President Obama has picked Andrew Traver, the BATFE’s Chicago Field Office Director, to be the new director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). Traver is considered a political chrony of Obama who holds extreme views on gun control. Michael Bane of Downrange.TV describes Andrew Traver as a “relentless anti-gun zealot”. The NRA has stated its opposition to Traver’s nomination in no uncertain terms, calling on President Obama to withdraw the nomination:

The NRA strongly opposes President Obama’s nomination of Andrew Traver as director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE). Traver has been deeply aligned with gun control advocates and anti-gun activities. This makes him the wrong choice to lead an enforcement agency that has almost exclusive oversight and control over the firearms industry, its retailers and consumers. Further, an important nomination such as BATFE director should not be made as a “recess appointment,” in order to circumvent consent by the American people through their duly elected U.S. Senators.
Traver served as an advisor to the International Association for Chiefs of Police’s (IACP) “Gun Violence Reduction Project,” a “partnership” with the Joyce Foundation. The IACP report, generated with Traver’s help, called on Congress to ban thousands of commonly owned firearms by misrepresenting them as “assault weapons,” as well as calling for bans on .50 caliber rifles and widely used types of ammunition. The report also suggests that Congress should regulate gun shows out of existence and should repeal the privacy protections of the Tiahrt Amendment—all efforts strongly opposed by the NRA and its members.
An agency involved in the regulation of a fundamental, individual right guaranteed under the U.S. Constitution should not be led by an individual with a demonstrated hostility to that freedom. For that reason, the NRA strongly opposes Andrew Traver to head the BATFE and urges President Obama to withdraw this ill-advised nomination.

On October 10th, John Amos Nosler, founder of Nosler Inc., passed away from natural causes at his Oregon home. Considered a true pioneer in bullet and ammunition design, Nosler developed the famous Partition bullet in the 1940s. Born on April 4, 1913 in Brawley, California, John built his business from scratch. He founded his bullet company in 1948, and was considered to be one of the great generational icons whose designs literally created the premium bullet category and influenced ammunition and bullet manufacturers worldwide.
While hunting in Canada, John experienced a bullet failure on the hide of a mud-caked bull moose. He then began developing a revolutionary new projectile, which he called the “Partition”, because of the barrier that separated the bullet into two sections. One year later, John and a friend traveled back to British Columbia with his new Partition bullets, which were designed to provide deep penetration and expansion. The men bagged two moose with two shots, and the rest is history.
In recognition of his contribution to the shooting sports industry, John was the unanimous choice for the inaugural 2007 NRA Golden Bullseye Pioneer Award. The award was the highlight of a long and fruitful career. Even though he officially retired in 1988 when his son and daughter-in-law, Bob and Joan Nosler purchased the company, John still managed to come to the office on a daily basis until his health declined. Today, John’s son Bob Nosler still presides over the company as president and CEO.

John Nosler remained an avid hunter and shooter even late in life. Gary Lewis recalled that, at age 92, John Nosler attended the opening of a new shooting range outside Bend, Oregon. Even in his nineties, Nosler managed to drill two shots inside nine inches at 1000 yards. John Nosler leaves a legacy that will benefit hunters and shooters’ nationwide. The John A. Nosler Endowment of The NRA Foundation, sponsors the NRA’s Basic Rifle Training Program which instructs novices in safe rifle handling.
This year’s final NRA Range Development & Operations Conference will be held next week in San Antonio, Texas. Bob Gustin of Cameron Park, California, didn’t set out to establish a new record at the 2010 NRA National Rifle and Pistol Championships in Camp Perry, Ohio — so he set two. One as part of a team and one all on his own. “Guess it was my time,” Gustin mused. “After 46 years of shooting here at Camp Perry, I should have set a record at something.”
First on the agenda was the Palma Individual title. That’s fifteen shots from 800, 900, and 1000 yards. And how many times did Bob drop out of the ten ring? Not once. “I cleaned it,” said Gustin. “I’ve shot a perfect round before, but never with this many Xs.”
Bob’s 450-33X score beat the old Camp Perry National Championship mark by six Xs. The previous record of 450-27X was held by Bob’s Palma teammate Nancy Tompkins-Gallagher. Just to show there were no hard feelings, Nancy and her daughter Michelle Gallagher joined Bob along with Bryan Litz to set a new Palma Team Match record of 1796-119x.
Gustin Sets Camp Perry Record After Decades in the Sport
Bob started shooting on the smallbore range. Then, in 1980, he switched to reserve shooting with the service rifle section until ultimately moving to High Power in 1990. Now, twenty years later, he’s perfected the shot and found more time for the range. After retiring from a 31-year stint on the California Highway Patrol, Bob now gets to do what he really loves.
“I shoot,” Gustin laughed. “Well, I also drive my wife around in our motor home. Last place we saw was Shipshewana, Indiana. There’s a nice Amish community there that she likes to visit for the quilting, the food and the people.” But Bob always finds a time for practice: “I just like shooting. It’s fun and you meet a lot of interesting people. Especially here at Perry.”
Historical Note: Bob’s 450-35x is a record for the Palma match at the Camp Perry National Championships. However, the absolute National Record for any American Palma Match still belongs to John Corning. John fired a 450-39x at Forbes Range, Colonie, NY in 2007.
SGT Sherri Gallagher captured her first NRA High Power National Championship by firing an incredible 2396-161X, a new record score! Competing at Camp Perry, Ohio, Sherri dropped just four points out of 2400 (240 shots). An amazing 67% of Sherri’s shots were Xs. Congratulations Sherri!
Carl Bernosky was second, just one point behind, with a 2395-140X. Carl and Sherri BOTH shot scores well above David Tubb’s Championship Record of 2389-138X, a record set in 2003. Congratulations to Sherri, Carl and all the outstanding shooters in this year’s competition.
Sherri is now the second-ever female winner of the NRA National High Power Championship. The first female High Power Champion was Sherri’s mother, Nancy Tompkins, who won in 1998. It’s all in the family, we guess….
This was an especially sweet victory for Sherri, who had the 2009 Championship slip from her grasp. In last year’s NRA High Power Championship, Sherri was leading the field comfortably, shooting at a record pace, only to suffer a cross-fire which dropped her out of contention for the Championship. That cruel 2009 crossfire is now forgotten as Sherri finally earns the National title she richly deserves.
Hardware UPDATE: We are informed that Sherri’s T2000 match rifle was chambered in .260 Remington, and she shot that cartridge at all distances in the High Power Championship. We’ll try to get more load data soon.
Here are quick results from the Sunday matches at Camp Perry, Ohio. Today (Monday) at the 2010 National Matches, competitors will shoot one of three team matches. The actual High Power Rifle Championship commences Tuesday, August 10th.
Springfield M1A Match: Jack Pardy shot 483-12X to win the 4th Annual NRA Springfield M1A match, shooting 483-12X. Nick Till finished in second place, two points behind, with 481-23X. Shawn McKenna finished third with a 480-14X.
Whistler Boy Team Match: The “Gold” team of the North Carolina Rifle & Pistol Association took top honors with Robin Frazier and William McCraw shooting a combined 960-21X.
Second Amendment Match: Normal Houle and David Tubb of team Sierra Gold cleaned up the NRA 2nd Amendment match with a combined score of 997-51x.

