programs are meeting the demand for education and experiences in the classroom and on the range.

Five Diamond Grid Targets
Here’s a popular grid target with multiple red diamond aiming points. The background includes a grid pattern with 1″ squares — that helps to quickly estimate group size through your scope. We recommend using a color printer for this target so the diamonds and grid lines are bright red.
We use the two targets below for load development and precision practice. For the left target, use the corners of the diamonds to align your cross-hairs precisely. Know-Your-Limits Target for Rimfire Training & Fun Matches
Here’s a rimfire training target with “big to small” target circles. Start with the largest circles, then move to the smaller ones in sequence. This systematic drill provides increasing challenge shot-by-shot. Novices often are quite surprised to see their accuracy improve as they move from bigger to smaller aiming points. That provides positive feedback — always a good thing.
This target was created using Open Office (Draw) by Forum member TwoBoxer for 100-yard load development and practice. He tells us: “The color, size of the center dot, crosshair lines, etc. were varied to work with my scope and magnification at 100 yards. I expect the group POI to move as elements of the load are varied. So concern about obliterating the aim point is minimal, and needs to be controlled by how you zero the rifle in any case.”
RED Center Pistol Target
Here’s a NRA-type target for pistol shooting. The bright red center helps when shooting indoors because well-placed bullet holes are much more visible. Do you need targets — not just any old targets, but the correctly-sized targets for specific shooting disciplines (such as NRA Smallbore, F-Class, and 1K Benchrest)? Why not head to the range and shoot some Halloween-themed targets this October amidst the fall foliage. The folks at the NRA Blog have created a series of “spook-tastic” Halloween targets. Writer Kyle Jillson says, “In addition to stocking up on candy and finding great costumes, we thought you might like to have some fun at the range, so we created these spooky targets for you to use.”
