 Calm conditions and sunny skies prevailed as three previous champions set new national records in all three classes in the 2011 National Rimfire Sporter Championship fired here Sunday, 24 July. Charles J. Opalewski II, Lucas Boord and Ron Villanueva, all past champions, once again reached the top of the podium at this year’s event which also brought out a record 480 match entries. Opalewski, Boord, and Villanueva ALL set new National Records in their respective classes.
Record-Setting Performances in ‘O’, ‘T’ and Tactical Classes
Opalewski, 21, of Vicksburg, Michigan, won the open sights class (O-Class) with a national record aggregate score of 586-21X in the six-stage, 600-point, three-position match. He fired a clean 100-3X in the standing slow-fire stage en route to the win. The 2010 champion, CSM Steven Slee, U.S. Army Reserve, 47, of Dimondale, Michigan, finished one point behind Opalewski with a 585-19X performance. Opalewski surpassed Slee’s 2010 record score of 584-25x.
Lucas Boord defended his 2010 telescopic class (T-Class) championship with a total score of 597-39X, smashing his own national record of 593-34X in the process. Boord, 21, of New Stanton, Pennsylvania, fired perfect 100s in prone slow-fire and rapid-fire, sitting slow-fire and standing slow-fire, dropping one point in sitting rapid-fire and two in standing rapid-fire.
 In junior shooting, Amos Peck, 18, of Leslie, Michigan, won the overall O-Class competition with an aggregate score of 570-5X, followed by Aaron Ward, 18, Ypsilanti, Michigan (554-8X) and Stephenie Sabin, 17, of Curtice, Ohio (542-7X).
Ron Villanueva captured the Tactical Rimfire Class title at the 2011 National Rimfire Sporter Championship. Villanueva, a perennial rimfire finalist, also ranked third in this year’s T-Class. Villanueva set a new National Record Agg of 590-27X while winning his first tactical rifle class championship. Villanueva cleaned his first three stages of fire and also fired a 99-4X in standing rapid-fire.
Increased Interest in ‘Tactical Rimfire’ Class
This was the second year for the tactical class at the national event. The tactical rimfire category is growing rapidly, as this year’s entry of 55 shooters more than doubled last year’s 22. Legal tactical rimfire rifles must comply with the requirements for overall weight and trigger pull and have a configuration that is similar to common AR and modern military rifles. Tactical rimfire rifles may have either aperture or optical sights (no higher than 6X).

 Former President Theodore Roosevelt was the “founding father” of the NRA National Matches*. Teddy Roosevelt believed the world was a dangerous place. To assure peace, Roosevelt believed that America needed to be prepared to fight. At the Opening Ceremony of the 2011 NRA National Championships, Dr. Joseph W. Westphal, Under Secretary of the U.S. Army, echoed the views of Roosevelt, who believed “The first step in the direction of preparation to avert war, if possible, and to be fit for war, if it should come, is to teach men to shoot.”
“Though the world has changed considerably in the last century, it is just as unsettled as it was when President Roosevelt established this competition in 1903,” Dr. Westphal said. Roosevelt, who served as an Army colonel during the Spanish-American War, witnessed firsthand how unprepared U.S. soldiers were victimized in battle. Despite winning the conflict, the U.S. suffered disproportionate casualties due to the lack of firearms training.
In his speech at Camp Perry, Dr. Westphal observed that President Roosevelt was a strong advocate of marksmanship training:
“Reflecting with regret on the casualties the U.S. took in the Spanish-American War, President Roosevelt said: ‘The great body of our citizens shoot less as time goes on. We should encourage rifle practice among schoolboys and indeed among all classes as well as in the military services, by every means of our power. Thus and not otherwise may we be able to assist in preserving peace in the world. The first step in the direction of preparation to avert war, if possible, and to be fit for war, if it should come, is to teach men to shoot.’ “

