Take a good look at this black-stocked, rimfire benchrest rifle. This just might be the most sophisticated (and accurate) Ruger 10/22 on the planet. This 10/22 was originally acquired as a used “donor gun” for just $98.00. Then its owner Les (aka “Scasa” in our Forum) completely upgraded the rifle from stem to stern. He added a rear lug to the receiver, threaded the receiver, installed a new barrel, and upgraded the trigger. Then he crafted the handsome benchrest stock from wood. He even designed and crafted the barrel tuner AND built the sophisticated shooting rest himself.
Overall, Les imagines he has over 1000 hours of design, fabrication, and fitting in this project. But the hard work paid off — this one-of-a-kind Ruger 10/22 shoots tiny groups. Is this the most accurate 10/22 on the planet? Possibly. But without question, it is the most sophisticated, do-it-yourself Ruger 10/22 project gun ever created.
$98 Ruger 10/22 Transformed into Tack-Driving Bench Gun

I long thought I’d someday put an upgraded Ruger 10/22 together but the big hold-up was the receiver. I really wanted a threaded barrel/receiver and a rear lug for two-point mounting. They do make a rear lug that attaches to the rear of some aftermarket receivers but it’s just a little tab that attaches to the back, not what I would call really solid. So one day while hanging out at the local gun store I saw a Ruger 10/22 on the used gun rack for just $98.00. I latched onto it and I had my donor gun. This was an early gun that had the two guide rails for the bolt, walnut stock, and metal (not plastic) furniture.

I then began a complete transformation of the rifle. Little did I know that, by the end of the project, I would put in about 1000 hours of labor. There were several things I wanted to make quite different than Ruger’s original design. First was to add the rear lug. Then get rid of the trigger pins. I also threaded the barrel hole in the receiver to get rid of the wedge. I also wanted to fix the bolt release. Of course that all required a new stock too.

The Ruger 10/22 receiver was threaded to accept a more traditional barrel installation. Below is a conventional 10/22 drop-in barrel. Note that normal barrel is NOT threaded at receiver end, but slides in and then is held in place with a “wedge” locking block.
I made a rear lug that attaches to the back of the Ruger receiver with four, 6-32 screws and glued with JB Weld and filed to match the receiver contour.
Shown above is the completed gun before stock painting. The stock is made from nine pieces of Poplar 1x2s, with lots of sanding and black satin paint. Above is a photo of the stock before painting. As you can see, the laminations were stacked vertically. The rifle sits on a one-piece shooting rest I also built.
Editor: Les designed and crafted this sophisticated shooting rest himself. That’s right — this is a DIY rest! Les told us: “I built the rest from scrap aluminum. The design came from looking at rimfire rests online. Probably the Pappas Rest was the greatest influence. That Pappas rest cost about $1100.00 at the time for a polished one. I have less than a hundred dollars in mine now, but I’ve got a couple WEEKS of work in it. I’ve made two of them, one for my rifles and one for my benchrest pistol. It’s a lot of work to sand and polish, but in the end you have a solid shooting platform. Keep it waxed to preserve the shine.”