On July 1st, the NRA and NRA-ILA sent a letter to the U.S. Senate Judiciary Committee opposing the nomination of Solicitor General Elena Kagan as Associate Justice of the U.S. Supreme Court. In the letter, the NRA explained that “throughout her political career, [Kagan] has repeatedly demonstrated a clear hostility to the fundamental, individual right to keep and bear arms guaranteed under the U.S. Constitution”. Highlights of NRA and NRA-ILA (Institute for Legislative Action) Letter
As [Kagan] has no judicial record on which we can rely, we have only her political record to review. And throughout her political career, she has repeatedly demonstrated a clear hostility to the fundamental, individual right to keep and bear arms guaranteed under the U.S. Constitution.
As a clerk for Justice Thurgood Marshall, Ms. Kagan said she was “not sympathetic” to a challenge to Washington, D.C.’s ban on handguns and draconian registration requirements. As domestic policy advisor in the Clinton White House, a colleague described her as “immersed” in President Clinton’s gun control policy efforts. For example, she was involved in an effort to ban more than 50 types of commonly-owned semi-automatic firearms — an effort that was described as: “taking the law and bending it as far as we can to capture a whole new class of guns.” And as U.S. Solicitor General, she chose not to file a brief last year in the landmark case McDonald v. Chicago, thus taking the position that incorporating the Second Amendment and applying it to the States was of no interest to the Obama Administration or the federal government. These are not the positions of a person who supports the Second Amendment.
During her confirmation hearings last year, Justice Sonia Sotomayor repeatedly stated that the Supreme Court’s historic Heller decision was “settled law”. Even further, in response to a question from Chairman Leahy, she said “I understand the individual right fully that the Supreme Court recognized in Heller’.” Yet last Monday in McDonald, she joined a dissenting opinion which stated: “I can find nothing in the Second Amendment’s text, history, or underlying rationale that could warrant characterizing it as ‘fundamental’ insofar as it seeks to protect the keeping and bearing of arms for private self-defense purposes”. We would also note that both Heller and McDonald were 5-4 decisions. The fact that four justices would effectively write the Second Amendment out of the Constitution is completely unacceptable.
Ms. Kagan has repeatedly declined to say whether she agrees with the dissenting views of justices Stevens, Breyer, Ginsburg and Sotomayor, which leaves unanswered the very serious questions of whether she would vote to overturn Heller and McDonald or narrow their holdings to a practical nullity.
Any individual who does not believe that the Second Amendment guarantees a fundamental right and who does not respect our God-given right of self-defense should not serve on any court, much less receive a lifetime appointment to the highest court in the land. Justice Sotomayor’s blatant reversal on this critical issue requires that we look beyond statements made during confirmation hearings and examine a nominee’s entire body of work.
Unfortunately, Ms. Kagan’s record on the Second Amendment gives us no confidence that if confirmed to the Court, she will faithfully defend the fundamental, individual right to keep and bear arms of law-abiding Americans.