Westphal cautioned that we should not forget the lessons of the past: “So I bring these old historic notes of long-forgotten battles, not because they are curiosities, but because they remind us of why Americans began gathering here over a century ago. It was because they knew the terrible consequences of not being ready for war. In establishing the National Matches at Camp Perry, they promoted the importance of marksmanship in the nation’s defense.”
“Today the Civilian Marksmanship Program trains some 400 marksmanship instructors a year. In addition, 200,000 to 300,000 young people and adults receive training in marksmanship and firearms safety through clubs and junior ROTC,” Westphal said. “The thousands of competitors who will take part in these matches follow on the heels of millions who have benefited directly … from the marksmanship training and safety programs promoted here.”
*In February 1903, an amendment to the War Department Appropriations Bill established the National Board for the Promotion of Rifle Practice (NBPRP). This government advisory board became the predecessor to today’s Corporation for the Promotion of Rifle Practice and Firearms Safety, Inc. that now governs the Civilian Marksmanship Program (CMP). The 1903 legislation also established the National Matches, commissioned the National Trophy and provided funding to support the Matches. This historic legislation grew out of a desire to improve military marksmanship and national defense preparedness. President Theodore Roosevelt, Secretary of War Elihu Root and NRA President General Bird Spencer were among the most important supporters of this act.

If you’re looking for a low-cost “entry-level” rimfire target rifle, consider a Kimber 82G from the CMP. These have been available for quite some time, but last year the CMP sorted its Kimber 82G inventory into two categories: “Rusties” and “Cleans”. Both categories are new rifles. The rusty rifles have a minor amount of surface rust which can usually be cleaned off with just some light oil and a rag. On some of the guns there is some rust in the bolt and on the sights, which may require some work with a metal brush or steel wool. The other cosmetic flaw is that many of the rifles have a thin, scored line along the buttstock, cause by the tip of the boxcutter. That can be sanded out.
Why, you might asked, would one choose one of the “Rusties”? Well, there are more in stock, and you can save 33%. The “Rusty” model Kimbers currently sell for just $400.00, $200 less than the “clean versions”. For a family on a tight budget, looking for a junior training rifle, the more affordable “Rusty” may be the better choice. Forum member Roarke says these “Rusty” Kimbers are well worth the money. Roarke writes: “I know because I bought one of these for $400, as opposed to $600 for the non-rusty, and it looks absolutely brand new.”
Forum member Michael L. (aka Chief 1018) concurs that his “Rusty” Kimber has been a great purchase: “I purchased a ‘Rusty’ from the CMP last year. No rust, but a lot of preservative. As you’ve probably read in the CMP forums, the bolt internals may be a little rusty/fouled. I immersed mine in WD-40 in a Zip-loc for a couple of days while I cleaned up the rifle. The oil turned brownish, but when I tore it down it was bright and clean. I think some of the ‘rust’ may be dried up preservative. It had the ‘signature’ box-cutter slice but that sanded out when I stripped, sanded, and tung-oiled the entire stock. The stock has very nice walnut with some dark figuring. The gun shoots great! The adjustable trigger is excellent.”
Roy Bertallato Reviews Kimber 82G
If you want to learn more about the Kimber 82Gs, Forum member Roy Bertallato has written an excellent article about his Kimber 82G from the CMP. Like many others, Roy couldn’t resist the $400.00 price, so he ordered one of the “Rusties”. Yes there was some light rust on small parts, but otherwise Roy was more than happy with his purchase:
“Sure enough, for $200 less, you can get a Kimber 82G RUSTY. I check out the qualifications and I had everything I needed in the way of qualifications so I decided to buy one. For $400, how bad could it be? Like anyone, I was VERY concerned that I’d get something that looked like it came out of the hold of a battle ship.” Roy’s fears proved unfounded: “There was just a very little bit of surface rust on the bottom [of the bolt]. Everything else you see that might appear to be rust is some type of red-yellow preservative. The action has zero rust, just some more nasty preservative. The bore is pristine! The rifle was stored with a paper straw in the bore saturated with some kind of oil.”
“The Kimber 82G is quite a rifle. It is a very heavy barrel, single shot, bolt action. It is supplied from the CMP with a fantastic set of target sights (worth a couple hundred dollars themselves), a heavy target stock with an adjustable butt plate for younger shooters, full instructions etc. Brand new, never fired rifles. I bought a beautiful Kimber sporter stock off Ebay and the action fits right into it.”