More Upgrades — Trigger Pins, Bolt Release and More…
The trigger pins were replaced with 10-32 socket head screws which required threaded bushings to be put in the left side of the receiver and access holes in the right side of the stock. Now the trigger group and bolt can be removed without taking the action out of the stock. This also pulls the receiver sides together reducing bolt clearance. The trigger is shimmed with a piece of shim stock so it can’t be too tight.
There are several “How-Tos” which cover conversion of the manual bolt release to an auto bolt release, but it still requires a little fiddling with the darn thing. So instead of having it pivot on a slot, I welded up the slot and now it’s just a hole. I also welded on some more length and put a little knurled knob on it. With those modifications, it now works perfect.
The trigger housing is factory Ruger acquired at a gun show 25 years ago with Volquartsen hammer and sear. The barrel is a Green Mountain blank turned, threaded, and with a Bentz chamber. I made the barrel tuner. The rifle is fitted with a BSA 36-power scope I bought for $125.00 from the AccurateShooter Forum classifieds. There may be another $250.00 or so in parts and accessories I bought.
Editor’s Commentary — This project started with an old, used $98.00 Ruger 10/22 rifle. Now the transformation is complete. It took Les countless hours, and lots of effort, but he is deservedly proud of the end result. The excellence of the upgraded 10/22 is matched by the sophisticated, unitized aluminum shooting rest Les built. Very impressive design and execution.
So How Does it Shoot? Very Nicely Indeed!
Les reports: “Above is a target with some 3-shot groups while playing with the tuner. Those groups were shot at 25 yards. I figure at that distance I’m testing what the gun will do, not how well I can read the wind, not well and its been really windy. If I can get one clean hole 5 shots I’m pretty happy.”
Les electro-etched the caliber on the barrel. Les told us: “The machine was easy to make and works really well. It’s just a pain getting stencils.”
So you’re thinking of buying a suppressor (aka “moderator”, “silencer”). You can’t just get one off the shelf at Walmart. Acquiring a suppressor requires filling out paperwork and paying a Federal $200 Tax Stamp. Plus there is typically a pretty long wait. However, the good news is that suppressor ownership is now legal in 42 of the 50 American states — that’s 84%! For most American adults, getting a suppressor is legal, provided the buyer passes the required background checks (explained below). The 42 “suppressor-friendly” states are shown as RED in the illustration below.
States Where Suppressor Ownership is Allowed
These 42 states allow private ownership of suppressors: AL, AK, AZ, AR, CO, CT, FL, GA, ID, IN, IA, KS, KY, LA, ME, MD, MI, MN, MS, MO, MT, NE, NV, NH, NM, NC, ND, OH, OK, OR, PA, SC, SD, TN, TX, UT, VT, VA, WA, WV, WI, WY. Note: Even if you live in one of the states listed, you should still verify that owning a suppressor is legal in your area. Some states may have municipal- or county-based restrictions.

States Which Prohibit Suppressor Ownership
The eight states which prohibit suppressor ownership are: California, Delaware, Hawaii, Illinois, Massachusetts, New Jersey, New York, and Rhode Island. These states are shown in GRAY in the map.
Qualifications to Obtain a Suppressor
To legally obtain a suppressor, you must fill out Federal Forms and pay a $200 fee to the ATF. You must also pass BATFE background checks and otherwise comply with Federal and state laws. States can regulate suppressor ownership or use, so be sure to check the laws in your area. On the federal level, the process to acquire a suppressor is regulated under the National Firearms Act of 1934. According to the American Suppressor Association, to own a suppressor in the United States you must:
1. Be at least 21 years of age to purchase a suppressor from a dealer.
2. Be at least 18 years of age to purchase a suppressor from an individual on a Form 4 to Form 4 transfer (contingent on state laws).
3. Be at least 18 years of age to possess a suppressor as a beneficiary of a trust or as a member of a corporation (contingent on state laws).
4. Be a resident of the United States.
5. Be legally eligible to purchase a firearm.
6. Pass a BATFE background check with a typical process time of 8 to 10 months.
7. Pay a one time $200 Transfer Tax.
That fifth requirement, “be legally eligible to purchase a firearm”, involves a list of factors. The prohibitions are set forth in the “prohibited person” list found on ATF Form 4473.*
Some 39 of the 42 states that allow suppressors also permit the use of suppressors when hunting. However, three states which allow suppressor ownership DO prohibit the use of suppressors while hunting or shooting game. These states, all in the Northeast, are: Connecticut, Maryland, and Vermont.
There is an informative article on the NRA’s American Hunter website regarding suppressor use for hunting. The article, What Hunters Need to Know About Suppressors, answers common questions about licensing, tax stamps, and suppressor types. The article explains the history of the $200 tax stamp which must be paid when acquiring a suppressor:
“Why the Tax? In 1934 … the federal government, while battling gangsters such as Al Capone, heavily restricted silencers with passage of the first National Firearms Act. Hoping to gain an advantage on criminals that often had better weapons than cops, the Feds placed a mandatory ‘sin’ tax on silencers that was so high it would effectively ban their purchase by all but the wealthiest individuals. In 1934, $200 was the equivalent of $3,500 today. The $200 tax still stands despite no evidence that a simple metal tube is capable of causing crime.” — American Hunter
The American Hunter article also discusses how well suppressors actually reduce noise. User should be aware that the sound level of a large, centerfire hunting cartridge will still exceed 130 decibels (dB) on average, even with a typical suppressor (silencer) in place. For that reason, we recommend that hunters continue to wear ear protection even when they shoot suppressed.
Persons prohibited from acquiring a firearm, under Federal law, are those who fall into on or more of categories listed below. Prohibited individuals include any PERSON:
— Who was convicted in any court of a crime punishable by imprisonment for a term exceeding one year;
— Who is a fugitive from justice;
— Who is an unlawful user of or addicted to any controlled substance (as defined in section 102 of the Controlled Substances Act, codified at 21 U.S.C. § 802);
— Who has been adjudicated as a mental defective or has been committed to any mental institution;
— Who is an illegal alien;
— Who has been discharged from the Armed Forces under dishonorable conditions;
— Who has renounced his or her United States citizenship;
— Who is subject to a court order restraining the person from harassing, stalking, or threatening an intimate partner or child of the intimate partner; or
— Who has been convicted of a misdemeanor crime of domestic violence.