 National Junior Olympic 3-Position Air Rifle Championships
Today, June 26th, the National Junior Olympic 3-Position Air Rifle (3PAR) Championships commences. The event will run for six days, finishing July 1st. The Junior Olympic Tournament will be held at the CMP Marksmanship Center (North) at Camp Perry. The CMP will provide special LIVE coverage for the 3PAR Junior Olympic event.  The latest edition of the CMP’s ‘On the Mark’ newsletter for young competitive shooters has been released as a FREE, downloadable PDF file. In this Spring 2011 edition, you’ll find many items of interest including an excellent instructional article by Gary Anderson, Director of Civilian Marksmanship-Emeritus. The 4-page story is entitled: Three-Position Shooting — Teaching the First Steps. Here’s a sample from the story, Anderson’s discussion of target shooting order:
 Target Bull Firing Order
Anderson writes: “When firing starts, each shooter should have a plan for the order in which the sighter and record bulls are fired. Each record bull is numbered from one to ten, but the bulls do not need to be fired in that order. Indeed, to shoot them in numerical order is one of the least efficient ways to do this. The firing order should be designed to minimize movements from one record bull to the next. The illustration (on right) shows one recommended firing order that begins with the lower sighter bull, continues to the upper sighter bull and then proceeds around the target in a counter-clockwise direction.”

The Civilian Marksmanship Program (CMP) now has its own CMP Facebook Page. There you’ll find the latest match results, links to interesting stories, and info on special rifle and ammo sales. The Facebook format actually works really well for the CMP — visitors can quickly find the latest new items and stories of interest. For example, here’s a cool article about two Virginia High School Girls who shot in the first official CMP Vintage Sniper Rifle Team Match on 10 May, at Camp Butner, NC: High-Schoolers at Butner.
 New CMP Rulebook Released
New for 2011, the 15th edition of the CMP Competition Rules is now available. The CMP is the national governing body for Service Rifle, Service Pistol and CMP Games shooting events and the CMP Competition Rules is the official rulebook for these events that are a popular and important part of the national competitive shooting scene. The 15th Edition Rulebook also provides all the rule changes for Service Rifle, as well as the governing rules for the new Vintage Sniper Rifle Competition. The new rulebook, in PDF format, can be downloaded from the CMP website at: http://www.odcmp.com/Competitions/Rulebook.pdf.
 CMP Scoring App Now Available for Android Smart-Phones
Also, the CMP Scoring App, which has been available for iPhones since September 2010, is now available for Android OS smartphones in the Android App Marketplace. This $4.99 CMP App features an easy-to-use interface that allows for quick recording of your score after each string. The CMP App calculates your shooting percentages automatically to let you know how you are doing throughout the event. You can also enter notes and record conditions. The CMP App was recently updated so it can be utilized with all shooting disciplines. This application is sponsored and endorsed by the Civilian Marksmanship Program.

 The National Matches, first held in 1903, have become a huge, national shooting sports festival with well over 6,000 annual participants. To help serve those shooters, the Civilian Marksmanship Program (CMP) has launched a new web page, dedicated to the National Matches at Camp Perry. The CMP’s National Match Page now offers easy-to-use links to Registration Forms, Match Schedules, Rules, and event photo galleries. It’s very handy to have all the key links in one place. If you are thinking of visiting Camp Perry this year, whether as a shooter or a spectator, you should bookmark this page.

 The 2011 CMP Eastern Games and Creedmoor Cup Matches took place the first week of May at Camp Butner, NC. The overall winner (no surprise) was current NRA National High Power Champion SGT Sherri Gallagher, who tallied a spectacular 797-50X. Finishing second was fellow USAMU shooter SSG Tyrell Cooper, with 794-41X. Sherri also had the highest individual score, 499-29X, in the 4-person Team Event. Sherri showed, once again, that she leads the field in High Power Match Rifle shooting. When Sherri is “on her game”, she’s hard to beat. You can see a large collection of Eastern Games photos from the Garand and Springfield matches (on Day 1) at the CMP online photo archive.
Sean Leighton won the Garand Match (289-3X) AND the Springfield Match (290-9X), and had the highest Three-Gun Aggregate with an 870-15X combined score. Great shooting Sean! In other specialty matches, Ken Lygren won the Carbine Match (356-1X), Doug Armstrong won the individual Vintage Sniper match (194-6X), and William Flagg Jr. won the Rimfire Sporter match. In 4-person team competition, USAMU teams took both Service Rifle (Craig Team, 1967-74X) and Match Rifle Divisions (Praslick Team, 1991-103X).