Then there are some expert commentaries by Jerry Miculek and Ron Spomer discussing the characteristics and performance of various cartridge types. Finally, we provide two videos that discuss rimfire cartridges and show how .22 LR rounds are produced in a modern CCI factory.
90 Different Rifle Cartridge Types in Computer Animation
In this rifle ammunition comparison animation there are 90 different cartridge types, from very small (.22 Flobert) to very, very big (20mm Vulcan). This video employs sophisticated, 3D CAD animation to showcase 90 different rifle cartridges, one after the other, in sequence. It covers from .17 Caliber up to 20mm. Obviously a lot of time and effort went into this video, but it really is cool to see so many different cartridge types in one 3.5-minute video.
After the full line-up is complete at 1:41, the video then provides other smaller comparison, such as multiple large hunting cartridges (2:15) and .22 Caliber cartridges (2:45, see above). All the cartridge models are made using Autodesk Inventor software, and then the “line-up” animation was completed with Autodesk Showcase.

This revealing video shows all phases of .22 LR ammo production including cupping, drawing, annealing, washing, drying, head-stamping, priming, powder charging, bullet seating, crimping, waxing, inspection, and final packaging. If you’ve got ten minutes to spare, we really recommend you watch the video from start to finish. You’ll definitely learn some new things about rimfire ammo.
Paul Phillips is a past King of 2 Miles, and one of the world’s top Extreme Long Range (ELR) Shooters. He recently showcased one of his ELR rifles that shoots the .416 Barrett cartridge with huge, 550gr Cutting Edge bullets seated in CNC-machined RCC (Robertson Cartridge Company) brass that costs $10 per case.
Even with these giant-sized cartridges, Paul Phillips is getting remarkable accuracy. He recently went out to a snow-covered rifle range to do some testing. We include some test results in this article. Paul’s rig delivered 1.056″ to 1.748″ 3-shot groups at 500 yards. That’s .202 to .335 MOA for three shots. (1 MOA = 1.047″ at 100 yards, or 5.235″ at 500 yards). That’s very impressive accuracy for such a big cartridge with serious recoil.

After being retired from my 30 years of service in military and law enforcement, I started my own company, Global Precision Group LLC. We specialize in Long range shooting. I am currently doing some R&D for a new ammunition company, Ultimate Ammunition, (UA) out of Las Vegas. UA specializes in Military, Law Enforcement, and Custom ammunition.
On this particular day, it was a very cool 15 degrees F. I was testing ammunition for the .416 Barrett. Since winning the King of 2 Miles in 2019, my team has been looking at ways to make everything better. The competition is fierce and everyone is getting better and better. Finding single-digit Standard Deviations (SDs) is a must. Holding SDs under 5 FPS can be what it takes to win.
After several weeks of testing, I think I found the perfect combination for the .416 Barrett in my rifle. My optimal load runs about 3000 FPS using the following components:
Cutting Edge 550 Grain Solid Bullets with Tips
RCC Brass (CNC-machined)
Vihtavuori 20N29 Powder
RWS primers
Loaded for ~3000 FPS load velocity goal
I figure if I can keep my 3-round groups under two inches consistently, I have a chance to win on any Sunday. The average group size of these groups was 1.47 inches at 500 yards. With big bore rifles it gets very costly to test. That is why I am limiting my test groups to 3 rounds. See below:
Note the single-digit Extreme Spread and SD for all of these three-shot groups, as recorded by the LabRadar (see below). The average SD for these three groups at 500 yards was about three.

Ever wish you could look inside your rifle, to see how the trigger and fire-control system work? Well now that is possible with the magic of 3D computer graphics. Modern software allows detailed “cutaway” side-views (see below), as well as 3D views with 360° rotation. The software can also provide X-Ray-type views into the gun’s internals — as you can see above. And computer animation can show the complete firing process from trigger pull to chambering of the next round.

The Model 700 series of bolt-action rifles have been manufactured by Remington Arms since 1962. All are based on basically the same centerfire bolt action. They are typically sold with an internal magazine depending on caliber, some of which have a floor-plate for quick-unloading, and some of which are “blind” (no floor-plate). The rifle can also be ordered with a detachable box magazine. The Model 700 is a development of the Remington 721 and 722 series of rifles, which were introduced in 1948.
The Remington 700 is a manually-operated bolt action with forward, dual opposed lugs. It features “Cock On Opening”, meaning the upward rotation of the bolt when the rifle is opened cocks the firing pin. A cam mechanism pushes the firing pin’s cocking piece backward. The bolt face is recessed, fully enclosing the base of the cartridge. The extractor is a C-clip sitting within the bolt face. The ejector is a plunger on the bolt face actuated by a coil spring. The bolt is of 3-piece construction, brazed together (head, body. and bolt handle). The receiver is milled from round cross-section steel.

BAT Machine Modular Bolt — Design Features and “How To”
With most rifle actions, if you want to run a variety of cartridges with different case head diameters, you will need multiple bolts. However, there IS an alternative to purchasing multiple pricey bolts. BAT Machine has come up with a great solution for the bolt face issue — the Modular Bolt System. AMP Inline Press — Effect of Brass Prep and Neck Chamfer
In this video Gavin examines various cartridge brass prep processes, and then used the advanced, computer-controlled AMP press to determine how those processes affect bullet seating forces/consistency. Gavin noted: “Each process is examined and a graph is presented of the bullet seating forces. We anticipated some of what we saw, and were surprised by other things.” The computer-controlled AMP press provides a graph of the exact seating forces, allowing to improve your brass prep to achieve the most consistent seating. Gavin notes: “Lately we’ve been seeing the AMP Press used for tight quality control from precision reloaders around the world.”

This promotional video does go overboard at times (too many smiling employees gushing about quality control). Still, it is fascinating to watch the process of creating cartridges — from the drawing (or extrusion) of raw brass into casings to the placement of projectiles and primers.
Quick History of Lake City Ammunition Plant Lake City Army Ammunition Plant (LCAAP) is a 3,935-acre government-owned, contractor-operated facility in Independence, Missouri that was established by Remington Arms in 1941 to manufacture and test small caliber ammunition for the U.S. Army. The facility has remained in continuous operation except for one 5-year period following World War II. Remington Arms operated the plant from its inception until 1985. Then Winchester took over the facility from 1985-2000.
Prior to its acquisition by Northrup Grumman in 2018, Orbital-ATK ran the plant since late 2000, initially as Alliant Techsystems (ATK). Recently Olin Corporation announced that its ammunition division, Olin Winchester, LLC, has been selected by the U.S. Army to operate and manage the Lake City Army Ammunition Plant for the next seven years — Winchester will assume full operational control of the Lake City plant on October 1, 2020.

Are you seeing unpredictable changes in Point of Impact on your target? Think you may have a scope issue? Well maybe not — when was the last time you checked your BARREL?
Yes scopes do fail, and scope bases/rings do get loose. But sometimes problems with erratic POI shifts are caused by a LOOSE BARREL. This issue came up recently in our Shooter’s Forum. One member complained that his zero was shifting from day to day — by as much as two inches at 100 yards. He was convinced he had a scope problem, based on erratic POI:
“I think my scope loses 1 to 3 MOA per day. When I shot my rifle Monday it was dead on. On Tuesday it was 1″ low. Then on Wednesday it was 1 or 2″ lower. I don’t get it. — the elevation knob never touched. Scope will track and return to zero that day perfect. Yes EVERYTHING has been checked, nothing loose. What is the chance the erector tube spring has gone south? For the record this is a Vortex GE. Never had a bad scope, but this has me wondering”. — LB
On Forum member told LB to send the scope right back to the manufacturer. Two other members suggested mounting the scope on a different rifle to test. Good advice. That’s generally a smart strategy before you conclude a scope has gone bad…
Could Problem Be the Scope Base?
Two Forum members, ExPiper and Dickn52, suggested checking the scope base, recounting their past experiences with troublesome bases. This was intelligent — anyone with a POI problem should check all the optics attachments:
“Went crazy one day chasing my impacts on a 100-yard target. Shots would group fine for three then go nuts for 4-5. I cranked and un-cranked for about an hour. Then I reached up and the base wobbled on the rifle. Removed scope, tightened base screws and back in business.” — Dickn52
“Years ago I had a problem [where] shots were climbing with almost every shot. I was blaming the scope. However, when removing the scope I noticed that the 20 MOA base was cracked and getting wider with every shot. Needless to say I replaced the base and the problem was solved. — ExPiper
Eureka Moment — The problem was the BARREL, not the Scope
There were many helpful suggestions, but member PirateAmmo steered LB to the real problem — a loose BARREL: “We had a problem on a home-built AR-platform rifle once, barrel was loose a tad…”
Member Snert chimed in: “Yep — I had a PPC that suddenly went 19″ low. Picked up gun off bench by barrel and felt a wiggle. I tightened the barrel and the POI went 19 inches up”.
Problem Solved — Barrel Tightened up and POI Back to Normal
The gentleman with the POI problem took the advice of PirateAmmo and checked his barrel. BINGO! Low and behold, the barrel WAS loose.
LB posted: “Barrel loose by about 2%, checked it twice before and didn’t find it the first two times”.
After LB re-tightened his barrel, his rifle started shooting normally again. No more shooting low by 1-2 inches. Problem solved. The fix didn’t cost a penny and now LB doesn’t have to send a perfectly good optic back to the manufacturer.
Lesson learned? Check ALL the variables before you assume a scope has gone bad. Along with the barrel, also check your action screw tension, and of course the scope base and rings.
Effective hearing protection is a must whenever you are shooting firearms or when you are in the vicinity of gun-shots. For ultimate protection, we recommend a good set of tapered foam earplugs, topped by muffs. However, there are situations when you may prefer lighter-weight hearing protection that can be quickly removed. For example, if you are standing well behind the firing line as an observer, or if you are working as a rangemaster or waddie some distance away from the shooters. In addition, game hunters may only need hearing protection for a few moments when they take their shot, so something light-weight that can be deployed in seconds is ideal.
In addition to traditional ear plugs and ear-muffs, band-style protectors provide a third sound-blocking option. Howard Leight, a top name in the sound-protection business, offers the popular “Quiet Band”, a device with soft foam plugs attached to a plastic band worn around the neck. This “Quiet Band” product is comfortable, easy-to-deploy, and surprisingly effective.
NOTE: We do NOT recommend these for normal, sustained use when shooting firearms, as when shooting a match. Use muffs over plugs for that. However, Quiet Bands work very well if you are spotting for a fellow shooter, or are near the firing line. These also work great when running noisy machinery such as leaf-blowers.
Three Quiet Band Models
There are three (3) types of Leight Quiet Band® sound protectors. We prefer the QB2 Supra-aural model (item QB2HYG, NRR 25).
The recommended QB2 Quiet Band positions cone-shaped foam pads next to the ear openings and holds them there with light pressure from the orange-colored band. There is also an Inner-aural version (item QB1HYG, yellow band, NRR 27), and a Semi-aural model (item QB3HYG, red band, NRR 21).
Our preferred QB2 Supra-aural (orange band) model is just as comfortable as the QB3 (red band) version, and offers much better protection. The QB1 Inner-aural (yellow band) model requires that you place the ear buds in the ear canal, so it’s not really any easier to use than conventional earplugs. That’s why we like the QB2 Supra-aural model best of all. Other users agree. Here’s what two QB2 owners had to say:
